SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. The City Council could vote Wednesday to send out a new request for proposals to turn that lot into a 20-unit complex. Some jails across the country are treating inmates with controversial medication to help them battle their addictions. Critics argue the method is just trading one drug for another. But authorities, health officials and former inmates argue it’s a step in the right direction.For inmate Matthew Bardier, huge life changes led him to become an IV heroin user at the age of 23.“My father passed away,” Bardier recalls. “I ended up going through a separation, going through a divorce."Bardier had previously been a successful electrician.At the Franklin County Jail, two hours west of Boston, inmate Nelson Lacap has a similar story. After serving in the military, Lacap spent years fighting a different type of battle. His addiction to pain pills led to him to heroin.Both inmates have tried to beat addiction, but they ended up using again and finding their way into handcuffs.But now there's a new sense of hope, thanks to a combination of two drugs: Buprenorphine and Naloxone. One is an opioid that help cuts heroin cravings and give addicts a sense of calm.However, the medication is stirring controversy, with critics saying the patients aren’t quitting opioids all together. Instead, they argue it’s trading one drug for another, because Buprenorphine does give someone a high.Does it work?Sheriff Christopher Donelan with the Franklin County Sheriff says there have been benefits."Well, it's working here by some of our measuring standards,” says Sheriff Donelan. “For example, fewer discipline."The sheriff says experts need to study how patients do long-term and once they’re out of jail. But in his county, results look promising. His jail is one of about 30 prisons and jails nationwide that offers programs with the drugs."Think about the cost of an overdose, the cost of police, the EMS, the human cost, the cost of the emergency room,” says Sheriff Donelan. “You know, financially the community has a vested interest in us trying to deal with this issue."In two years, Franklin County has treated more than 200 inmates at a cost of about ,500 per inmate per year. Public and private insurance pays for the drug after patients are released from jail."They will not overdose, they will not die,” says They will be able to hold the job and take care of their family responsibilities."Former inmate George Ballentine can attest to the strain addicts put on the system."I've overdosed three times and been hospitalized and had to be NARCAN’ed 15 other times in a 2-year period," Ballentine recalls.Ballentine was prescribed Buprenorphine and Naloxon while in the Franklin County Jail, and he says he’s certain he'd be dead without the drugs. He's been free for four months and not using heroin.For recovering addicts, many of them say the once-a-day drugs amounts to the best chance they have at finding a path back to the life they loved, with the people they love."I'm an amazing father when I'm sober,” Ballentine says. “All that attention that goes to drugs goes to my kids, goes to myself and my family, and I just want to be back to the that person. And I believe it all starts now."The drug is not a simple fix. With the drugs comes counseling. The cost is covered by insurance, including Medicaid or state funded public health programs.  3269

The Titans were set to do so on Wednesday after reporting no positive tests on Monday and Tuesday.The new positive test puts the Titans' game on Sunday against the Buffalo Bills in jeopardy. The outbreak has already forced the postponement of the team's home game against the Pittsburgh Steelers, which was scheduled for last Sunday.Finally, ESPN reports that one member of the Las Vegas Raiders tested positive for COVID-19 on Wednesday. Social media has been filled with emotional farewells from flight attendants, pilots and others in the airline industry, which has been decimated since the onset of the coronavirus.Thousands have lost their job in recent days, and without relief, more could join them. According to the Association of Flight Attendants, more than 100,000 airline workers were out of a job as of October 1. Airlines were no longer obligated as of last week to keep workers employed under the Payroll Support Program, passed by Congress during the spring.With stimulus talks stalled on Capitol Hill, unions representing the airline industry have been pushing Congress to take immediate action. And given the mixed messages coming from the White House, it is unclear if any assistance is coming their way.On Tuesday, President Donald Trump tweeted that he would no longer negotiate with House Democrats on economic stimulus, but backtracked later in the night saying he would accept a standalone bill to fund the Payroll Support Program.On Wednesday, more than a dozen unions representing workers in the airline industry signed a letter to Congressional leaders, urging them to approve a standalone bill to renew the Payroll Support Program.“There continues to be strong, broad, and bipartisan willingness to protect jobs and livelihoods in the airline industry by extending the successful Payroll Support Program (PSP), which was part of the CARES Act,” the unions wrote to Congress today. “Unfortunately, efforts to do so did not come to fruition before the program expired on Sept. 30. As a result, several U.S. airlines had no choice but to move forward with tens of thousands of furloughs last week, and many more job losses are expected across the industry in the weeks ahead if the PSP is not extended.”Congress squabblesFunding another round of stimulus has been a contentious topic on Capitol Hill since the summer as getting House and Senate leaders to agree with the White House has been an issue. While there has been broad agreement on renewing aspects of the Paycheck Protection Program and a second round of ,200 stimulus checks for Americans, Congress has been unable to send a comprehensive bill to the president.House Speaker Nancy Pelosi blasted Republicans for “blocking” relief for the airline industry.“Tens of thousands of airline workers stand on the brink of being fired, losing their certification requirements and seeing their livelihoods and financial security ripped away,” Pelosi said. “Democrats provided a path forward to avert catastrophe for these workers. Chairman (Peter) DeFazio (D-Oregon) requested unanimous consent for his standalone bipartisan bill to extend the Payroll Support Program. Disappointingly, Republicans objected to the legislation.”House Minority Leader Kevin McCarthy returned fire at Pelosi.“Nancy Pelosi's all-or-nothing approach has derailed relief negotiations every single time,” McCarthy said. “Today is no different. At a minimum, Democrats should now join Republicans in re-opening the already-funded Paycheck Protection Program so businesses can keep paying their employees.”The pandemic’s impact on travelAccording to Southwest CEO Gary Kelly, domestic travel is down 70% from a year ago, and is at 1970s levels.Due to concerns over the spread of the virus, several airlines have eliminated the middle seat on flights. Other airlines are capping the number of passengers on board flights.In addition to these restrictions, international travel is largely restricted from the US. While some international travel is beginning to resume, flights originating or arriving in the US have mostly been eliminated amid the pandemic due to international travel restrictions.Amid the pandemic, carriers are attempting to regain confidence in travel. Airlines are strictly enforcing mask wearing on board flights, and have been promoting sanitation efforts to eliminate the coronavirus from spreading among passengers.“We hope you find comfort in the policies we’ve implemented to keep you safe, including blocking middle seats, using electrostatic spraying on surfaces in the airport and onboard between flights, and requiring masks. For instance, discount carrier Southwest announced it is holding off on any layoffs or furloughs until 2021, the company announced this week.“I remain grateful for that six months support,” Kelly said about the Payroll Support Program. “But the fact is it just did not go far enough or long enough. The pandemic has devastated travel and tourism.”Southwest has asked its employees to accept pay cuts while it awaits potential federal funding in order to avoid layoffs.Delta Air Lines said it would wait until November 1 before moving forward with job cutsBut other airlines have not been as fortunate.
