(KGTV) - For the third year in a row, babies were born too soon, a sign that the health of mothers and infants is worsening, according to March of Dimes.The statistics recently released by the Centers for Disease Control and Prevention revealed the preterm birth rates rose to 9.93 percent in 2017, up from 9.86 in 2016.The rate marks the third consecutive increase after seven years of decline, according to the CDC. The new figures showed the rate increased among non-Hispanic black women and Hispanic women, and remained unchanged among non-Hispanic white women.RELATED: Number of babies born in the US dropped to a 30-year low"Moms and babies are facing an urgent health crisis in this country," Stacey Stewart, president of March of Dimes, said. (KGTV) — A bill that aims to end the retail sale of dogs, cats, and rabbits in California is heading to the state Senate.Assembly Bill 2152, known as "Bella’s Act," would prohibit the retail sale of dogs, cats, and rabbits, but still allow stores to partner with rescues and shelters for adoption events. The bill also stops pet stores from receiving any money from adoption transactions or from using the store or its resources in connection with adoption events.Assemblymember Todd Gloria, who introduced Bella's Act in February, said the bill is meant to crack down on those who got around the first attempt by the state."When we have animals in California who are still being bred and raised in unhealthy and inhumane conditions for profit, we cannot turn a blind eye," Gloria said in a release earlier this year. "Bella’s Act will fulfill our promise to end the inhumane puppy mill industry by officially prohibiting the retail sale of dogs, cats, and rabbits in California and encouraging pet retailers to partner with rescue groups and shelters. (KGTV) - Dramatic video shows how a plane crash and rescue of the pilot and passenger unfolded off the coast of Northern California. David Lesh purchased his Beechcraft Bonanza a few weeks ago and asked a fellow pilot to record aerial video from a second plane. “We were gonna go fly over the Golden Gate bridge, and do a whole bay tour... obviously didn't make it there,” Lesh said. During the flight, Lesh lost all power five miles off Half Moon Bay Harbor. “I would guess that we probably didn't have much more than maybe a minute or two from the time I figured something was wrong to the time we hit the water,” said Lesh. Lesh’s friend Owen Leipelt was piloting the second plane and watched as Lesh went down. “At one point I lost them. I had been circling and I couldn't see them anymore and David called me on the phone as he was bobbing in the water and he turned me around and he guided me right to where he was,” said Leipelt. (CNN) -- Teen clothing retailer Forever 21 is preparing for a potential bankruptcy filing, according to several published reports.Forever 21, which is privately held, has more than 800 stores in 57 countries. And while many retailers have been paring back their network of stores in recent years, Forever 21 was adding stores as recently as 2016. It still has as many stores as it reported at that time.The ability to get out of leases and close stores at a lower cost is one of the advantages that the bankruptcy process affords to retailers.The company did not respond to requests for comment.Traditional brick-and-mortar retailers that specialize in selling clothes to teens and young adults have had a particularly hard time in recent years as younger buyers shift from mall visits to online purchases.Among the retailers in the segment that filed for bankruptcy and closed all their stores during the last five years are Wet Seal, American Apparel and Delia's. Aeropostale also filed for bankruptcy in 2016 but has kept some of its stores open.Many retailers have run into trouble due to being purchased by private equity firms or hedge funds. But Forever 21 is still owned by its founders, Do Won and Jin Sook Chang. (CNN) - President Donald Trump made his first visit to a war zone on Wednesday, receiving an enthusiastic reception from many US troops there -- some of whom may have run afoul of military rules.Video footage and the written report of Trump's visit with service members in Iraq showed the President signing "Make America Great Again" hats and an embroidered patch that read "Trump 2020."A US military official told CNN the MAGA hats that Trump signed at the Ramstein Air Base event in Germany were personal and brought there by military personnel in hopes of getting an autograph. The official contended that it was not a campaign event and that the hats were used as support for Trump, not as a statement of political support.Although the event was not an official Trump re-election campaign event, the President did declare his candidacy for re-election in 2020 soon after his inauguration.White House press secretary Sarah Sanders told CNN the hats were personal items brought by the troops in Iraq and Germany.
