CHULA VISTA (CNS) - Detectives worked Friday to determine who fatally shot a man in a South Bay parking lot, apparently during a quarrel over a dog.Patrol officers responding to reports of gunfire near the intersection of Interstate 5 and state Route 54 shortly after 10 p.m. Thursday found Corey McCastle, 41, on the ground in the 700 block of E Street in Chula Vista, suffering from bullet wounds, according to police.Paramedics took McCastle to a hospital, where he was pronounced dead."The motive for the shooting remains unknown," Lt. Dan Peak said. "However, it is believed McCastle had gone to the location to speak with an unknown individual regarding a dispute over a dog."The shooter was described only as a man dressed in dark-colored clothes and armed with a handgun.Further details on the disagreement that apparently led to the slaying was not immediately available. 888

CHULA VISTA (KGTV) -- In an email sent late Friday night to the Chula Vista Elementary School District families, Superintendent Francisco Escobedo announced his plan to start reopening his South Bay campuses by late October.Escobedo's proposal calls for phased expansion to "live in-person instruction" starting with preschool through second grade, and Special Day Class students (Mild/Moderate and Moderate/Severe special education students). The first phase is slated to start Oct. 26, and will open classrooms on a modified day schedule Monday through Thursday. His letter did not include a date for students in grades three through six.Escobedo said the district will follow a hybrid instruction model allowing families the option to continue distance learning.In his letter, he acknowledges the South Bay's high rate of COVID-19 cases in certain zip codes but says campuses are the safest places for students citing "extensive protocols and requirements necessary for in-person instruction to take place.""I have heard from many of you about the enormous challenge, frustrations even, of balancing work and life without the safety and security provided by our local schools," said Escobedo."In fact, several public school districts in San Diego County have already opened their campuses to at least small groups of students, including special education students, English learners, and others who need additional help or receive specialized instruction."Coincidentally, four students have tested positive for COVID-19 in the Del Mar Union School District and had to return to online distance learning for two weeks after students tested positive for COVID-19 last week. Now, during this pandemic year, DLSP operates during the school day to provide care and support with distance learning for our students who most need the program.With the success experienced with DLSP, the Chula Vista Elementary School District is proposing an expansion to live in-person instruction when supported by local data. More school districts will be opening in the weeks ahead in our region and across the country.Because COVID-19 transmission rates have been higher in certain of our local zip codes than the rest of San Diego County, our District is taking a measured and cautious approach toward a return to on-site classes. With our proposed expansion to in-person instruction, students would attend school four days a week (M-Th), possibly on a modified day schedule. Our goal is 16 students per cohort for most classes, but no more than 18, in Transitional Kindergarten-Grade 2 in order to maintain social distancing. (KGTV) -- A man was arrested early Wednesday morning after police said he broke into a Chula Vista woman's home and took a shower.At around 4:30 a.m., a resident called 911 to report a stranger in her home using her shower, prompting her to flee. She said the man she did not know somehow entered her home as she slept.When officers arrived at the home on Orange Avenue, they called on the man to come out of the house, but he refused to leave and locked himself inside the bathroom.After about an hour, officers entered the house through a window and were able to take the man into custody.The unidentified man was taken to jail, but there is no immediate word on what charges he faces. 715

CHULA VISTA, Calif. (KGTV) -- Police in Chula Vista have identified the man suspected of killing a relative Saturday afternoon. According to police, Norberto Sanchez, 55, is suspected of shooting and killing 65-year-old Maria Esther Gonzales on the 1100 block of Oasis Avenue. Police received a call around 12:30 p.m. from Sanchez’s niece. The woman told police that Sanchez called her to tell her he killed his father’s wife and was on his way to her home on the 500 block of Arizona Street. Police responded to the area and arrested Sanchez for murder. At this time, it’s unclear what the motive may have been for the crime.
