SAN DIEGO (AP) -- The Navy says it will decommission a warship docked off San Diego after suspected arson caused extensive damage, making it too expensive to restore.Officials said Monday that fully repairing the USS Bonhomme Richard to warfighting capabilities would cost .5 billion to billion and take five to seven years.The amphibious assault ship burned for more than four days in July and was the Navy's worst U.S. warship fire outside of combat in recent memory.In a statement, Navy Secretary Kenneth J. While bridal sales are up, sales of prom dresses are down 90 percent.“It's been kind of just hanging on tight and figuring it out day by day,” Todd said. “We do have to create a new way of setting up our store, but that's just what everyone's used to doing now - changing everything."Miro Copic, a marketing professor at San Diego State University, said social media marketing and offering discounts of even 5 to 10 percent could make the difference.“For some of these retailers it will be a decision between life and death, of, will their business go forward, and are they willing to break even to ensure that they continue, versus trying to make sure they eke out a profit,” he said.The state says jobs in the county's general merchandise retail stores are down about 12 percent from a year ago. 1908

SAN DIEGO -- The San Diego Planning Commission advanced a plan Thursday that would make the Midway District more vibrant by adding housing, commercial projects and parks.The plan would grow the area’s housing from 2,000 to 11,000 over the next 20 years. Business development in the area would also generate a similar number of jobs.The district would also boast nearly 30 acres of parks. "We think it's an important opportunity to provide for the park needs of the community," project manager Vickie White said.The parks would all fit into an improved pedestrian and bile network that would make use of existing transit infrastructure. The city hopes the network would reduce the area’s reliance on cars."We're focused on creating comfortable connections along transit corridors to make this a more appealing area to walk or bike -- we see a lot off opportunities for modal increase in this area," White said.Reducing reliance on cars also complies with a citywide climate action plan. "If there's one real, glaring problem with this community it's a lack of connectivity from district to district," Commissioner William Hofman said.The area around sports arena and Valley View Casino Center would also get additional streets and paths.The plan includes a variety of possibilities for the sports arena including operating it as is or demolishing it and pushing for other land-use opportunities.The plan will now go to the City Council’s Smart Growth and Land Use Committee in May. 1493

  

SAN DIEGO -- A Los Angeles police officer pleaded not guilty Friday to smuggling two Mexican nationals in East San Diego County.Mambasse Koulabalo Patara was arrested at 1:30 a.m. Wednesday at the Campo Border Patrol Checkpoint, about 12 miles north of the U.S.-Mexico border.The court documents claim Patara told Border Patrol agents he was an off-duty officer and showed them his LAPD identification.Patara had two men inside his black Toyota Corolla and appeared to be very nervous, shaking and avoiding eye contact, the Border Patrol said.Agents seized Patara's service pistol from his waistband after he told them he was armed.Patara was taken into custody after authorities say two of the men inside the vehicle admitted they were not U.S. citizens.Fermin Lopez and his nephew, German Ramirez-Gonzalez, admitted to being citizens of Mexico.At his arraignment, Patara pleaded not guilty. He faces up to five years in prison if convicted. 975
