SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' He said, 'Shut up!'" said Adame.More than 0 in cash had disappeared. He says the officer then let him go and told him to not come back. At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412

SAN DIEGO (KGTV) -- Awaken Church continues to hold indoors services, despite orders from San Diego County to close all indoor religious services due to COVID-19 restrictions.According to the San Diego County website, three of the Awaken Church locations have received cease and desist orders. The location at 7620 Balboa Ave. received a cease and desist order July 17, 2020; the Carlsbad location received one Nov. 16, 2020; and the Chula Vista location received one Nov. 19, 2020.RELATED: Churches pushing back against purple tier restrictionsIn addition, San Diego County put out a notice that anyone who went to the location at 7620 Balboa Ave. between Nov. 15 and Nov. 22 needs to quarantine for two weeks because of a community outbreak. The county said a community outbreak had occurred there, which is when there are three or more reported cases from different homes in the span of two weeks.An attendee at the San Marcus location said he feels comfortable attending in person and indoors.“I think it’s really about having individual choice and trusting people to have the intelligence to do the right thing, and this church has a wonderful uplifting message that I think is so positive and hopeful for people in a time where we find ourselves somewhat down,” said Brian.Brian said that the San Marcos facility is spacious so people are able to spread out, adding that the right to worship freely is in the constitution.RELATED: County asks Kearny Mesa church attendees to quarantine after COVID-19 outbreak“Try to preserve as much of our freedoms and liberties as we can. Also, the website asks attendees to refrain from posting pictures and videos of the services on social media.A video of church leaders posted on the website describes their decision to remain open for in person and indoor services.“We’ve made this decision not out of defiance but out of obedience to God,” two people said in a video on the website, adding that they plan to continue in person services.A county spokesperson said if a cease and desist order is ignored, the next step would be a closure order. After that, law enforcement is asked to get involved by giving citations with a thousand dollar fine for each violation; then the case goes to either the San Diego District Attorney or City Attorney. 2635

SAN DIEGO (KGTV) -- Authorities responded Wednesday after a car slammed into the side of a motel in Point Loma.According to firefighters, the crash happened on the 1300 block of Scott Street at the Vagabond Inn San Diego Airport Marina.The driver was parked in the Point Loma Seafood parking lot when she reportedly hit the gas, driving through a fence and smashing into the side of the motel.The crash created a hole in a bathroom of one of the motel rooms. No one was injured in the crash. 499

SAN DIEGO (KGTV) — As COVID-19 cases surge, Governor Gavin Newsom says he’s considering the possibility of a statewide curfew that could draw on examples from Europe and the Middle East.The restrictions could also be informed by policies in San Diego County. The state has asked San Diego County to provide information about its 10 pm mandated closure policy for restaurants, a county spokesman said.Starting Friday, Los Angeles County will enact a similar measure it’s calling a “business curfew” that will require restaurants and other non-essential businesses to close at 10 pm.“We have a lot of questions about what [a statewide curfew] looks like,” Newsom said in a press conference Monday. “Who does it impact? Who doesn’t it impact? What does a real curfew mean in terms of certain kinds of industry and business activities? That’s what we’re referring to in this space.”Newsom seemed to suggest a statewide curfew isn’t a foregone conclusion, but said he is reviewing studies on curfews in France, Germany and Saudi Arabia. He later cited Portugal as another potential example.The decision on how to craft a curfew policy will be based on data from those studies, he said.In all four countries, restrictions have changed over time and it is not clear which iterations California is reviewing. In Saudi Arabia, the kingdom covered 60 percent of employee salaries in the private sector and made healthcare free for everyone in the country.If the upcoming restrictions in Los Angeles County are any indicator, California’s statewide curfew could be very similar to restrictions already in place in San Diego County. But Dr. Oren said there would still be one significant difference: messaging.“I do think some of the words we’ve been using have become kind of stale,” he said, referring to phrases like stay-at-home orders.Simply labeling a policy as a “curfew” might help change the public’s perception of the dangers of the pandemic, he said. 4319

SAN DIEGO (KGTV) -- California Highway Patrol has identified the man who died after slamming into a tree on the Sea World Drive on-ramp Saturday. CHP says 26-year-old Jacob Eugene Arnell was killed when the Cadillac Escalade he was driving at a high rate of speed overturned and hit a tree. The crash happened around 9 a.m. Saturday on the right shoulder of Sea World Drive. Arnell was pronounced dead at the scene. At this time, it’s unknown if drugs or alcohol were involved. The medical examiner’s toxicology report in pending, CHP says. Arnell was the only one inside the vehicle at the time of the crash. 618
