(KGTV) — Pacific Beach restaurants are open for dine-in service for the first time since the pandemic started."People look happy, people are just happy they don't have to cook for themselves right now, they have some place to go where someone can cook for them," Mavericks Event Manager Krista Marcheschi said.Mavericks is a popular destination for drinks and dancing weekend nights, but since the pandemic Marcheschi said they are adhering to the strict guidelines set by the county.RELATED: Encinitas lifeguards out in full force for Memorial DayMarcheschi said they closed on March 15th and reopened last week for take out. SAN DIEGO (KGTV)- The high temperatures, dry brush, and low humidity are leading to elevated fire danger in San Diego County this week.Cal Fire San Diego is asking everyone to be prepared for the possibility of a wildfire igniting.“We depend on the public to be careful; we depend on the public to be prepared at a moment’s notice to evacuate,” said Cal Fire Captain, Isaac Sanchez.“The fact that the winds aren’t there, it does not help us sleep at night; we’re still very dry. It’s still October, and we know that even though there aren’t winds now, we can bet money that there will be winds later.”As fire danger remains a threat across the county, families braved the heat taking schoolwork outside at Mast Park in Santee, after being stuck at home for months.“It’s so much easier for the kids to stay motivated on getting their work done,” Jennifer Sailler. “It’s harder to stay inside our home with the AC running than it is to be outside in the warm heat.”The heat is also keeping business going for some.“My job requires me to have a close relationship with snakes and the sun,” said Alex Trejo, So-Cal Rattlesnake Removal. “When it’s hot, what they’re actually doing is trying to find shelter. “Trejo removes rattlesnakes from properties and relocates them to areas where they can have a second chance at life.He said he’s been getting more calls for rattlesnake removals in the East County during the hot weather.“It’s very important to understand the nature of the snake; the snake is not out to hurt people, the snake is a survival expert,” he said. “My priority is making sure families are safe during this heatwave because they will be coming on people’s properties right now.”The heat advisory will remain in effect until 5 PM Friday. 1757

SAN FRANCISCO (AP) — A wildfire in California wine country that may have been caused by a high-voltage transmission line called into question Pacific Gas & Electric's strategy of selectively cutting off power in windy weather to prevent blazes, and could force it to resort to even bigger blackouts affecting millions as early as this weekend.The repeated shut-offs and the prospect of longer and more widespread ones brought anger down on the utility from the governor and ordinary customers."We will hold them to account," warned Gov. Gavin Newsom, who has repeatedly blasted PG&E — the nation's largest utility — for what he calls years of mismanagement and underinvestment that have left its grid less resilient.Twice over the past two weeks, PG&E has cut power to large areas of Northern and Central California to reduce the risk of its equipment sparking fires. Nearly 2 million people lost electricity earlier this month, and then as many as a half-million this week.But PG&E's decision to shut down distribution lines but not long-distance transmission lines may have backfired this time when a blaze erupted near the Sonoma County wine country town of Geyserville.The fire burned at least 49 buildings and 34 square miles (65 square kilometers) and prompted evacuation orders for some 2,000 people. No serious injuries were reported.PG&E said a live, 230,000-volt transmission line near Geyserville had malfunctioned minutes before the fire erupted Wednesday night, and a broken "jumper" wire was found on a transmission tower.PG&E CEO Bill Johnson said it was too soon to say whether the faulty equipment sparked the fire. He said the tower had been inspected four times in the past two years and appeared to have been in excellent condition.But PG&E stock plummeted 31 percent on the news. (KGTV) - A new California law could let convicted killers out of prison, and San Diego County's district attorney said her office will fight it on a case-by-case basis.Senate Bill 1437 passed the state Legislature last year and went into effect on January 1. It narrows the definition of murder so that only people who are involved in a killing can be charged with that crime.Before the law, accomplices in a killing could also have been charged with murder."It may let murderers go free, because of how far it goes," said San Diego County District Attorney Summer Stephan.Stephan said her office will challenge some re-sentencing hearings based on the new law, although she said they don't know how many there will be.One possible case involves Kurese Bell, who He as convicted of murder in 2016 for his role in the robbery of a North Park marijuana dispensary.During the robbery, Bell and another man, Marlon Thomas, got into a shootout with a security guard at the dispensary. The guard shot and killed Thomas.The DA's office argued that Bell should face murder charges because his actions in the robbery led to the shootout and, ultimately, Thomas' death.Bell is currently serving a 65-year-to-life sentence.Stephan said criminals need to be held accountable for the crimes they commit and cause."It's really important that each offender is held culpable at the right level," she said. "That's what justice is about."Supporters of the new law say it is a vital part of California's efforts at criminal justice reform. They say the old law unfairly targeted young minorities.On its website, the group Restore California says the new law makes sentencing in California more "equitable." They also say it gives accomplices an incentive to cooperate with investigators."In a co-defendant felony murder case, co-defendants who were not the actual killers, who did not aid and abet the killing, or who did not act with reckless indifference to human life will now have an incentive to talk and tell the truth about what happened," the website reads. 2073

SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell.
