BEIJING, July 1 (Xinhua) -- Chinese Premier Wen Jiabao called for attention to "institutional and management loopholes" discovered in the auditing of central government budget in 2008 here Wednesday.     Wen made the comment at the executive meeting of the State Council, China's Cabinet.     All related authorities should take more effective measures to correct these problems, including revising the budget law, strengthening the monitoring and supervision of the new investment projects of the central government, and enhancing transparency in government affairs, Wen said.     He also called for establishment of accountability mechanism and building of effective monitoring, alarm, emergency system directing at major economic risks.     The correction result should be reported to the State Council by the end of October, Wen said.     Wen also said that the execution and management of the central budget had made substantial improvement in general, and highlighted the importance of audit supervision.     The meeting also approved plans to develop the coastal economic belt in northeastern Liaoning Province in an effort to rejuvenate the traditional industrial base.     The zone comprises coastal cities of Dalian, Dandong, Jinzhou, Yingkou, Panjin and Huludao, which opened navigation services to more than 140 countries and regions.     The economic zone should work to boost the opening up of northeast China, promote the shipping and logistics services, and push for the development of advanced manufacturing in the area.

BEIJING, July 5 (Xinhua) -- The Bank of China (BOC), China's largest foreign exchange bank, will transact the first cross-border yuan trade settlement deal Monday, a source with the bank said Sunday night.     The BOC Shanghai branch would receive the first cross-border yuan trade settlement deal from the BOC (Hong Kong) Monday, the unidentified source said.     The payee would be Shanghai Electric International Economic and Trading Co., Ltd. under Shanghai Electric Group Co., Ltd. and the remitter would be the company's business partner in Hong Kong.     China last week issued detailed measures to regulate the pilot program for cross-border trade settled in yuan. The rules specified how to make transactions using Renminbi (RMB) to settle trade with Hong Kong and Macao and regional trade partners.     "The service has drawn much attention and many overseas enterprises had been asking us about it months ago. Why? Because cross-border yuan trade settlement could help enterprises avoid exchange rates risks, lock up financial costs and reckon enterprise anticipated profits," the source said.     "In comparison to convertible currency settlement, it could streamline links and reduce trade cost. It could help enterprises without foreign exchange revenues cut losses from converting foreign exchanges. It could reduce derivative fees in selecting RMB financial products," said the source.     The BOC Shanghai branch has reached tentative agreements with 11 overseas agent banks on yuan trade settlement deals. Now the agent banks in tentative agreements with the BOC mostly are large banks in Asia and they anticipate remarkable demand on yuan settlement, according to the sources.     "We are in talks with banks in the United States and Europe and get very positive feedbacks. Despite some obstacles in cross-border yuan settlement, the trend is good," the source said.

TIANJIN, May 8 (Xinhua) -- Chinese Vice Premier Zhang Dejiang urged enterprises to contribute to industrial growth by bringing central government's guidance of boosting domestic demand into full play.     Zhang made the remark during his visit to 13 enterprises in the machinery, light industry, petrochemical, textile, auto and other sectors as well as ports, in Tianjin Municipality from May 7 to 8.     Zhang said positive signs had been seen in the country's industrial sector, but there were still challenges ahead.     He underscored firm implementation of the central government policy to ensure economic growth, boost domestic demand and enhance industrial upgrading.     He encouraged enterprises to seek to produce products that would meet market needs and expand both domestic and international markets.     Enterprises should improve their management and push forward innovation and structural adjustment, he said.

SHARM EL-SHEIKH, July 16 (Xinhua) -- Chinese Vice Foreign Minister He Yafei, head of the Chinese delegation to the 15th Non-Aligned Movement (NAM) summit held in Egypt, said on Thursday China will continue to support NAM as always.     "As one of the developing countries, China will continue to support NAM as always for it to play a role in international affairs and speak in one voice on issues related to the common interests of developing countries," said He.     "This is the chief purpose of my presence at the summit on behalf of the Chinese government," he said in an exclusive interview with Xinhua on the sidelines of the summit.     He said that though great changes in internal and external circumstances have taken place since its birth nearly half a century ago, NAM is still an important platform for developing countries to unite and strive to become stronger, with its tenet and spirit still showing great vitality.     China, now an observer to NAM, has attached great importance to its ties with NAM and maintained good cooperation with the movement in international affairs.     When NAM was formally established in 1961, then Chinese PremierZhou Enlai and other Chinese leaders sent congratulation messages to the founding conference, expressing support for the NAM's cause of independence, peace and development and its non-alignment policy.     China became an observer to NAM in September 1992, when a Chinese governmental delegation, headed by then State Councilor and Foreign Minister Qian Qichen, attended the 10th NAM summit in the Indonesian capital of Jakarta. BEIJING, July 7 (Xinhua) -- Chinese banks have been active in transacting yuan cross-border settlement after the first deal was made Monday.     The Industrial and Commercial Bank of China (ICBC) said Tuesday it had dealt with yuan cross-border settlement totaling 17 million yuan (2.49 million U.S. dollars) in two days.     Many banks in Guangdong Province were active in dealing with yuan cross-border settlement. The Bank of China Guangdong branch transacted yuan cross-border settlement totaling 7.96 million yuan (1.17 million U.S. dollars) Tuesday.     "Guangdong Province has a large economic scale and is highly dependent on foreign trade. Yuan cross-border settlement could help enterprises avert exchange rate risks and reduce costs," said Cao Licong, deputy governor of the BOC Guangdong branch.     "The service is favored by enterprises and will be promising in the future," said Hu Ye, deputy governor of the ICBC Guangdong branch.     China launched its first yuan cross-border settlement Monday.     China's State Council, or Cabinet, announced in April a pilot program to allow exporters and importers in Shanghai, and southern Guangzhou, Shenzhen, Zhuhai and Dongguan cities to settle cross-border trade deals in Renminbi (RMB), or yuan.     China last week issued detailed regulations for the pilot program for cross-border trade settled in yuan.
