(KGTV) –Authorities are asking for the public’s help in identifying and locating a man suspected in a string of incidents in Oceanside, including indecent exposure, peeping, and sexual assault.“He comes up and knocks on people’s doors, usually between the hours of 8 in the evening and 11, and exposes himself,” said Tom Bussey, public information officer for the Oceanside Police Department.“He has quite a few tattoos on the upper left arm and across his chest. (KGTV) — Just a few blocks from the Oceanside Pier and the surfers who speckle the waters around it you'll find one of the richest troves of surfing history in the world.The California Surf Museum was established in Oceanside in 1986, chronicling a sport many see as a way of life."Surfing goes back thousands of years," says museum president Jim Kempton, a surfing legend and editor of Surfing Magazine in the 1970s. Kempton's never-ending love for the sport is evident as he leads 10News on a tour of the colorful museum that blooms with the science, art, and history of surfing."You start with these ancient Alaias (uh-lee-yuhs)," said Kempton, gesturing to a tall, thick surfboard made of Kola wood from Hawaii. "It was just part of the Hawaiian lifestyle. "They were very very long at the time," said Kempton. "And that was just the expectation that people had. They didn't imagine that people could stand on anything smaller than that." But that would change — along with so many other things — during the era of groovy, when imagination and new materials like foam and fiberglass redefined the sport. "Surfing was really in the same sort of youth movement that everything in the 60s was," said Kempton. "From swallow tails and pin tails. "Her dad and I were friends in college back, you know, 20 years before. And I ran into him and I was telling him about the museum and he said, 'Well, would you like Bethany's board?' Willie Pong enlisted in the U.S. Navy in 1943; he was only 17 but lied about his age. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

(KGTV) -- A World War II veteran got a big surprise Saturday morning when dozens of cars drove up to her Oceanside home to celebrate her 98th birthday.Corporal Jeri Marcot wasn't expecting too much on her birthday — maybe a call or two. ."I woke up this morning and said, 'Oh well, it's my birthday,' but wow, you made it a wow event!" Marcot said in amazement.With the help of Honor Flight San Diego, her family set up a surprise.She was taken to her birthday throne, and car after car, she waved to many of her friends and family."Today is great," Marcot's granddaughter, Janelle Stettler, said. "It's another way we are getting around the COVID restrictions where we're having a drive-by parade to celebrate her birthday,"The 98-year-old wears many hats: mother, grandmother, book worm, but also, one of America's first-ever female Marines."I was 18 when I went in the service in WWII, so that seems like a long, long time ago," Marcot laughed.Back in 1944, enlisting in the Marine Corps as a young woman was not the "cool" thing to do. Marcot says women were barely recognized as being part of the Armed Forces. But the aviation lover knew it was her duty. Since she had already taken flying lessons before enlisting, she ended up working on airplanes.Her two-and-a-half years in the service inspired people like Holly Shaffner, who served 24 years in the US Coast Guard."These women Marines, they lead the charge," Shaffner said. She now works for Honor Flight San Diego."We served, and it was great," Marcot said. "It was our turn to do that, so I'm happy I got the chance."Even after her military life, Marcot continued a life of service as a children's librarian until her retirement."She was always at the forefront," Marcot's daughter, Linda, said. "Forefront of the Marines, the forefront of starting a library in El Centro. [She's] one of these women that is an inspiration."She is such an inspiration that many of her fellow WWII veterans came by to thank her for her service and wish her a happy birthday."Look at all my friends," Marcot said. "Oh my goodness, you could write a book about all of this."Maybe when the Corporal returns to her usual peace and quiet life, the former librarian will get around to writing down her own amazing life story.
