SAN DIEGO (KGTV) - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities for locals. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." SAN DIEGO (KGTV) -- San Diego Gas and Electric warned customers that the company may have to shut off power to some rural residents due to Santa Ana winds.The notifications come as the Valley Fire rages and a red flag warning remains through 8 p.m. Wednesday night. The company said it notified more than 16,000 customers about the possible public safety power shutoffs. Notified residents should be prepared to be without power through Thursday, SDG&E said.The Valley Fire has scorched more than 17,000 acres and is 11% contained as of Wednesday morning. 567

SAN DIEGO (KGTV) - San Diego Police are searching for a man with autism and epilepsy who hasn't been seen since he left home Sunday.Guillermo Gradilla has a history of running away, his family said. In the past, he has traveled to Mexico and Los Angeles looking for relatives.  On Monday, the Metropolitan Transit System cited Gradilla for fare evasion near 750 E St., Chula Vista.  Gradilla is 5 feet 7 inches tall and weighs 185 pounds. He has black hair and brown eyes.  Any information related to Gradilla should be forwarded to the San Diego Police Department at (619) 531-2000 or SDPD Missing Persons Unit at (619) 531-2277.   705

SAN DIEGO (KGTV) -- San Diego County Fire is offering some residents key safe boxes that allow first responders to gain access to homes in emergency situations, County News Center reports.The boxes, called KnoxBoxes, are installed on or near the front door and can only be opened by local firefighters responding to life-threatening emergencies, the county says.County Supervisor Dianne Jacob says the program fulfills an urgent need.“For older folks with chronic health conditions or in need of help with basic activities, KnoxBoxes can be a lifesaver,” said Jacob. “These devices can also provide some peace of mind in a region where wildfire is a year-round threat.”County Fire received a federal grant to help purchase 200 boxes. The county plans to loan the boxes to residents in rural communities.So far, the county says it has received 70 applications.
