SAN DIEGO (CNS) -- Unemployment numbers continue to decrease across San Diego County from a high of 25% in May, a report released Thursday from the San Diego Association of Governments found.The region's unemployment rate is estimated to be 15.9%, the SANDAG report found, 1.8% lower than the previous week and 9.1% lower than this time last month.According to the report, the number of unemployed people in the county began to drop when Gov. Gavin Newsom announced the state was moving into Stage 2 of his four-stage reopening roadmap on May 8. The report also credits local politicians for getting people back to work."Elected officials in the San Diego region have worked aggressively to help businesses reopen as quickly as possible, which contributed to approximately 150,000 workers returning to work in the past month," a summary of the report said. "However, there are still roughly 270,000 unemployed people in the region (down from 425,000 in early May)."San Diego County moved into Phase 3 of reopening in early June, which allowed in-store retail, restaurants, manufacturing facilities, hair salons and barbershops, bars, zoos, movie theaters and hotels to resume operations with appropriate social-distancing rules in place. On June 19, nail and facial salons and tattoo and massage establishments were allowed to reopen.The unemployment rate of 15.9% in the region is still 50% higher than it was at the peak of the Great Recession -- 10.8% in 2009 -- which signals that there is still a long way to go to return to the unemployment levels recorded in March 2020, before the start of the public health crisis.The most affected ZIP Codes remain those in the southern and central part of the region. The five ZIP Codes still experiencing the highest unemployment rates are Golden Hill, College Area, City Heights, San Ysidro and Logan Heights. These areas have an average unemployment rate around 20%.The five ZIP Codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) - A former North County contractor who pleaded guilty to several charges, including grand theft, received a five-year sentence on Monday.Prosecutors said Marc Morningstar owes thousands of dollars to more than a dozen former customers. Team 10 first exposed Morningstar in early 2017 after several people contacted Team 10 about his questionable business practices. Morningstar pleaded guilty to failure to file a tax return, two counts of grand theft of personal property, and using personal identifying information of another person. He also admitted to two misdemeanors—failure to secure payment of compensation and contracting without a license.The judge sentenced him to local custody. He will receive credit for the time he has already served, which was more than 200 days. He also owes 13 victims nearly ,000, according to deputy district attorney Amy Lafer.During the hearing, Morningstar’s girlfriend Maria Meeuwisse requested to address the court. She said she is a victim of Morningstar as well.“He will not be living with me when he gets out, whenever he does get out. He has used my social security number,” she told the judge. Meeuwisse previously pleaded guilty to her role in the scheme, which included a misdemeanor of contracting without a license and failure to secure payment of compensation.Judge Timothy Walsh said that Morningstar has to “rethink the way he approaches his life.” 1430

SAN DIEGO (CNS) - UC San Diego Health is opening a new clinic Monday in the Carmel Valley neighborhood.The 8,700-square-foot clinic, located at 6030 Village Way, will offer primary care and women's health services, according to UCSD Health. X-ray services and express care will be added to the clinic in 2021."Like all of our clinics, the Pacific Highland Ranch clinic is designed to support appropriate physical distancing, said UCSD Health Physician Group CEO Dr. Christopher Kane. "Patients can check in for an appointment and pay any copays using a contact-free option at a guest kiosk or with a mobile application."Walk-ins will be accepted at the clinic, which will be open eight hours a day, seven days a week, to address common health needs, including coughs, colds and simple fractures or sprains.In 2019, UCSD Health opened a clinic in Encinitas -- which offers pediatrics, primary care and express care -- and a clinic in Eastlake offering primary care, express care and imaging capabilities.UCSD Health also opened a clinic in the Rancho Bernardo area in 2018 that offers urgent care, advanced imaging, an optical boutique, primary care, women's health, occupational medicine, behavioral health, cardiology, neurology, gastroenterology and a retail pharmacy open to the public.Flu immunizations are also available at all clinics for the 2020-2021 flu season.An annual flu vaccine is especially important this year with flu season coinciding with the ongoing COVID-19 pandemic, according to UCSD Health. 1522

SAN DIEGO (KGTV and CNS) - The first rain storms of the season moved into the region Tuesday, bringing significant rainfall throughout San Diego County along with the possibility of snow in the mountains. A low pressure system to the south will make its way north and meet a colder, low pressure system that is making its way down the coast, National Weather Service meteorologist Miguel Miller said. These conditions are expected to produce rain continuing through Thursday night, with the heaviest rainfall expected on Wednesday, Miller said. An urban and small stream flood advisory was also issued through 3:15 p.m. for areas of San Diego County, including Chula Vista, Oceanside, Carlsbad, Temecula, El Cajon, Vista, Encinitas, National City, La Mesa, and Poway.Rainfall amounts through Thursday night are expected to be around 2 inches in the mountains, between 1 and 1.5 inches in the inland valleys, around 1 inch near the coast and less than a quarter-inch in the deserts, according to the NWS. Snow levels will drop to 6,000 feet by Wednesday evening, with several inches of snow expected by late Thursday, Miller said. Temperatures are expected to remain about 5-10 degrees above average Tuesday before dropping to 15-20 degrees below average on Wednesday, he said. SAN DIEGO (KGTV) -- A famous San Diego bike trail is open just in time for July 4. Wednesday, SANDAG opened a one-mile stretch of the newly-relocated and upgraded Rose Canyon Bike Path. The path is a segment of the Coastal Rail Trail that stretches along Interstate 5 from north Santa Fe Street to just north of State Route 52. SANDAG says the path will eventually connect to the future 44-mile Coastal Rail Trail, which will extend from Oceanside to Downtown San Diego. According to the agency, the Rose Canyon Bike Path is part of a Complete Corridor, running along the future Mid-Coast Trolley light rail line. 622
