SAN DIEGO (KGTV) — In October, members of ICE, CBP and USBP held a meeting with several organizations in San Diego, telling them the Department of Homeland Security would be ending a policy known as “safe release.”That’s according to a lawsuit filed Wednesday by the County of San Diego against Kirstjen Nelson, secretary of the Department of Homeland Security.The policy of safe release had been in place since at least 2009. Under it, ICE would work with asylum seekers who had made it legally across the border to connect with family or sponsors in the United States. ICE officials would coordinate transportation as well, making sure the migrants made it to their final destinations.At the meeting in October, federal authorities notified Jewish Family Service and the San Diego Rapid Response Network that ICE would no longer be providing that service.“When that policy ended we quickly began to notice there were moms and children being dropped off at the bus stations here in San Diego,” said Michael Hopkins, CEO of Jewish Family Service. “We realized pretty quickly that we needed to create some type of shelter so that we didn’t have families sleeping on our sidewalks and adding to our homelessness problem in San Diego.”Since October, Hopkins estimates they’ve helped nearly 12,000 migrants in San Diego.On average, they take in 50 to 100 people per day, but it can fluctuate.“Last week we had nights when it was over 200,” said Hopkins.The shelter has moved around several times, but in March, the County announced it would allow the Rapid Response Network to operate the shelter out of the former family courthouse in Downtown San Diego.The operation has cost about .3 million, according to the County.It’s come from a mix of donations and money given to the county by the state.In a statement from DHS, officials told 10News, “until Congress acts to address the obvious drivers of the crisis and gives the Department the proper resources, we will continue to refine and adapt our processes to address our many priority missions to the best of our abilities.” 2083

She hopes one day, she won’t be alone in her class.“I would much prefer to be face to face with my kids and be able to get the hugs… be able to pat their little back or hold their hands,” Harrison said.She knows that is not a reality right now, but thinks about what she is grateful for. She looks forward to monthly distribution days, where she will see colleagues and students for a brief moment when they pick up materials. She is thankful for parents, as she knows this has been difficult for everyone.“They take into consideration my thoughts and feelings, too,” Harrison said. “The parents that have shared with me, they’ve been very thoughtful of taking everybody’s perspective and situations at home.”Harrison has also found an even greater love for another teacher— her husband.“The way he engages [his students], the experiences he’s able to provide for them, it gives me a new appreciation for him,” she said of her husband Rick Meads, a teacher at Eastlake High School.Meads sang his wife’s praises as well. “I’m telling you, the amount of energy that she has to expend for first graders is a whole lot different than what I have to do,” he said. “I don’t know how she does it, but she’s amazing.”Meads is grateful that he is still able to teach, although it is in a format that is new for many educators.“I’m really thankful that we are able to have this opportunity to do this online. SAN DIEGO (KGTV) -- Keep an eye out for two new residents at the San Diego Zoo - two penguin chicks named Lucas and Dot. The three-month-old penguin chicks will reside in the Cape Fynbos habitat with a colony of 29 adult penguins. After weeks of careful planning—including providing the chicks with a private pool, where they learned how to swim the hand raised penguins got to see their new home. The two juveniles immediately started swimming and climbing rocks, while keepers vigilantly monitored their progress. Animal care staff said the initial introduction went very smoothly and the birds behaved exactly as keepers had hoped, but they plan to allow only closely monitored interactions for the next few days.“We will be pulling [Lucas and Dot] back at night,” said Debbie Denton, keeper. “We don’t want to leave them out unsupervised yet. We just want to give them a few days out here with the rest of the colony, and make sure that they are comfortable enough to do OK on their own overnight.”Lucas and Dot were hatched in San Diego from eggs supplied though a breeding loan by the Minnesota Zoo, which has successfully hatched more than 24 eggs since opening its African penguin habitat in 2011.    Guests can visit Lucas and Dot at their home in the Cape Fynbos habitat, inside Africa Rocks at the Zoo.    1379

SAN DIEGO (KGTV) — Lifeguards say a swimmer who disappeared early Saturday in Pacific Beach has been found safe.San Diego Lifeguards say four friends went into the ocean around 1:30 a.m. across from the Ocean Blvd. and Garnet Ave. beach entrance. But one of the friends did not return, prompting searches throughout the morning by U.S. Coast Guard and lifeguard crews.Later Saturday, the missing person was located safe at a friend's house, the Coast Guard told 10News.The swimmer was reportedly celebrating his 21st birthday at the nearby Waterbar before the group went for a swim, according to San Diego Lifeguard Lieutenant Rich Stropky.Though the group told lifeguards the water was only waist deep in the area they were swimming, the swimmer somehow became separated. The person's clothes, wallet, and phone were also left behind when the group returned to shore, Stropky said.Saturday morning, a U.S. Coast Guard cutter and helicopter assisted in the search. 972
