SAN DIEGO (KGTV) — A Kearny Mesa company that trains military and first responders at a local movie and TV studio is pivoting to help solve the county's homelessness crisis.Strategic Operations, located in the backlot of Stu Segall Productions television and movie studio, says it plans to begin building temporary housing for homeless families out of shipping containers.The studio lot is filled with shipping containers that have been converted into commercial, residential, and industrial settings to help military, first responders, and medical professionals train. Kit Lavell, Strategic Operations executive vice president, says that the same approach can be brought to constructing temporary housing, which they're calling "Strategic Habitats," and for less."Strategic Habitats are larger than hotel rooms, which recently have been converted to homeless housing, while our Strategic Habitats are priced 30 to 40 percent less than converted hotels or new construction," Lavell said in a release. "Additionally, Strategic Habitats are much quicker to complete over new construction and the units can easily be assembled in a variety of configurations and placed on parking lots or any open property."The 480-square-foot containers will be furnished with plumbing, air conditioning and heating, a double-burner stove, microwave, and refrigerator. Bedrooms will sleep two adults and two children and the housing units can be placed side-by-side or stacked. Lavell says several city officials have visited to tour the potential tool to address the region's homelessness.Ashley Bailey, senior press secretary and director of digital media with Mayor Kevin Faulconer's office, said in a statement that the idea is still in its early stages."The City is open to exploring all solutions that help create more housing stock and address homelessness. SAN DIEGO (KGTV) - A local casting director making it big in Hollywood after signing stars for a movie hitting theaters Friday.The movie, The Last Full Measure, is based on soldier William H. Pitsenbarger, Jr. who rescued more than 60 men during the Vietnam War. Casting Director Iris Hampton fell in love with the script the first time she read it, "I couldn't put it down, it was so beautiful." She was born and raised in San Diego in a military family and married a Marine Veteran, bringing the plot close to home.Hampton got into the business during a vacation to Hawaii. She said she went to the Magnum P.I. office and asked if they needed any help, "they said not right now, but why don't you come back in three months? So I came home, packed my bags and I went."Since then she's worked with big names like Chuck Norris and the Power Rangers. "I am going on my 28th and 29th season of that show," she said referring to the Power Rangers.Seven years ago she signed on to The Last Full Measure. The movie follows Pitsenbarger, Jr. during Operation Abilene in the Vietnam War. He descended from a helicopter while troops were under fire and rescued as many as he could, before he was killed.The film then follows the men who worked for decades to get Pitsenbarger, Jr. the Medal of Honor. "It ended up being 32 years they fought for him to get the medal of honor," she said."Pitts was a hero and a legend," Hampton said paratroopers idolize him.With a deep love and respect for the military, Hampton said this project is the pinnacle of her career.She signed stars like Samuel L. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. Smart streetlights do not have this technology, said Lt. SAN DIEGO (KGTV) — A popular North Park concert venue has agreed to pay ,000 worth of fines and reimburse the City of San Diego ,000 in police investigation costs.The operators of Observatory North Park agreed to pay the penalties after City Attorney Mara Elliott filed a complaint against the venue on July 3. The complaint alleged the venue's operators were maintaining a public nuisance and operating without required permits. The city attorney's office added that the Observatory has become a source of local complaints for, "noise, violence, teenage drinking, public intoxication, public vomiting, and the accumulation of trash, debris, and human waste."“The Observatory has long dragged its heels on correcting violations that would protect the safety of its patrons and North Park community residents,” Elliott said in a release. “Its managers have agreed to begin following the law, and if they don’t, our Office will be there to hold them accountable.”The building also includes West Coast Tavern next door, which shares restrooms and bar areas with the theater.Between January 2015 and May 2019, San Diego Police received 174 calls to the venue, leading to 500 hours of overtime, the office said.The operators of the North Park venue agreed to address criminal activity and nuisance complaints and obtain all required permits. The venue's mezzanine and balcony will also remain closed until building permits and code violations are addressed. If the Observatory fails to comply with the terms of the agreement with the city, another 0,000 in fines will be issued, the office said.The lawsuit is the latest issue in the city's battle with the venue.
