BEIJING, Sept. 30 (Xinhua) -- China and the European Union (EU) are forging a reliable partnership as one's stability, growth and prosperity are in the interests of the other, said an EU envoy on Thursday.Serge Abou, EU Ambassador to China, made the remarks before Chinese Premier Wen Jiabao attends the eighth Asia-Europe Meeting (ASEM8) and the 13th China-EU summit from Oct. 4 to 6. The ASEM summit, under the theme "Quality of Life: Achieving Greater Well-being and More Dignity for all Citizens," will focus on global finance and economic governance, sustainable development, and social and cultural exchange between Asia and Europe.China, as the second largest economy in the world, plays an important role in the meetings, Abou said, adding that the growth of Chinese economy contributed much to the world, especially amid the financial crisis.Abou described the relationship between China and the EU as "maturing partnership," with trade as "the first taproot" of the ties. The 27-member EU is China's biggest trade partner while China is the EU's second-largest trade partner and most important source of imports. This year, China-EU trade has witnessed remarkable growth and bilateral trade volume exceeded 300 billion U.S. dollars for the first eight months, up 36.2 percent compared with the same period last year. However, Abou was not satisfied with the figures. Trade and investment are not big enough considering China's 1.3-billion population, said the ambassador. He looks forward to more cooperation between the two countries in agriculture among other sectors."We welcome Chinese rise and Chinese prosperity," said Abou, adding that the EU would like to be more "engaged" in China's growth.Besides, China and the EU are also cooperating in energy, climate change and higher education, said the envoy. There are 200,000 Chinese students in Europe and tourists to European countries are also increasing, he added."The Chinese language is the second foreign language studied in my country France in secondary schools, just after English," said the EU official, adding that, by contrast, it was very "exotic" to learn Chinese when he was young."That means we have a solid basis to deepen our relationship," he added.

TOKYO, Aug. 31 (Xinhua) -- Visiting China's special representative on Korean Peninsula affairs Wu Dawei said Tuesday that Beijing plans to put forward fresh measures to resume the stalled six-party talks at an early date.Wu made the comment to reporters after meeting with Japanese Foreign Minister Katsuya Okada, but he did not elaborate on what measures China will propose to bring Pyongyang back to the negotiation, which have been suspended since December 2009.Wu, who chairs the six-party talks involving Democratic People' s Republic of Korea and South Korea, China, Japan, Russia and the United States, said China needs to discuss the proposal with these member states and wants to hear their views about it.The Chinese envoy held talks with Japanese Chief Cabinet Secretary Yoshito Sengoku after meeting with Okada. The Japanese side agreed with China that the stability and peace of the Korean Peninsula are in the interest of all parties concerned, and vowed to continue push forward the six-party talks. Both sides said they will work to restart the stalled negotiation as soon as possible.Wu arrived in Tokyo on Saturday for a four-day visit to Japan after visiting Pyongyang and Seoul.

YUSHU, Qinghai, Sept. 22 (Xinhua) -- It has been six years since Zhaduo was moved away from his home on the ecologically vulnerable grassland on the Qinghai-Tibetan Plateau, but the 33-year-old said he still misses his yaks and the life of a herdsman."The money for selling 40 yaks and 25 sheep has been used," Zhaduo said. "It is so expensive to now live near the town center. Everything costs big money."Zhaduo is one of the emigrants from Rima village in Yushu County of northwest China’s Qinghai Province, near the source of China' s three major rivers - the Yangtze, the Yellow River, and the Lancang River - which form the world' s highest plateau wetland, known as Asia' s water tower.China started moving people out of the 150,000-sq-kilometer Sanjiangyuan region more than five years ago in a bid to repair the ecological system damaged by excessive herding and to transform the area into an unpopulated nature reserve. So far, some 50,000 herdsmen, mostly Tibetans, have bid farewell to the nomadic life and were moved closer to the town centers near their old homes, where they have better access to health and educational resources.Zhaduo now lives in Jiajiniang village, twelve minutes' drive from Gyegu township of Yushu. The family is surviving by picking mountain-grown caterpillar fungus.Zhaduo basically has no jobs in the months other than the harvest season from May to June, and he has no sense of security since he is relying on a business which can be bankrupt by inadequate rainfalls or abnormal climate changes."There is no way to return - the grassland is sealed off by the government and, anyway, I don' t have money to buy yaks and sheep," Zhaduo said.China' s policy makers have been urged to double their efforts to help the Sanjiangyuan emigrants adapt to the new life so the herdsmen who have no job skills do not have to be sacrificed by the massive ecological repair project. The government has earmarked 7.5 billion yuan (900 million US dollars) for the project.Li Xiaonan, deputy director of the Sanjiangyuan Ecological Preservation and Construction Office, said since efforts began to repair the wetland, it is now able to hold more water and the quality of the water has improved. The rising population, as well as overgrazing, have been blamed for the deteriorating ecosystem.Official statistics show that only 130,000 people lived in the prefectures of Guoluo and Yushu of the Sanjiangyuan region in 1949. However, the population grew five times over the past six decades.Li said the resettlement of 50,000 herdsmen is the key to improving the ecosystem, but the government will now have to find ways to provide more forms of aid, other than handing out quotas of free grain and cash subsidies to the resettled herdsmen.Additionally, the provincial government offers vocational training and has set aside funds to encourage small private businesses.Gongsangranjia is one of a few beneficiaries. He runs a Tibetan drug store near the town in the heart of Nangqian County, Yushu prefecture. Gongsangranjia and his family of ten moved out of the grassland 110 kilometers away from town some seven years ago.Since then, he sold two hundred yaks and sheep to build a spacious house and set up a drug store."The store income averages 300 to 400 yuan a day. The business is not bad," said Caiding, Gongsangranjia' s wife.Wang Hengsheng, a researcher with the Qinghai Academy of Social Sciences, said the resettlement program is not just "moving people out" but also helping them live a better life in a different environment."If they can not survive by themselves in the new environment, the Sanjiangyuan region won’t be able to achieve a long-term coordinated development of the ecosystem and the economy," Wang said.Ping Zhiqiang, an official with the provincial Development and Reform Commission of Qinghai, said the government should help resettled herdsman master a marketable trade and assist the region in developing a profitable sector. Only then can the improvement of the ecosystem be secured.

BEIJING, Oct. 26 (Xinhua) -- A senior Chinese leader has encouraged people living in Qinghai to build better lives after a devastating earthquake jolted the northwest province in April.Li Changchun, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks Tuesday in Beijing when meeting delegates from the province who gave a lecture on heroic stories of quake survivors and rescuers.A 7.1-magnitude earthquake jolted Yushu of Qinghai Province on April 14, leaving about 2,700 people dead.Li encouraged people in Qinghai to carry forward the heroic spirit demonstrated in quake relief to strive for a better life.
