OCEANSIDE, Calif. (KGTV) - A message threatening African-Americans was found in a men’s bathroom at MiraCosta College in Oceanside, college police said Friday.The discovery was made Thursday afternoon in a stall of the restroom on the second floor of the Oceanside campus library, according to police. The exact nature of the threat was not released.College Police, Oceanside Police and the FBI received the report of a hate crime, officials said. The subject of the crime is unknown.Police are asking for anyone with information to call 760-795-6640. Officers also want to learn if there have been any other incidents of this nature.MiraCosta College President Sunita V. Cooke addressed the issue in a message to the community Friday.“I am dedicated to the safety and well-being of our campus community, and will ensure we take all actions, to the full extent of the law, against any such acts. I am committed to journeying with you to build the community and future that aligns with our core values of diversity, equity, and inclusion,” wrote Dr. Cooke.Dr. Cooke announced she would be available for meetings at Temescal on Monday from 12 to 1:30 p.m. and Tuesday in OC 1030 (Administration Building- 1000) from 3 - 5 p.m.Students were also encouraged to use campus resources including the CARE hotline at 442-262-2200.“Looking ahead, I encourage us all to remember that we are stronger together. Officer Aja Ellis has patrolled the streets of Illinois for nine years. From Chicago to the suburbs, she decided to settle in a community called Harvey, just south of the city.With every call, she has one mission. "There’s not a lot of trust," said Officer Ellis. "We’re going to be able to help police departments understand that pattern of behavior and intervene long before you have very problematic incidents," said the company's CEO Ron Huberman, a former officer himself.The program collects all kinds of data on officers. It tracks things like arrests, traffic stops, citizen complaints and training. It also goes beyond those data points; the app also tracks officer overtime, vacation time, officer awards and positive comments, and promotions, in an effort to not only flag the negative, but to track potential for recognition as well.Once this information is compiled, it flags officers who may be at-risk for more serious misconduct in the future."This system will identify if this officer needs to be re-trained, if there needs to be discipline, and unfortunately if that officer needs to be terminated," said Chief Collins.Officer Ellis sees this intervention not only as a chance to change the culture for police, she believes it will help in the community too. "Sometimes, you may get that coworker that you don’t want to work with because maybe their attitude or maybe how they handle things, and you’ll get to a scene and they just blow it up, and I think to look at it from that aspect, it gives us better coworkers," Officer Ellis said.She is hoping community trust will be the biggest gain. "Once they see one bad officer, it's war from there. But if they’re seeing that something’s being done about this bad officer they’ve been complaining about, they’ll say, 'Maybe we can trust them a little bit more,'" said Officer Ellis.The Harvey Police Department has only had the technology for a couple of months, so they have not collected enough data yet to see how their officers are doing. But a police department in North Carolina created their own similar early intervention system several years ago, and the chief there said it's been a big help for officer morale and mental health."A lot of times, they may be going through something others don’t see, but through our early intervention system, we might identify characteristics that allow them to open up to speak about things that are bothering them or they’re going through," said Johnny Jennings, chief of the Charlotte-Mecklenberg Police Department.But experts warn, with all the improvements technology like this can bring, comes limitations."The supervisors—they have to be inclined to use the information because they can ignore it on the system just like if it’s sitting in the drawer," said John Rappaport, a University of Chicago professor of law. "It relies on the people to use the technology correctly and honestly and to want to move the department in the right direction."For Officer Ellis, she knows in the end, it will take more than just the data to reform a department."I think it’s going to take a good while, but I'm willing to stand in the fight to see the change," she said. Real change that may come more quickly with a little help."If that technology helps out in a positive way, we have a duty to use that to make ourselves better to better serve the community," said Chief Collins. 4232

(KGTV) — One person was injured after a confrontation following a South Bay party ended in gunfire.San Diego Police said a 38-year-old man had attended a party on Beyer Blvd. in Otay Mesa West before confronting an "old acquaintance" in a parking lot just before 6 a.m.The two got into an argument and the suspect pulled out a gun and shot the man in the legs, police said.The victim suffered non-life threatening injuries.Police only described the suspect as a 26-year-old Hispanic man.Anyone with information is asked to call San Diego Police at 619-531-2000 or 858-484-3154, or Crime Stoppers at 888-580-8477. 643

  

OCEANSIDE, Calif. (KGTV) - Two North County bars have voluntarily closed down because of positive COVID tests.Last Friday, Kate Dionisio went to dinner with her husband at Masters Kitchen and Cocktail."We had dinner and one drink, and stayed about an hour," said Dionisio.A week later, Dinoisio, who has an underlying health condition, says the night of celebration has sparked anxiety."Panic. Scary. We've been so careful with masks and taking precautions, but this felt out of my control," said Dionisio.On Thursday, on the bar's Facebook page, a message announced a recent positive coronavirus test and a voluntary closure for two weeks to best ensure everyone's "health and safety." The bar's owner says an employee was tested on Monday, with the positive result coming on Wednesday. The next day, the same day of the Masters post on Facebook, there was a similar message put up by Mission Avenue Bar and Grill, just a few blocks away. In this case, two employees tested positive. Their post stressed that safety is "our highest priority." It also promised a sanitization by a professional cleaning company. Their reopening date is to be determined, only after every returning staff member has tested negative. The owner of Masters Kitchen and Cocktail says there is no overlap in staff between the bars, but in their industry in Oceanside, "everyone knows everyone."The two bars are just a handful of local bars and restaurants to disclose positive COVID-19 tests.
