ROCHESTER, N.Y. — A statue of abolitionist Frederick Douglass has been ripped from its base in Rochester on the anniversary of one of his most famous speeches.Police say the statue of Douglass was taken from Maplewood Park and placed near the Genesee River gorge on Sunday.On July 5, 1852, Douglass gave the speech “What to the Slave is the Fourth of July” in Rochester. There was no indication the vandalism was timed to the anniversary.The park was a site on the Underground Railroad where Douglass and Harriet Tubman helped shuttle slaves to freedom.Leaders involved in the statue’s creation tell WROC that they believe the nation’s ongoing focus on race could have played a role in the vandalism.The project director of Re-energize the Legacy of Fredrick Douglass, Carvin Eison, questions whether the damage is some type of retaliation because of the calls to take down Confederate statues.WROC reports that the statue is one of 13 placed throughout Rochester in 2018, and it’s the second figure to be vandalized since then.The damaged statue has been taken for repairs. 1082

Jerry Brown announced Friday he pardoned three former prisoners facing the threat of deportation to Cambodia, including one who became a youth pastor after serving six years in the 1990s for murdering a rival gang member.The three were among 36 pardons granted by Brown within the past week. "Pardons are not granted unless they are earned."Brown has granted 1,186 pardons since returning to the governor's office in 2011 and granted 404 during his first two terms as governor from 1975 to 1983.Brown's father, Edmund G. "Pat" Brown had 467 pardons and 55 commutations, but there have been long stretches of very few. From 1991 through 2010, former Govs. Pete Wilson and Gray Davis issued no pardons while Arnold Schwarzenegger handed out just 15.Brown has commuted 82 sentences in his most recent two terms, compared to 10 by Schwarzenegger, none by Davis and four by Wilson. 2678

  

SACRAMENTO, Calif. (AP) — California lawmakers on Tuesday advanced a bill that would let legislative leaders raise and spend more money to help their preferred candidates.Their vote came despite opposition from open-government groups who argued the bill would spur more pay-to-play politics at the Capitol.The bill would let leaders in the Legislature operate fundraising committees governed like state and county party committees. Such committees have higher contribution limits than regular campaigns and can give unlimited amounts to help state candidates.Senators voted 3-2 to advance the bill out of a committee.Lawmakers supporting the proposal argue it would help them combat the influence of independent expenditures. They also argue the bill would increase transparency by requiring more frequent disclosures by party and legislative leadership committees. 873

  

SACRAMENTO, Calif. (KGTV) — California has become the third state to declare a state of emergency due to the threat of the coronavirus.Gov. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital.The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said. "The ship will not come on shore until we appropriately assess the passengers."RELATED: Screener at Los Angeles airport tests positive for coronavirusPassengers currently aboard who were also on the February voyage will also be tested. The CDC is working to identify other passengers from the ship's previous trip and where they got off the vessel. At least nine counties have declared an emergency over the virus, according to state officials. There are at least 53 confirmed cases of coronavirus in California, the Associated Press reported, and has been one death in the state.San Diego County health officials are scheduled to given an update of the local response on Thursday. 1805
