A panel of three federal judges in New York on Thursday granted an injunction stopping the order, saying the harm caused by it would last for a decade. The judges prohibited Commerce Secretary Wilbur Ross, whose agency oversees the Census Bureau, from excluding people in the country illegally when turning over figures used to calculate how many congressional seats each state gets.The decennial census is used to allocate congressional seats, along with federal funds. 634

ENCINITAS (CNS) - A cyclist was killed Saturday when he collided with a vehicle at an Encinitas intersection, authorities said.The collision happened at about 11:49 a.m. when a cyclist was struck by a vehicle that was turning right from westbound Leucadia Boulevard to Moonstone Court, according to Deputy Eric Rader of the San Diego County Sheriff's Department.Bystanders gave medical aid to the victim, Rader said.The injured cyclist was taken by ambulance to Scripps Memorial Hospital La Jolla, where he died of his injuries, the deputy said.Deputies with the department's Traffic Accident Reconstruction Team are investigating the accident. 652

(KGTV) -- A local family is mourning the loss of a teenage girl killed in a weekend hit-and-run crash in the North County.Kirsten Tomlinson died in the early morning hours of June 6 after authorities said she was struck by a vehicle in an unincorporated part of Escondido.The 17-year-old was several feet from her home on Mesa Rock Road when the incident occurred. But he actually was in a rapid descent into a hillside northwest of Los Angeles. The report confirms initial findings that the helicopter was functioning and does not offer a conclusion of what caused the Jan. 26 crash that killed all nine aboard.Video and photos from the crash site indicated that heavy fog was in the area at the time the helicopter crashed.The pilot of the helicopter, who was among the nine killed, has lengthy experience in the air.
