SAN DIEGO (KGTV) - The city of San Diego has a long to-do list when it comes to improving their Bridge homeless shelters. On Saturday morning, 300 people moved into the new Alpha Project bridge shelter in East Village, after the facility was flooded on December 6th. But for all of those residents, their stay is temporary. “This exists for one reason. To help people get back onto their feet. To help them get that apartment, and get that job,” Mayor Kevin Faulconer said while pointing at the mended Alpha Project tent.After contaminated flood water inundated the area, the city scrambled for a week to reopen the shelter. For nine days, residents spent their nights at SDCCU stadium. Once the East Village facility was sterilized and fixed, residents were bused back and moved into their bunks Saturday morning. But the city faces several other challenges. According to FEMA, the improved Alpha Project tent housing sits directly on top of a floodplain. Instead of rebuilding on a lower-risk area, the city decided to rehouse 325 residents in the same spot. SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year. SAN DIEGO (KGTV) — The July Fourth holiday weekend is expected to bring large crowds to San Diego's beaches.Los Angeles beaches will be closed this weekend, and that has some concerned that even more people will flock to San Diego's beaches.Debra Moore lives in Encinitas. She'd like the beaches closed indefinitely."I think they opened way too soon, and we all saw this coming. They told us it was going to come, and I'm sorry so many more people had to get sick," said Moore.She said young people in her neighborhood aren't taking the pandemic seriously."Nobody is wearing a mask, nobody is social distancing. People are walking around my neighborhood all the time, or on the beach, just like it's normal, and nothing is normal anymore," said Moore.Del Mar Councilman Dave Druker also has concerns."People are very worried about lifeguards being overwhelmed and the whole city being overwhelmed with visitors, cause there's nowhere else to go," said councilman Druker.Tuesday, San Diego county supervisor Nathan Fletcher said it's up to officials in coastal communities to decide whether beaches should close this weekend.Fletcher also said all of the coronavirus outbreaks have been linked to indoor settings. SAN DIEGO (KGTV) - The man accused of killing a Church’s Chicken employee in Otay Mesa West waived extradition in Tennessee Monday. Investigators and U.S. Marshals tracked down Albert Lee Blake in Memphis last week.Blake was wanted for the murder of Maribel Ibanez and shooting of two other employees at the South San Diego County restaurant earlier this month.According to the Shelby County District Attorney’s office, Blake’s fugitive from justice without a warrant case was dismissed by the judge, which means San Diego authorities will head to Tennessee and pick him up and bring him back to answer to charges in San Diego.RELATED: Suspect in Church's Chicken shooting arrested in MemphisIn addition the murder charge, Blake is also facing two counts of attempted murder, accused of willfully and deliberately shooting Mario Rojas and Humberto Gerardo Cota.According to court documents, Blake has a lengthy criminal history dating back to the 1990s.In 2016, he was charged with counts of manufacturing a controlled substance, possession of marijuana for sale, possession of firearm by a felon and more. He also violated probation earlier this year. SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol.This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top.While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said. "We're primarily a draft house, and most of my money is in draft inventory."According to the ABC's website, restaurants "selling beer, wine, and pre-mixed drinks or cocktails for consumption off the licensed premises may do so when sold in conjunction with meals prepared for pick-up or delivery.
