With Washington a little more than 24 hours away from a partial government shutdown, the House of Representatives on Thursday passed a spending bill that includes an additional billion for President Donald Trump's long-promised border wall. Mark Meadows, the chairman of the House Freedom Caucus, told CNN earlier in the day on Thursday that state of play on the spending bill is "very fluid right now."The bill the House took up on Thursday includes .81 billion in disaster funds through the rest of the fiscal year in the aftermath of widespread wildfires and Hurricanes Michael and Florence in addition to billion in new money for the border wall for the rest of the fiscal year but to remain available until September 30, 2023.It is widely expected that the measure will be unable to pass in the Senate, however, given its allocation for border wall funding.Senate Majority Leader Mitch McConnell's proposal that passed the Senate the day before had the backing of the top congressional Democratic leaders Nancy Pelosi and Chuck Schumer, and top congressional Republicans had indicated on Wednesday they were optimistic that the President would sign the measure.Pelosi, however, argued during a press conference on Thursday that the situation was descending into a "meltdown" among Republicans. While she expressed openness to additional funds for issues like disaster aid, she said wall funding would be a dealbreaker for Democrats."We'll see what they come up with in terms of disaster assistance, we'll see. But in terms of wall funding, that's a non-starter."A House GOP conference meeting earlier in the day was a "strong rebuke" against the short-term spending bill passed by the Senate, according to North Carolina Republican Rep. Mark Walker. "There wasn't any ambiguity in the room today," Walker told CNN."We've got to stay here and get this job done and get border security passed," Walker said. "The Senate's voice vote on the CR was strongly rejected by the conference this morning."The North Carolina Republican said one member who hadn't spoken in the conference in eight years stood up to speak Thursday and that Rep. Virginia Foxx's husband called her from back home to say you've got to get the wall done. "It wasn't just one group or one caucus; It was across the board," Walker said."There's a lot of frustration," said Rep. Greg Walden, Republican of Oregon.The Senate-passed measure faces opposition from a broad group of conservatives.    IMPERIAL BEACH (CNS) - County officials today re-opened parts of the shoreline near Imperial Beach that had been closed due to sewage-contaminated runoff.  Beaches from the U.S.-Mexico border to the northern boundary of the Tijuana Slough National Wildlife refuge were closed on Feb. 11, after testing showed unsafe water quality.   The unhealthy water quality came after a Feb. 9 partial power failure at a treatment facility in Tijuana that allowed an estimated 560,000 gallons of water to flow through the Tijuana River across the border unhindered, according to the International Boundary and Water Commission. Additional sewage flows occurred on that day, as well as Feb. 15 and Tuesday, the commission said.   Officials sample the water quality in the area weekly, according to the San Diego County Department of Environmental Health, and sewage from the Tijuana River frequently results in beach closures during the winter rainy season. 994

CARLSBAD, Calif. (KGTV) – A firefighter was burned and one dog died in a house fire that erupted in Carlsbad Thursday afternoon. According to crews, the fire broke out on the 3900 block of James Drive around 1 p.m. The blaze started in the garage and quickly spread to the rest of the home. A firefighter received minor burns battling the blaze. A witness who was nearby when the fire started broke windows to help rescue one of the three dogs inside the home. One of the dogs was able to leap out of a window while a second was rescued by firefighters and revived with oxygen. A third dog was unable to be revived and died due to its injuries. At this time, it's unknown what caused the fire. 704

CHULA VISTA, Calif. (KGTV) – Fire crews Wednesday night responded to a brush fire in Chula Vista amid dry conditions. According to California Highway Patrol, the fire started off of Interstate 805 North near E Street around 8:42 p.m. CHP says the fire may have started in a homeless encampment. By 9 p.m., Chula Vista Police told CHP no flames were visible in the area. 380
