SAN DIEGO (KGTV) - Driving under the influence arrests have dropped noticeably in cities where ride sharing programs have expanded, a new study says.An analysis performed by Moll Law Group and the University of California says DUI arrests in San Diego dropped 32% from 2015 to 2016.The study also looked at four other major cities with declines in California: 28% in San Jose, 26% in Sacramento, 14% for Los Angeles and the San Francisco-Oakland area.“We still seeing quite a few impaired people, they’re just not sitting in the front seat,” said Mark McCullough with San Diego Police Department’s traffic division.McCullough says the declining trend began a few a years ago when more new forms of transportation became available.“Five years ago we’d run a DUI checkpoint on a Friday night and we’d arrest 20 people and up,” said McCullough, “now on any given Friday if we arrest 10-15 people that’s a busy night for us.”Experts believe there may be other reasons behind the figures declining, but it’s still a number they don’t mind going down.“You’re not using your brain to your full potential if you get arrested for a DUI,” said McCullough, “there are just so many forms of alternative transportation.” 1225

SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. "This project has the potential to generate at least 16,000 jobs and provide housing for up to 27,000 residents – both of which we know are desperately needed. SAN DIEGO (KGTV) - For one local woman, President Trump's proposal for the death penalty for some drug dealers is sparking an emotional, internal debate."My daughter's character was so gracious.  She was beautiful inside and out," said Eva Faure.Her daughter, Eva Anderson was a trainer and aspiring journalist.  Six years ago, Anderson's life was cut short at the age of 23.  She was Faure's only child."The pain ... is an indescribable," said Faure.Faure says her daughter's opiate habit started when she tried her boyfriend's Oxycontin pills.  She says within 3 months, Eva was an addict. Around that time, Faure confronted Eva after she got sick, lost weight and her personality changed.  Eva revealed her addiction and agreed to enter rehab.  Faure says after nearly 2 years of being sober -- Eva's landlord found her dead from a methadone overdose in her La Jolla apartment.  While Faure still has questions about how the methadone got into her daughter, there's no questioning how she feels about those who traffic large amounts of opioids.     1114

We met State Senate President Pro-Tem Toni Atkins at a coastal event for research on climate change. Atkins says it’s everyday attention to universal issues like this that further acceptance of openly gay leaders like her. Christine Kehoe was San Diego’s first openly gay politician. She was elected to the San Diego City Council in 1993 and went on to serve more than a decade in the State Assembly and Senate. “The fact is there are a lot of people who blazed trails to allow me to serve; to allow Toni Atkins, Jen Campbell, Georgette Gomez, Chris Ward….our cup really runneth over in San Diego." Assembly member Todd Gloria said no one should hide who they are. "I think I'm a better elected official because of who I am. I think more importantly, the people of San Diego want to know who their elected officials are." 1015

SAN DIEGO (KGTV) -- For over a decade, SDSU associate professor of chemistry Gregory Holland has been researching spiders and particularly black widow’s silk.They’ve come to the realization, through their research, that the properties of black widow silk are stronger than steel and tougher than the Kevlar in bulletproof vests.Gregory Holland, SDSU associate professor of analytical chemistry and Northwestern chemistry professor Nathan Gianneschi said their collaboration shows the organization of the molecules involved in silk production is more complex than previously thought.There are companies that use synthetic spider silk but its the specific black widow spider silk that has the top tier benefits.“The synthetic spider silk its not a bad material, its just not as good as the real thing," Holland said.Holland says the company that creates synthetic silk actually has partnerships with Adidas and Patagonia. "The most important thing is a spider does it low energy, environmentally friendly. It’s just protein water and salt”.Once they reach the point where they’re able to identically replicate the silk of a black widow spider, the artificial version could be used in building materials for bridges or environmentally friendly replacements for plastic.Black widows (Latrodectus hesperus) spin a lightweight thread much stronger than that of other spider species, with draglines that can stretch an extra 25 percent of their length before snapping.The composition of the spun silk fibers was previously identified, but the structure of the proteins involved in producing them has been more of a mystery, now one step closer. 1650
