SAN DIEGO (KGTV) - The Supreme Court ruling striking down the federal ban on sports betting opens the door to making it legal in California.Jeremy Lind stopped by this sports bar in Normal Heights for a little lunch and sports."I'm a Steelers fan myself, Go Steelers!" said Lind.Lind isn't shy about making bets with friends.  His appetite for bets could soon expand."That would definitely open up my betting curiosities I think," said Lind.'That' is the possibility sports betting becomes legal in California, now that the federal ban has been struck down.  The road to legal sports wagering requires a state constitutional amendment.  Both houses must pass a bill by two-third votes. A majority of voters must then approve it at the ballot box.  Proponents say sports gambling is already happening, including off-shore websites.  George Belch is the co-founder of SDSU's Sports MBA program."The main argument for this is: it's a reality and we need to recognize this and how to control it," said Belch.  The regulation would include consumer protections.  Supporters say taxpayers will win out.  Some estimates place revenues from sports betting between 0 and 0 million in annual tax revenues.  Belch says critics will point to sports gambling's impact on the integrity of amateur sports and gambling addictions.    "They will point out we don't want to make it easier people to bet.  It we facilitate it, it's simply not a good thing," said Belch.Belch says if sports betting becomes legal, you could see it at casinos, racetracks, online sites, even individual parlors. The California Nations Indian Gaming Association issued the following statement: "...we would advise the state to move slowly and cautiously and examine all angles as it relates to sports betting.  As the state of California weighs the decision of whether to allow for the practice of sports wagering, we firmly ask that tribes have a place at the table in any and all discussions surrounding this issue.  We also want to make very clear that California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games.  Legalization of sports betting should not become a back-door way to infringe upon that exclusivity.  A strong, well-regulated gaming industry is of utmost importance to California’s tribal governments and the public. SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. It was a significant shift in a race decided by just 537 votes, but it was still not enough to flip the outcome.The record for a shift is 2,567 votes, which happened in Florida’s 2018 senate race won by Rick Scott, but it was also not enough to flip the outcome. 1423

SAN DIEGO (KGTV) - The trial started Wednesday for two San Diego County Sheriff’s deputies facing criminal charges after an arrest in Vista. Deputies Nicholas Morgan and Joshua Nahan are charged with assault for what District Attorney Summer Stephan calls illegal actions during the encounter. Gerardo Martinez Jr. and his father were taken into custody last May after the deputies responded to a domestic violence call. RELATED: Controversial video of sheriff's deputies prompts investigationMartinez Jr.’s girlfriend had called 911 to report being punched by her boyfriend. Part of the 911 call was played for jurors during opening statements Tuesday. The panel also saw cell phone video of the arrest recorded by a neighbor. The now-viral video shows Deputy Nahan push Martinez Sr. into a fence while handcuffed. Martinez Jr. was repeatedly struck in the head by Deputy Morgan while on a concrete sidewalk. “Law enforcement officers hold a position of trust in our community and are required to abide by the rules in the exercise of their powers. The evidence on which the charges are based shows the force used by the two deputies exceeded the legal line, violating that public trust. For justice to thrive, it is important that no one is above the law,” Stephan said in November. SAN DIEGO (KGTV) -- Thousands of local college students scrambled Tuesday to pack up their belongings and make travel arrangements after San Diego State University and the University of San Diego informed students they had roughly 24 hours to vacate their dorms.In a campus-wide email Tuesday, SDSU said students needed to move out by 7 p.m. Wednesday unless they had a hardship.SDSU said it rapidly expedited its move-out plans after seven Bay Area counties instituted shelter-in-place orders to combat the coronavirus. The university said it was “anticipating that more cities will follow.”“Everyone is shocked. This hasn’t really happened before so no one really knows how to deal with it,” said SDSU student Courtney Robinson.Sophomore Samantha Horan added, “People are just scared and they’re trying to get home as quick as they can.”The university said students with health or safety risks, those who could not return home, and students without an alternate residence could remain on campus. Last week, SDSU had encouraged students to consider staying home after spring break. While some students said they anticipated the move-out order, others were caught off guard.“I was planning on staying [during spring break] so I had nothing packed at all,” said student John Magee.Magee was trying to decide which items to pack in his car for the drive to San Jose, and which to leave behind.“If we leave anything, will it be tossed out? SAN DIEGO (KGTV) -- The San Diego Tunnel Task Force have released images showing what they say is a sophisticated drug smuggling tunnel that leads from Tijuana to a warehouse in Otay Mesa.Federal agents made the discovery Thursday, March 19, as part of an investigation into a transnational crime ring suspected of smuggling narcotics into the U.S. via a cross-border tunnel. The U.S. exit point was discovered subsequent to the execution of the warrant, the task force said.Agencies from the U.S. and Mexico located a 2,000-foot underground from a warehouse in Tijuana, Mexico to a warehouse in the Otay Mesa area of San Diego, according to the task force. The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway, according to authorities. Authorities estimate the tunnel to have been in existence for several months.The task force described it as having advanced construction including reinforced walls, ventilation, lighting, and an underground rail system. Authorities seized an estimated .6 million in mixed drugs including 1,300 pounds of cocaine, 86 pounds of methamphetamine, 17 pounds of heroin, 3,000 pounds of marijuana and more than two pounds of fentanyl.According to the task force, the seizure is the first time "in San Diego’s history where five different types of drugs were found inside a tunnel."The tunnel has an average depth of 31 feet and is three-feet wide through most of the passageway.“I’m proud of the excellent work performed by Homeland Security Investigations (HSI) agents, as well as U.S. Border Patrol and Drug Enforcement Administration agents as integrated partners of the San Diego Tunnel Task Force.
