San Diego State University on Thursday detailed a 0 million plan to avoid the massive flooding that has engulfed the Mission Valley Stadium site, which it plans to turn into a West Campus. The current stadium sits on a 166-acre site that is largely sloped, causing runoff from the nearby San Diego River and Murphy Canyon Creek to pool. In 2010, the flooding got so bad that it went onto the field and threatened the Holiday Bowl football game. Voters in November approved the SDSU West measure, paving the way for the university to turn the site into a Mission Valley campus with a smaller football stadium and a river park. The project is currently going through the environmental process. "It started out as a technical problem and it became kind of a foundation of our design and our vision," said Laura Shinn, SDSU's director of planning. SDSU presented its plan to mitigate the flooding to the city's environmental committee Thursday. The idea is to turn most of the sloping site into an elevated, flat area for the campus and stadium. "We're not in the summer so it's kind of the down season, so cruise is a great pick me up for the winter and fall months."The season began Tuesday with the arrival of luxury ship Le Soleal, from French Cruise company, Ponant.Also this season, Holland America, Disney Cruise, and Carnival Cruise Lines will be featured. SAN FRANCISCO (AP) — A Chinese researcher accused of concealing her ties to her country's military on a visa application she submitted to so she could work in the U.S. has been booked into a Northern California jail. Sacramento County jail records show Juan Tang was detained early Friday. The Justice Department on Thursday announced charges against Tang and three other scientists in the U.S., saying they lied about their status as members of China's People's Liberation Army. All are charged with visa fraud. The justice department accused the Chinese consulate in San Francisco of harboring a fugitive. It is unclear if Tang has an attorney who could comment on her. 679

(KGTV) -- If there’s a dangerous situation unfolding in San Diego the odds are crews with the San Diego Fire-Rescue Department are on-scene.Team 10 discovered the number of responses crews make across the City of San Diego are up by tens of thousands from just a few years ago."What used to be a busy station, looking at nine to 10 calls a day, now that's an average station,” said Chris Webber assistant chief over emergency operations. “A busy station is 15, 17, or more calls in a day.”Webber’s been with the department for more than two decades."The things that have changed, the complexity of the calls the quantity of calls and the technical expertise that it takes to manage the calls,” he said.With San Diego's booming downtown area, Team 10 wanted to know just how busy emergency crews are.Team 10 looked at the number of San Diego Fire-Rescue department's responses dating back to 2014.Across the city, responses are up by thousands.In 2014 the numbers showed 153,110 responses across the city. In 2018 that number was up to 175,147. Total responses are down from 2017, but still show a significant increase from just a few years ago.According to the numbers, the stations with the most responses are in the downtown, Lincoln Park and Valencia Park areas. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob.
