SAN DIEGO (CNS) - Authorities reached out to the public today for information about an Egyptian man who was found dead under potentially suspicious circumstances off the coast of Mission Beach.The body of 37-year-old Haitham "Max" Elshayeb was floating about two and a half miles from shore when a fisherman on a boat spotted it shortly before 10:30 a.m. Oct. 10, San Diego police said.The body, dressed only in surfer-style shorts, didn't show any obvious signs of traumatic injuries, Lt. Anthony Dupree said. A possibly suspicious circumstance, however, was a chain wrapped around the dead man's waist, though it might have been used simply as a belt or style accessory, the lieutenant said.Homicide detectives were called in to investigate the fatality "out of an abundance of caution," and the death has been classified as suspicious, Dupree said. SAN DIEGO (CNS) - More than a dozen animal shelters, rescues and sanctuaries across San Diego County Saturday will encourage people to adopt a pet during the fifth annual Clear the Shelters day.Clear the Shelters is a nationwide animal adoption event intended to help as many shelter animals as possible find a forever home. Since the event began in 2015, more than 300,000 pets have been adopted during Clear the Shelters events.The San Diego Humane Society's San Diego, Escondido and Oceanside campuses and the county of San Diego's Department of Animal Services shelters in Bonita and Carlsbad will participate in the event and waive adoption fees for all animals adopted throughout the day.At the county's shelters and the humane society, animals available for adoption have been spayed or neutered, microchipped and brought up to date on their vaccinations, if necessary. Prospective adopters can save time by searching the available pets at a shelter's website."People still need to go through the normal adoption process of filling out an application and doing a screening interview with staff. We just want to make sure their new owners are prepared and committed to an animal," County Animal Services Director Daniel DeSousa said.According to the county, 81 animals were adopted during last year's Clear the Shelters event, while more than 400 animals were adopted at the humane society's three locations last year. SAN DIEGO (CNS) - Four local restaurants and gyms are suing the state and county over its coronavirus restrictions as a shutdown of indoor operations takes effect for many county businesses.The lawsuit was filed Thursday in San Diego Superior Court on behalf of Cowboy Star Restaurant and Butcher Shop, Home & Away Encinitas, Fit Athletic Club and Bear Republic.The suit comes as San Diego County is slated to shut down indoor operations for nonessential businesses at midnight Saturday due to its recent entry into the most restrictive, purple tier of the state's coronavirus reopening plan.The businesses allege that San Diego's increased case numbers are not a result of exposures at restaurants, gyms and other types of businesses that will be impacted by the impending closures. The lawsuit cites recent figures indicating restaurants/bars, retail businesses, places of worship, schools and gyms make up a small percentage of confirmed community outbreaks.San Diego County Public Health Officer Dr. Wilma Wooten recently submitted an adjudication request to the state seeking to have San Diego County remain in the red tier. The request was rejected by the state last week.``Penalizing the impacted sectors for case increases is wrong, as these sectors continue to do the right things, while trying to weather the ongoing pandemic and the back forth of reopenings,'' Wooten's request states.The businesses allege in their complaint that they may be forced to shut down permanently if the shutdown is not averted. SAN DIEGO (CNS) - Health officials in San Diego County reported 269 new COVID-19 infections Sunday, bringing the total to 54,583 since mid-February, and two new deaths, bringing the overall fatality total to 870.The two deaths were men reported to have died earlier this month. They ranged in age from late 60s to early 70s, according to the San Diego County Health and Human Services Agency.Of the 10,819 new tests reported, 2% returned positive. The 14-day rolling average percentage of positive cases is 2.7%. The 7-day daily average of tests is 11,127.Two new community outbreaks were confirmed, one in a health-care setting and the other in a restaurant. In the past seven days -- Oct. 18 through Oct. 24 -- 26 community outbreaks were confirmed.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Of all cases, 3,850 -- or 7.1% -- have required hospitalization. And 889 -- or 1.6% -- of all cases and 23.1% of hospitalized cases had to be admitted to an intensive care unit.Meanwhile, all students at San Diego State University remained under a stay-at-home advisory announced Thursday. The advisory began at 6 p.m. Friday and will run through Nov. 2 at 6 a.m. University officials said the move was made to discourage students from participating in Halloween events where physical distancing cannot be done.
