SAN DIEGO (KGTV) - San Diego police are looking for a man accused of committing a lewd act in the Morena neighborhood.The incident happened on Aug. 12, shortly before 4:30 p.m. A home security camera caught the man stopping on the sidewalk and engaging in the lewd act as he crept near a woman that was gardening outside her home.Police say the woman had her back turned to the man, and she never knew he was there."He was within maybe four or five feet at the time," the woman's husband, Jeremy Pritchett, said. "That's frightening about the situation, someone can creep up to you within 4 feet, and you have no idea."A car drove by, and Pritchett said it scared the man away. Pritchett was home at the time but didn't know what had happened until a few minutes after the man took off. He found out after looking through his security camera footage.San Diego police officers say they have identified the man in the video, and they are going to issue a warrant for his arrest. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer says the city's Get It Done mobile app has led to thousands of tons of trash being removed.In the app's first three years, more than 7,000 tons of trash, debris, and waste has been removed from public spaces around the city.The city broke that number up into:Illegal dumping/litter removal - 4,440 tons of wasteEncampment debris cleanup - 2,528 tons of wasteThe app was made available in 2017 to encourage residents to report trash and other concerns in their neighborhoods. Since then, city crews have responded to more than 6,500 reports and conducted more than 32,000 proactive cleanups.The average response time has also shrunk from 25 days in 2017 to five days in 2020, the city says.Council members have also been able to use the data received from the app to identify hot spots in their districts.The app is part of the city's "Clean SD" program. The program was born out of a need to clean unsanitary areas in the public, including homeless encampments, according to the city. Since 2017, the city has sanitized and power washed 18,000 city blocks, or about 1,800 miles of sidewalk."Clean SD is all about restoring a sense of pride in our communities and making sure our neighborhoods are clean and safe for everyone. Our cleanup crews have accomplished that and so much more," Faulconer said this week from the site of a frequent illegal dumping site in Paradise Hills. SAN DIEGO (KGTV) - San Diego is playing a pivotal role as a testing ground for the future border wall while the region prepares for President Trump’s visit Tuesday.WHY SAN DIEGO?The region, specifically Otay Mesa, was selected as a location for the eight prototypes because of site accessibility to construct and the ability to evaluate the wall as part of a larger, existing border infrastructure system, according to U.S. Customs and Border Protection spokesman Ralph DeSio.San Diego County’s value as a construction site was detailed in a presentation made by the Department of Homeland Security and obtained by NPR.CBP officers can compare the performance of the prototypes to underperforming existing materials in the same location, according to the document. The prototypes can also be evaluated for the impact on operations in an existing enforcement zone.The land where the prototypes are constructed is federally owned, making the project more affordable.As far as the CBP is concerned, the proof of the border wall’s success is in the pudding. A video made by the agency showed an 87 percent reduction in arrests at the border after the creation of a physical barrier.FINANCIAL IMPACT OF THE BORDER WALLSan Diego had funds earmarked for border wall construction ahead of the prototype construction. The CBP allocated 9,000 to replace the primary fence and replace the secondary fence with a wall in the 2017 fiscal year.Despite the federal green light, the San Diego City Council formally opposed the project.The group voted to support Councilmember Georgette Gómez’s proposal to oppose the Border Wall Funding Act of 2017.In her resolution, Gómez cited a San Diego Association of Governments and Caltrans study on the economic impacts of border delays on the cross-border economy. The study found the effects of border crossing delays cost .2 billion in foregone gross output and more than 62,000 jobs in both the U.S. and Mexico economies in 2007."As a city that is invested in the binational economic development of our region, it is important to oppose the building of a wall and focus our resources in enhancing our border infrastructure to ease access of goods and people," Gómez wrote.“The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. SAN DIEGO (KGTV) -- San Diego County health officials Monday echoed Governor Gavin Newsom’s demand to close more businesses as coronavirus intensifies.The state announced Monday that it was closing indoor operations for places of worship, restaurants, wineries, movie theatres and family entertainment, zoos, museums, cardrooms, fitness centers, some offices, personal care services, hair salons and barbershops, and malls. All bars were also ordered to close."We are moving back into a modification mode of our stay-at-home order," Newsom said. The new order takes effect in San Diego at midnight Wednesday morning. SAN DIEGO (KGTV) -- Residents in an Allied Gardens neighborhood say they woke up to guns drawn and shouts from FBI agents."I literally have goosebumps right now. It's sad," said Shiva Eftekhari.Around 6 a.m., agents executed a search warrant at a home in the 7100 block of Glenroy Street.  Throughout the morning and into the afternoon, agents collected bags and bags of evidence, including a computer.
