BEIJING, Sept. 5 (Xinhua) -- China and the World Bank are jointly researching ways to help rebalance the world's second largest economy and move toward a path of sustainable growth under the current challenging global economic situation, said World Bank Group President Robert B. Zoellick on Monday.A report, jointly being prepared by the World Bank, China's Ministry of Finance, and the Development Research Center of the State Council, will be released later this year to support China in identifying the many challenges and policy choices it will face in the next two decades, as the country seeks to avoid the so-called "middle-income trap," a stage of economic development that has slowed progress in many countries, Zoellick said.Regarding this autumn as "a sensitive time facing the world's major economies," Zoellick said many countries, including the United States, the European Union and Japan, were facing the similar fundamental challenge of restructuring for sustainable economic growth."Perhaps the challenge is more difficult for China as the country has already made remarkable progress, and thus it's not easy to persuade people to make a change," he said.Commenting in Beijing on a weekend workshop with senior Chinese officials and outside experts, Zoellick said there was agreement that China will have to rebalance its economy, improve the environment, reduce inequality and advance the quality of life for its people while at the same time maintaining rapid growth."In the near term, inflation is China's priority, as Premier Wen Jiabao mentioned," Zoellick said, adding that the Chinese government was moving in the right direction, though it was too early to have the problem solved. In next 10 years, however, Zoellick said he could not imagine China continuing to rely on exports for growth, especially when developed economies have had difficulties recovering.By shifting away from an over-dependence on export-led growth to a greater reliance on domestic demand and investment, China could benefit not only itself but the world economy, he said.As China's 12th Five-Year Plan has pointed the way forward with what needs to be done, Zoellick said the ongoing research will try to help with the "how."He said the report will cover issues such as how China can complete its transition to a market economy; how to promote open innovation; how to advance green development; how to deliver equality of opportunity and social security to citizens; how to strengthen the fiscal system, and how China can become a responsible stakeholder in the international system.During his stay in China, Zoellick also visited the country's wasteland-turned-grain-producing-base in the northeast, including a farm, a rice mill, an agricultural research center and a modern agricultural machinery park, and learned about how this land transformation had affected local people's lives. As the world population is expected to hit 9 billion by 2050, Zoellick said the World Bank has been urging G-20 countries to prioritize food issues."China feeds 20 percent of the world's population with less than 10 percent of the world's agricultural land and less than six percent of its water, so China could make a significant contribution to global food security," Zoellick said.

BEIJING, Sept. 24 (Xinhuanet) -- The city government called on residents to register their dogs on time and keep better control of them to fight the increasing number of rabies cases during a discussion of the Beijing Municipal People's Congress on Friday."As the number of dogs in the city rises, the number of dog bites is also going up," said Lei Decai, director of the rural affairs committee of the people's congress.Last year, more than 30,000 residents were bitten by dogs and nine died of rabies. As of June this year, six people have died of rabies, Lei said."The main problem lies in the registration of dogs," he said, adding that the number of unlicensed dogs in the city is unknown. A man takes his dog for a spin on the back of a motorized tricycle in a Beijing street last month. The city plans to strengthen management of dogs in the future in an effort to combat the spread of rabies, which can be fatal if it is not treated in timeAt the beginning of June, eight residents were attacked by dogs in Beijing's Olympic Forest Park. One of them, Zhao Haiyan, 56, a retiree, was bitten in her left leg as she walked in the park. The puncture wounds left her leg bleeding."An officer in the park brought me to a hospital to get vaccinated for rabies, and I had no idea who I could ask for compensation, because the dog was fed by workers in a construction site and had no registration," she told China Daily."Now I worry when I see an unleashed dog," she added.Zhao is not alone. Cao Lifang, also 56, has helped a friend care for a dog since February. Dabai, a 6-year-old male Samoyed, bit her in mid-June when she was trying to keep him from fighting another dog.The attack left a deep bite mark on Cao's left hand, and she had to take anti-rabies injections for more than a month.

