SAN DIEGO (KGTV) - A new program in San Diego will offer people as much as ,000 to trade in their gas-powered cars for an electric vehicle.In October, the County Board of Supervisors approved the Clean Cars 4 All program. Starting in 2020, the County will get million per year to help low-income families go electric."The problem with electric vehicles is the upfront cost of purchase," says County Supervisor Nathan Fletcher. A 14-gallon car that gets filled up four times per month would cost around ,400 per year. That money could now go back into a family's budget. The same goes for oil changes and many types of car maintenance."When you talk about not having to change oil and not having to maintain and internal combustion engine, you take a big part out of it," says Cole Lowenfield, the General Manager of Mossy Ford in Pacific Beach.In addition to the Clean Cars 4 All program, there are 26 other state and federal grants and tax incentives available to people who want to go electric. Lowenfield says he knows of about 150 different kinds of makes and models scheduled to come out in the next 15 years, meaning there's something for everyone.RELATED: Making it in San Diego: Giving up car helps lead to luxury rental"It's going to make every car affordable enough to where you choice is electric or gas, not high or low payment," he says.There's also an environmental aspect to the program, as it targets people in some of the most highly polluted areas of the county."A child in Barrio Logan is more likely to have asthma than a child in La Jolla," says Fletcher. "We're trying to address that inequity by providing grants to get electric vehicles into those communities with dirtier air."It will also help the County meet mandatory greenhouse gas emission reduction levels over the next few decades.RELATED: Making it in San Diego: More San Diegans keeping their cars for 15 years or longerOne challenge to owning an electric car is the lack of charging stations, especially in low-income neighborhoods. Fletcher says this program will address that by adding 2,000 more chargers by 2028, in public places like parks, libraries and other county owned buildings.SDG&E is also offering incentives to landlords who want to add charging stations at apartment and condo complexes and at business centers.Lowenfield says the market is changing and electric vehicles are poised to take over."I bet, one day soon, it's going to be hard to find a gas-powered vehicle," he says. 2778

According to Zillow, million in San Diego can buy a single-family home that has 2,410 square feet, four bedrooms and two and a half bathrooms. In the U.S., the typical million home is a detached single-family house with about 2,200 square feet with four bedrooms and two and a half bathrooms. SAN DIEGO (KGTV) - A Normal Heights dog owner is warning about a hidden danger at dog parks.Bosco, a 2-year-old bullypit, loves his treats and just about anything else his mouth can reach."He's a vacuum. He's eaten some weird stuff," said Mark Groveman.On Friday morning, the list of stuff got longer sometime during a 40-minute period. During that time, Groveman walked Bosco to the off-leash area at Ward Canyon Park and let him play. Eventually they walked home. Groveman put him in the house, left for work and returned home five hours later."He was laying on the bed, scared and shivering. He had wet the bed a couple times. He was arching his back in a weird way, swaying side to side. I thought he was having a stroke," said Groveman.Groveman decided to rush Bosco to the emergency vet."In the car, he was bobbing his head forward. He kept nodding off. Honestly I thought he was going to die. A lot of panic and some praying as well," said Groveman. At the vet, Bosco got a quick diagnosis."They said they are seeing it every day," said Groveman. Bosco likely ingested marijuana, which tests later confirmed. Experts say in some cases, eating marijuana for dogs can lead to seizures and in rare cases, death. Edibles and tinctures - with higher THC concentrations - are most concerning. According to the ASPCA, since the legalization of marijuana in California, dog toxicity cases have jumped 130%.In the case of Bosco, a slow heartbeat was initially a concern, but he was fortunately was back to his normal self 24 hours later."He has to run around and play, but I'm going to be a bit more aware," said Groveman. 1629

  

SAN DIEGO (KGTV) -- A San Diego group is calling for the city to take emergency action to help control the ever-rising cost to rent.San Diego Tenants United plans to speak to the Smart Growth and Land Use Committee during public comment Tuesday.The tenant group will ask the committee to invoke a government code that would slow the rate of rent increase.RELATED: San Diego rentals in 2017: A year of grief for rentersThe group says San Diego policymakers have made it easier to build housing over the last year and now it’s time to start protecting renters.A similar ordinance was passed in Beverly Hills in 2017. The group said if the emergency ordinance is passed, it will work with the committee to draft a permanent ordinance.According to ApartmentList.com, the median rent for a one-bedroom home in San Diego is ,540 while a two-bedroom home rents for ,990.Meanwhile, the average rent for a two-bedroom home in the U.S. is roughly ,160. 961

  

SAN DIEGO (KGTV) - A San Diego financial expert in San Diego has a message for women looking for success: a man is not a financial plan.Most women would rather talk with the grandmothers about their love lives than talk about financial planning, according to an investment survey done by Oppenheimer Funds.CPA Ginita Wall has a clear message.“Every marriage ends in either divorce or widowhood and 70 percent of the time it’s the woman who’s left alone,” said Wall. “Then thinking that magically, someday, I’ll start saving for retirement, someday I’ll be able to buy a house; living in the someday and not really planning for it today.”Wall moved her CPA practice to San Diego 31 years ago. She realized there was a need.“Women were out in the marketplace, but they weren't managing the money, and sadly, often nobody was.”Wall and financial planner Candace Bahr launched the Women’s Institute for Financial Education (WIFE), a nonprofit to give women the tools to start making a difference.“We didn't have anything to sell anybody. Our whole goal was and continues to be ‘our goal is education,’” said Bahr.Wall and Bahr established Second Saturday, a monthly workshop to teach women what they need to know during divorce. Each session brings in an attorney for matters of the court. Wall gives financial advice, a counselor helps with family issues, and a mediator can settle the differences. The experts volunteer their time.“It’s a decision for many people that may be the largest financial decision of their life, and if you're going through it uninformed or too emotional, it's going to be difficult to make the right choices.”Wall says love and money go together, but so do arguments.“if you loved me more, you wouldn't be spending this money, spending more on me, or you would understand how I feel.” Wall advises couples to talk about what’s important to them, make goals, create a concrete plan and monitor it.“So we want women to be partners in a relationship, not dependents,” said Bahr.Wall and Bahr’s money message has gone national. Second Saturday is now in 115 other locations around the country, and there are plans to be in 500 cities soon.“It's amazing because we didn't set out to do this for 31 years. We set out to make a difference, and I never expected it to get this big,” said Bahr.WIFE is now the longest-running nonprofit devoted to the financial education of women. 2409
