SAN DIEGO (KGTV) - By the time polls close Tuesday night at 8 p.m., the San Diego County Registrar of Voters could have already processed more than 1.1 million ballots. Registrar Michael Vu says it's possible the first results of the night, released sometime before 9 pm, could account for up to 70% of the total vote.Those numbers will include more than a million mail-in ballots that the Registrar has already received and processed, as well as any in-person votes cast between Saturday and Monday.But those early numbers may not provide clarity."In our world, nothing is over until the election is certified," says Vu.Certification doesn't happen until December 3. And mail-in ballots can still arrive at the Registrar's office as late as November 20th to be counted, as long as they were postmarked by November 3."There's 196 contests on the ballot," says Vu. "For some it will show really wide gaps. And in others, it will show like it's neck and neck and it will continue all the way through until we certify the election."For races that may be close, like the San Diego Mayor's race, those late arriving ballots could be the difference between winning and losing."When you have such a close race at the local level, 10,000 or 20,000 votes left to be counted could be quite significant," says Evan Crawford, Assistant Professor of Political Science at University of San Diego.Crawford says it's common for local races to have changes after election day, noting that early results aren't official until every ballot is counted."We might have to prepare ourselves to not know on election night," says Crawford.He points to the June Primary election for Mayor, where City Councilman Scott Sherman led Barbara Bry for the second spot in the November election. As more ballots went into the final numbers, Bry overtook Sherman to advance.Thad Kousser, the Political Science Department Chair at UC San Diego, says voters should use patience when looking for a clear winner."Even though the game ends on election night when the polls close, no one can cast a ballot after that, it's going to take a while to tally the points for both sides," Kousser says. "And those results are also going to be misleading because there were really strong partisan differences this year in who wants to cast a ballot through what means."That extends to the Presidential race as well. Kousser says states that process mail-in ballots early, like Florida, could see a large Democratic lead in the first round of numbers released. He says Republicans have traditionally preferred to vote in person.Conversely, Kousser says states like Pennsylvania, where mail-in ballots can't be processed until polls close, may see the opposite.Either way, both Kousser and Crawford say accuracy is the most important focus of election officials."Getting it right is more important than getting it quickly," says Kousser. "And making sure that no one claims a quick victory, when a close margin could be overturned by legitimate votes that have a right to be counted.""We have these local election officials," says Crawford. "They're doing the job. They're doing the work. At a certain point, we just have to remind ourselves of that and have some trust in that." 3236

  

SAN DIEGO (KGTV) — As San Diego sporting associations work to recruit new officials, they're up against abuse from parents and fans.The problem has gotten so bad that one youth soccer referee created a Facebook page to call out the bad behavior, parent shaming in hopes to address the problem nationwide.Kia Dehpanah has been officiating in San Diego for 25 years. While he does hear complaints from the sideline, he says younger referees deal with it the most.RELATED: Eastlake Little League responds to Park View player eligibility complaint"After a while, these young referees say, 'I don't need this aggravation,'" said Dehpanah.Last year, some youth sports like field hockey and lacrosse had to cancel some games due to not enough referees. These sports face additional recruiting challenges like finding officials who can work early games. There's also a misconception you must have prior knowledge of the sport beforehand."It's not the most glorified profession, it's a tough profession, but I think it has a lot of rewards too," said San Diego CIF Commissioner, Jerry Schniepp.Alicia Oswald, on the San Diego Girl's Lacrosse Umpiring Board, uses officiating as a way to give back to the community. She hopes parents and fans will hear this message so that potential recruits aren't too intimidated to go after the job."We are people too, we are humans," said Oswald. SAN DIEGO (KGTV) — As county leaders struggle to control the latest surge of COVID-19 in San Diego, there is an acknowledgment that there are no good options. While many businesses are preparing to ignore public health orders to close or limit operations, public health experts warn the consequences of failure to limit the spread of the virus will be dire.“The reality of it is indoor spaces with people talking without masks are not safe. I think that’s really important to getting this under control,” said Dr. Rebecca Fielding-Miller, an expert in infectious diseases at UC San Diego.She says the county has tried to chart a middle course between allowing businesses to remain open while trying to rein in the virus. “We have been, I’m really sorry to say, doing it in half measures since March," Fielding-Miller said.But to be successful, such a policy requires a great commitment by the public to safety measures such as wearing masks, social distancing, and avoiding gatherings. That commitment has proven vulnerable to the COVID fatigue felt by the public, as adherence to those measures tends to slide with time.Fielding-Miller says some counties in the United States, along with some other countries, have had success with brief but strict lockdowns. However, there may not be public support for such actions here.Others advocate a full reopening of the economy and letting the virus run its course. They argue that the economic, psychological, and educational harm from the public health restrictions are greater than the damage caused by the virus itself. Proponents say the United States should try a “herd immunity” strategy, where attempts are made to protect vulnerable populations, but the virus is otherwise allowed to spread unchecked through the general population. The theory projects that once enough people are infected, the virus has nowhere left to spread and will die out on its own.Most public health experts say that method could prove catastrophic. They point out that it’s not known how many people would have to be infected, but it would have to be a majority. “If we went down this path where we attempt to infect 70% of the population, the very, very likely outcome is we would end up with something like one to two million Americans dying,” said Fielding-Miller. Furthermore, it is also not known how long a person is immune after recovering from COVID-19. There have already been cases of people being infected for a second time. “We would end up with extraordinarily high rates of disability and mortality for no gain at all, for people to just be able to get reinfected in six months. So I understand the attraction, but it's also not viable," Fielding-Miller said.This week, San Diego moved into the purple tier, the most restrictive of California’s COVID-19 tiers. 2811
