Sacramento County jail records show Juan Tang was detained early Friday. The Justice Department on Thursday announced charges against Tang and three other scientists in the U.S., saying they lied about their status as members of China's People's Liberation Army. All are charged with visa fraud. The justice department accused the Chinese consulate in San Francisco of harboring a fugitive. It is unclear if Tang has an attorney who could comment on her. 679

SAN DIEGO, CA (KGTV) -- A debate is unfolding across the country, and right here in San Diego over how and when to reopen schools during this pandemic.With the new school year is quickly approaching, and the number of coronavirus cases continuing to surge locally, many teachers are left with concerns about opening their classrooms.The California Teachers Association (CTA), one of the largest teachers unions, urging state lawmakers to hold off reopening schools until it is proven to be safe enough."It is not reasonable for us to think that it’s safe for us to go back to schools," said E. Toby Boyd, the president of CTA who heard from teachers across the state. "We have to look at what is being mentioned in terms of the science, the facts, and how the disease is being spread."People are very afraid, very concerned because they either have underlying health conditions or someone in their household does," said Kisha Borden, the president of the San Diego Education Association (SDEA). "I'm hearing from educators of all ages who are very concerned about being put into an enclosed space, their classroom, with 25 to 30 children without the proper protocols in place."The San Diego Unified School District will start the 2020-2021 school year on Aug. 31 with an option of in-person or online distance learning.But, Borden said before teachers return, they have some demands."We're asking for at least a decline in cases over 14 days so that we're not bringing back large groups of people during a time when we're seeing an increase in cases," she said.The union would also like to see widespread, accessible, and frequent COVID-19 testing of students, staff, and parents when necessary, and fully-funded doctor recommended prevention measures.The district has listened to the union's concerns, and Borden said, after the latest meeting, she's feeling hopeful."I'm encouraged, the last statement that came from the district said that they'd like to meet with health professionals, they'd like to meet with public safety experts and really come up with clear medically proven guidelines and timelines around what is going to be necessary to bring students and staff back into our classrooms," she said.SDEA sent ABC 10News the following statement 2261

  

SAN DIEGO COUNTY (KGTV)-- Many Californians have not stepped out of their homes since Thursday after Governor Gavin Newsom issued the State-wide Stay-at-home order. But some are beginning to head outdoors, just with many precautions. Just a few days into the Governor's Stay-at-home order, many San Diegans are already getting cabin fever."With our gyms closed, we got to get exercise somehow," Joann Carcioppolo said. With no access to their weights and machines, Carcioppolo and her friend Janice Meyers decided to take a stroll around Pacific Beach. Of course, keeping in mind, Rule #1. "They brought their own toys down to make sure that we stay healthy and clean."Now that kids do not have school, and parents are working from home, things can get mundane. But many said they are trying to stay positive during this global pandemic. "Were are just trying to be kind grateful for this extra time together that we wouldn't normally have had. And just roll with it because what else are we going to do?" Marcussen asked."Everybody, get out there and move!" Meyers said. "I mean, just keep that social distance. SAN DIEGO, Calif. (KGTV) -- Mexican authorities are investigating the discovery of a tunnel near the Otay Mesa border in San Diego, U.S. officials said.Department of Homeland Security officials confirmed the discovery Thursday morning but did not provide any further details.“At this time, U.S. authorities are aware of a tunnel discovered by Mexican law enforcement officials near the Otay Mesa border. However, we have not yet determined whether the tunnel entered into the U.S.," said Lauren Mack, a spokeswoman with the DHS.All that is known at this time is that the tunnel is in Mexican territory, south of Otay Mesa which stretches east of 805 and south of the 905 freeways.10News station partner Televisa reports that the tunnel does cross the border.
