SAN DIEGO (KGTV) — By Saturday, many businesses will be shutting their doors all over again as San Diego County deals with a new round of restrictions in the purple tier."The overwhelming majority of folks who are doing it right are forced to be punished because of the individuals who choose not to," said Nathan Fletcher, San Diego County Supervisor. "Where we are now in a situation where we're faced with all bad options."The county's public health officer, Dr. Wilma Wooten, recently requested the state reconsider San Diego County's tier placement and keep the county in the red tier. She argued that data from October revealed the county's increased COVID-19 cases are not because of the sectors that would be impacted the most by moving into the purple tier. The request was not approved."We're going to continue to work to do everything we can with the state to have an approach that's right," said Fletcher.He said it's essential that every jurisdiction across the county does what it can to reduce the spread of COVID-19."We have to come together," he said. "There are limits of what the county can do when it comes to enforcement; we really need the help of the law enforcement agencies."But some say this has gone too far. Many business owners are now choosing to defy the orders and stay open to ensure their business survives, and employees still have a job.El Cajon Mayor Bill Wells said he has taken many calls and emails about the struggles business owners face in his jurisdiction.Some say defying the orders and keeping their doors open means keeping food on their family's table. Wells said having police respond to COVID-19 related complaints won't be a top priority."A lot of us believe the government is overreaching in the situation and so, the county, if this is what the county wants to do, then they're going to have to do the enforcement," said Wells.Fletcher said the only way to get back to a sense of normalcy is to understand how serious this pandemic is and tackle the problem together."There is no functioning economy when you get out of control spread of a pandemic," said Fletcher. "So when you have the mayor of a city and jurisdiction say they're going to ignore and defy public health orders, that sends a signal to people that this is not serious and they don't need to worry about it ... That leads to an increase in cases, an increase in deaths, and more closures." 2416

SAN DIEGO (KGTV) - As San Diego’s Pride celebration approaches, a new homeless shelter has opened specifically focusing on members of the LGBTQ community.It’s operated by the Interfaith Shelter Network, which just opened a new branch in Hillcrest after receiving grants from the Pride Foundation and the Cushman Foundation.Abigail Shrestha, the manager of the rotational shelter programs at Interfaith, said they opened the new shelter because they recognized the need.“It’s a population that has quite a bit of discrimination and other issues, so it’s beneficial to have something that supports the community,” said Shrestha.The operation is based out of Hillcrest, but the shelter location will rotate between churches in Interfaith’s network. As of Monday, one week after they opened, they had six clients, though it can hold up to 12 people. Shrestha said she expects it to be full by the end of the week.Interfaith operates shelters around the county which are all LGBTQ friendly, but this is the first one that is targeted for that community. Mainly, said Shrestha, because of the unique circumstances of their housing instability.“Many of the clients, especially the youth, are forced out of their homes. Some families will not recognize positively their choices, and they are kicked out,” she said.Their main goal is to get the residents into permanent housing. SAN DIEGO (KGTV) - Californians associate “The Big One” with a devastating earthquake, but U.S. Geological Survey experts say a potentially larger threat could hit the state in the form of an “ARkStorm.”SPECIAL REPORT: Complete coverage of California's winter stormsExperts from every scientific field related to a potentially disastrous weather event gathered in 2010 to create the ARkStorm Scenario report for the USGS, imagining aspects of flooding of biblical proportions reaching the Western United States.“These storms do pose a real risk to California, in some ways far greater than that of earthquakes,” experts said in the study.The ARkStorm Scenario report reads like a Hollywood post-apocalyptic film script. Weeks of rain and snow are followed by catastrophic floods, landslides, and property and infrastructure damage which would cripple California’s economy.While the name “ARk” brings to mind a lifeboat scenario, ARkStorm project manager Dale Cox and chief scientist Lucile Jones coined the abbreviation to represent “atmospheric river.” A common term for meteorologists, these rivers in the sky work like highways for water vapor which comes to a screeching halt when it reaches land.A typical atmospheric river is the Pineapple Express, which pushes moisture from the tropics to the West Coast. It was a Pineapple Express that reached San Diego on Valentine’s Day, bringing warmer rain and lower snow levels, according to National Weather Service meteorologist Alexander Tardy.RELATED: Mega storm could cause billions in damage to California, report showsModels in the ARkStorm report show multiple areas of submergence in central San Diego. Mission Beach, which routinely sees flooding during heavy rain, is underwater in the ARkStorm scenario. Fiesta Island, ordinarily dry, disappears under Mission Bay.West-facing beaches, including those near Highway 1 in North San Diego County, are covered in water. Imperial Beach fares no better in its known run-off spots.“You have this outflow then you have the storm pushing in; it dams up,” says Cox of the coastal flooding impact.RELATED: How to check if your neighborhood is at risk of floodingTiming is critical in the creation of an ARkStorm. The same amount of precipitation predicted in the ARkStorm Scenario fell in 2017, says Cox. What made the difference in the impact, he says, is that the rain fell in 80 days instead of the 23 days imagined in the report.The West Coast will get notice, but not much, Tardy says. Other data were collected from tree rings, and newspaper reports from Sacramento in 1861 and 1862, the years an epic storm submerged California’s Central Valley past the level of telephone poles.As severe as it may seem, the ARkStorm Scenario is not the worst case scenario, said Jones.“If it has happened, it can happen again. SAN DIEGO (KGTV) - Balboa Park is getting some new trees and, in turn, lending itself to a new brew.Friends of Balboa Park planted about 27 new trees in Balboa Park Friday in celebration of Arbor Day. The trees were placed in the grove on Park Blvd. and Morley Field Dr., across from the San Diego Zoo.The trees planted including six different varieties and are all perfect for San Diego's semi-arid climate."Friends is honored to have such strong support from our donors and corporate partners that enables us to continue making meaningful enhancements to the Park," John Bolthouse, Friends of Balboa Park executive director, said.