MOSCOW, Aug. 24 (Xinhua) -- A Russian Progress cargo ship crashed into Siberia after failing to reach the right orbit Wednesday. The crash marked the second failure in space launch in less than a week and the third in this year, prompting local media to suspect a major reshuffle in Russia's space industry.UNPRECEDENTED FAILUREThe Progress M-12M unmanned freighter was launched to the International Space Station from Baikonur space center in Kazakhstan on Wednesday. It was expected to reach a near-Earth orbit in about nine minutes after launch. However, after the 325th second of the flight, which was just a few seconds before the vessel should reach the orbit, the ground control center lost it.Russian space agency Roscosmos confirmed later that the cargo ship failed to reach the orbit and fell down. Russian Progress M-12M cargo ship is launched to the International Space Station from Baikonur space center in Kazakhstan on Wednesday, Aug. 24, 2011. It has failed to reach the orbit, the Interfax news agency reported. The malfunction of the Soyuz-U rocket's engine was generally believed to be the cause of the accident, according to local media.A source in the space industry said the spaceship had sent a breakdown report while separating from the Soyuz rocket. Some unconfirmed reports said the fuel tank of the booster leaked and the engine was automatically turned off to avoid explosion. The wreckage of the Progress cargo ship has already fallen in southern Siberia's Altai Republic, where a big explosion was heard by locals, reported RIA Novosti news agency.A state investigation committee has been formed to look into the first ever loss of a Progress freighter.CONCERNS OVER FUTUREThe unprecedented accident raised concerns over the reserves of the six crew members on board the ISS.The ship was loaded with over 3.5 tons of supplies for the ISS, including scientific materials, oxygen, water and food.According to Russia's Ground Control, the loss of these supplies will not affect the ISS crew as there are enough stocks of necessities for two to three months. Also, there is no need for premature return of the crew, said Vladimir Solovyov, a space official. However, it still casts some shadow over the ISS program that relies on Russia exclusively following the retirement of U.S. shuttles.A source from the Russian space industry said the scheduled launches of the Soyuz rockets are likely to be suspended until the reasons of the accident are established. This means that current crew members of the ISS would likely stay longer in the space than planned, as the new members might not be able to replace them on schedule, the source explained. Solovyov said the launch of the next Progress is scheduled for October 28.So far, Roscosmos has refrained from comments regarding the possible halt in manned missions aboard Soyuz carrier rockets."Comments will follow. Now it is necessary to determine the causes of today's abortive launch of a Soyuz-u carrier rocket with the Progress M-2M transport ship," Roscosmos told Itar-Tass news agency.Local media raised the prospect of a major reshuffle in Russia' s space industry as the country has lost a total of six space vehicles over the past nine months. On Aug. 18, a carrier rocket Proton-M failed to deliver to the orbit communication satellite Express-AM4. Earlier in February, Russia had lost a satellite named Geo-IK2.In December 2010, a booster malfunction resulted in the loss of three satellites in the global positioning and navigation system GLONASS.

BEIJING, Sep. 1 (Xinhuanet) -- Apple lost another iPhone prototype at a Bay Area bar, according to media reports Thursday. It is reported that an Apple employee lost a prototype iPhone at San Francisco bar Cava 22 in late July, which is a tequila bar in the mission district.A joint investigation by Apple and San Francisco police searched a local house but could not find it, the reports added. It seems that Apple employees learned nothing from last year’s lost iPhone scandal. A prototype iPhone 4 was lost in a Redwood City bar last year.Apple has denied any knowledge of the incident, and San Francisco police stated that Apple did not file a police report for the lost merchandise. If the reports are true, it would be a big blow to Apple’s ego since the company takes pride in its secretive nature.

SAN FRANCISCO, Aug. 22 (Xinhua) -- Hewlett-Packard (HP) on Monday unveiled a new business desktop computer, days after the world's largest personal computer (PC) maker announced its plan to sell its PC business. The company said the new model, HP Compaq 8200 Elite All-in-One Business Desktop, is the industry's first all-in-one PC that integrates Intel's second-generation Core vPro technology, which can deliver up to 40 percent better performance, 15 percent faster hard drive access and reduced downtime via remote information technology management."Another industry first in our Elite desktop family demonstrates our commitment to engineering excellence and underscores our global leadership in secure, enterprise computing, " Jeff Groudan, HP's director of commercial desktop marketing, said in a statement.HP said the new computer is available now in the United States. It starts at the price of 999 U.S. dollars, and comes with a standard three-year warranty.Last Thursday the company announced that it is considering a full or partial separation of its PC business through a spin-off or other transactions, a process that HP estimates may take about 12 to 18 months.
