xecutive director stepped down in November. The slow restoration of power has been cited by residents and some researchers as a factor in dozens of deaths occurring after the storm. The family of one man says he died from a pulmonary disease in January because they couldn't afford to power a breathing machine that helped keep him alive.Federal officials have said restoration efforts have been slowed by the island's remote location and the poor condition of its infrastructure and roads. FEMA Federal Coordinating Officer Michael Byrne said in June that the agency has improved its response efforts since Hurricane Maria and has more relief supplies, including generators, on hand this hurricane season.The-CNN-Wire 2047

NEWTON, Mass. – As eviction moratoriums end across the country, homeowners and renters are facing a crisis. Many are on the verge of homelessness as cities and towns scramble to distribute what little federal emergency funds they have left.Amanda Berman is the Director of Housing and Community Development in Newton, Massachusetts, a wealthy suburb near Boston. But even some of the nation's wealthiest cities are realizing their residents are not immune from economic impact of the pandemic.“This was there all along. We’ve been having a housing crisis forever. This is exposing how deep the cracks are,” Berman said. With help from the CARES Act, Newton was able to secure million in emergency housing funds. To spread the money out as best they could, the city decided to assist people in low-income housing with 70% of their rent. At least 170 families have been helped in the last two months.“You fight and fight to get ahead and something like this throws you back really far,” Berman added.Nationally, 20% of households missed their rent payments last month. Housing experts say that number is likely to skyrocket in September as extra unemployment funding and rental assistance money disappears.“The real estate industry will go through massive changes here in the next few months,” said Jeff Larabee, who has an apartment complex he rents out. He's had some tenants simply move out because they’ve lost their jobs and can’t pay rent, which has left him concerned about making mortgage payments.“I think there’s going to be a lot more homelessness, I don’t know how we're going to make all the mortgage payments,” he added. 1641

NEW YORK -- A Bronx man is facing murder charges after his mother was found dead in their apartment early Wednesday, according to the NYPD.Police say Carmen Aponte, 66, was discovered by her adult daughter around 1:30 a.m. when she came home to the family's apartment on Seneca Avenue, near Faile Street in the Hunts Point section.Responding officers say they found the woman unconscious in her bed with injuries to her head. EMS responded and pronounced the mother dead at the scene.Later Wednesday, police announced Aponte's adult son was arrested in connection with her death.Police believe Steven Castro, 40, struck his mother in the head with an object during a "jealous rage."It was not immediately clear what the object was or what sparked the man's rage.Castro is now facing charges including murder, manslaughter and criminal possession of a weapon, according to police. This story was originally published by Mark Sundstrom at WPIX. 949

NEW YORK (AP) — A federal judge in New York has ruled that Acting Department of Homeland Security Secretary Chad Wolf assumed his position unlawfully. U.S. District Judge Nicholas Garaufis's ruling invalidates Wolf’s suspension of the Deferred Action for Childhood Arrivals program, which shields young people from deportation. Wolf effectively suspended the program in July, a month after the U.S. Supreme Court ruled against President Donald Trump's efforts to end it. Garaufis wrote Saturday that DHS failed to follow an order of succession established when then-Secretary Kirstjen Nielsen resigned in April 2019. DHS did not immediately respond to a request for comment on the ruling. 696

NEW YORK CITY — Two U.S. marshals and a New York City police officer were injured in a shootout in the Bronx early Friday that left one suspect dead and another injured, law enforcement sources say.The New York City Fire Department (FDNY) said a report came in at around 5:30 a.m. ET about a shooting on Ely Avenue, near Edenwald Avenue in the Wakefield neighborhood of the Bronx.Aerial footage shows a large police presence in the area, including three ambulances. One marshal was shot in the arm and thigh and the second was shot in the leg, according to police. The NYPD detective injured his leg during the incident. The three law enforcement officials were transported to local hospitals for treatment, along with a suspect who sustained injuries to his head. It's not known if the suspect was suffering from gunshot wounds.Previous reporting indicated that the three law enforcement officers injured were all U.S. marshals.According to WHDH-TV in Boston, the suspect who was killed in the shootout is Andre K. Sterling, 35. He was wanted in connection with the shooting of a Massachusetts state trooper on Nov. 20. The state trooper survived that shooting, but Sterling escaped the scene. 1200
