HARARE, Dec. 23 (Xinhua) -- China donated 500,000 U.S. dollars to Zimbabwe on Tuesday to boost the country's efforts to arrest cholera epidemic which has killed more than 1,000 people since the first outbreak in August.     Speaking at the donation ceremony at the Health Ministry office building in Harare, He Meng, Charge d'Affair of the Chinese Embassy in Harare, said as a long-term friend of Zimbabwe, China shares the concerns of international community over the current cholera situation, and sympathies with Zimbabwean people in their sufferings.     "At the moment, Zimbabwean people are eagerly waiting for assistance fighting against cholera, we sincerely hope and believe that the money would be made best use of under the coordination of the Zimbabwean government and UN agencies, so as to alleviate the epidemic situation and help Zimbabwean people to overcome challenges at an earlier date, " He said.     Zimbabwe's Health and Child Welfare Minister David Parirenyatwa said with the help of international organizations and countries friendly like China, the situation is now much better. He spoke highly of good relations between the two countries.     At least 1,000 people have died of cholera while nearly 24,000 cases have been reported in Zimbabwe since August this year. However, reports on Tuesday say the disease has been contained and cases are on the decline.     Zimbabwe's health sector got a major boost at the weekend when the country received 140 tons of medical supplies from the United Nations Children's Fund.     Since Zimbabwe declared cholera and the health system a national emergency, a number of donors and diplomats have come in with sizeable donations.     Over the weekend, Tanzania donated 40 tons of medical supplies to fight the cholera epidemic while SADC has launched an emergency request for medical aid.     Last week, the United Nations Population Fund donated five tonsof surgical sundries towards central hospitals' maternity services for a period of at least three months.     A fortnight ago, Namibia responded to Zimbabwean government's request for assistance with a donation of 200,000 dollars worth of drugs.     Two weeks earlier, South Africa had partnered the Zimbabweans government to contain the cholera outbreak in Beitbridge.     Other non-governmental organisations and UN agencies have also assisted through the provision of incentives for staff working in cholera treatment centres, logistics and experienced staff.     The assistance from the donor community is earmarked either for cholera or revival of the health sector.

BEIJING, Oct. 23 (Xinhua) -- China's top legislature on Thursday started to review a draft law on food safety, which sets stricter food quality standards and demands greater government responsibility.     The draft, which was revised after the recent contaminated dairy products scandal, would ban all chemicals and materials other than authorized additives in food production.     Health authorities are responsible for assessing and approving food additives and setting their usage. "Only those proved to be safe and necessary in food production are allowed to be listed as food additives," the draft says.     Food producers must strictly stick to the food additives and their usage approved by authorities, according to the draft     In the tainted dairy products scandal, melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make protein levels appear higher. At least three infants died and more than 50,000 were sickened after drinking the contaminated milk.     The draft also prohibits food safety supervision authorities from issuing inspection exemptions to food producers.     China began exempting companies producing globally-competitive products from quality inspections in 2000 to help them avoid repeated examinations and reduce their burden.     The practice encountered severe criticism when it was discovered that many of the companies producing and selling melamine-tainted dairy products had national inspection exemption qualifications.     The draft was tabled to lawmakers at a bimonthly session of the Standing Committee of China's National People's Congress (NPC).

BEIJING, Oct. 20 (Xinhua) -- Chinese President Hu Jintao has urged to implement the responsibility system which was designed 10 years ago for the building of a clean government and improvement of the Communist Party of China's (CPC) work style.     In his instructions for a teleconference held here on Monday to mark the tenth anniversary of the issuance of the responsibility system by the CPC Central Committee and the State Council, Hu, also the General Secretary of the CPC Central Committee, said the responsibility system is fundamental for further pushing forward the building of a clean government, improvement of the Party's work style and the anti-corruption drive.     Hu said that the Party committees and governments at all levels had made remarkable achievements in improving the Party's work style, building a clean government and the anti-corruption drive in the past 10 years, but must be aware of the problems still existing.     He urged Party committees and governments of all levels to study and implement the essence of the 17th Party Congress and make strenuous efforts to gear up the improvement of the Party's work style, the building of a clean government and the anti-corruption drive.     Hu called for seriously carrying out the responsibility system, making substantial efforts to push forward the building of a mechanism for punishing and preventing corruption, further enhancing the ability of resolving the outstanding problems in improving the Party's work style and building a clean government so as to provide a favorable political guarantee for promoting scientific development and social harmony.     In addition to studying Hu's instructions, the participants in the teleconference also shared their experiences on the anti-corruption drive over the past 10 years.     Addressing the teleconference, He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and Secretary of the CPC Central Commission for Discipline Inspection, talked about how to implement the responsibility system by strengthening supervision and check on the implementation of the Party lines and policies so as to ensure the smooth implementation of Party's orders.

BEIJING, Oct. 17 (Xinhua) -- Vice President Xi Jinping expressed the hope to further boost exchanges between the Communist Party of China (CPC) and the French Union for a Popular Movement (UMP) here Friday.     "As ruling parties of respective countries, the CPC and UMP both face the challenges from domestic reform and economic globalization," Xi told Patrick Devedjian, UMP general secretary, during their meeting here. BEIJING, Nov. 3 (Xinhua) -- Leaders from the Communist Party of China(CPC) and the Prosperous Armenia of Armenia pledged to promote contacts based on principles of independence, equality and non-interference in each other's internal affairs on Monday.     Li Changchun, member of the Standing Committee of the Political Bureau of the CPC Central Committee, and Gagik Tsarukyan, president of the Prosperous Armenia agreed to learn from each other to cement the relations between the two countries during a meeting at the Great Hall of the People.     Li said Sino-Armenia relations had developed smoothly and cooperation in the fields of trade, education, science and agriculture had been fruitful since the two countries forged diplomatic ties in 1992.     He expressed appreciation of Armenia's adherence to the one-China policy, saying China valued ties with Armenia and would upgrade the bilateral ties to benefit the two peoples.     Tsarukyan echoed that his party would strengthen cooperation with the CPC to further relations between Armenia and China.     Prosperous Armenia of Armenia was founded by Tsarukyan in late 2005, and now is the second largest political party in parliament.     Tsarukyan and his party are visiting China at the invitation of the International Department of the CPC Central Committee.
