SAN DIEGO (KGTV) -- The mother of a Cathedral Catholic High School student who sold prescription drugs to minors and marijuana to teenagers pleaded guilty Wednesday.Kimberly Dawn Quach, 49, pleaded guilty to the felony charges, including furnishing Xanax to a minor. Quach now faces between eight and 11 years, eight months in prison.Quach’s live-in companion, William Sipperley III, 50, also pleaded guilty to using a minor to transport marijuana and furnishing to a minor over 14-years-old.RELATED: Mom accused of providing drugs to Cathedral Catholic students  Quach was arrested in 2017 after police said she sold or offered suboxone, an opiate, and Xanax to minors starting in January of 2017.Police also say that Quach gave at least 10 teenagers marijuana to sell, package or transport. Cathedral Catholic students regularly smoked marijuana Sipperley grew at the couples Carmel Valley home.One detective said Quach had as many as 70 teenage clients at the Catholic school and at other schools.During a search of her home, police found large containers of marijuana, plant food, grow lights and drug paraphernalia. SAN DIEGO (KGTV) - Students distracted and bitten in class at Madison Senior High in Clairemont are hoping for some help to make the mosquitoes go away.The west side of campus, against Doliva Dr., is where people told 10News they were bitten. The same area houses special needs classes. 10News was sent two pictures, one of a student, with special needs, whose calf was bitten by a mosquito, and another of a dead mosquito. It appears to be black with white spots or stripes."It was really bad and it was burning and everything," Junior Arryonna said. She was bitten in art class Thursday."I feel like my ankle starts itching so I'm like what's on my ankle, so I look and I got two bumps on the side of my ankle," she said reaching down to scratch. She said she's allergic, making the bites that much worse.The school district says the first report of a mosquito bite came mid-September, around the first time Aryonna said she was bit. Pest Control came out twice and deployed an organic compound in the drain to kill mosquito larvae. The County was scheduled to come out next week, but after 10News called, they showed up Friday afternoon, according to the district. 1176

SAN DIEGO (KGTV) - The California Highway Patrol has ruled out street racing and DUI as causes of a crash on Interstate 805 in Sorrento Valley that left a man with serious injuries. Traffic came to a standstill in the northbound lanes of the freeway about 2 p.m. when a silver Mercedes SUV hit the driver of a blue Nissan. Witnesses told the CHP the Nissan suddenly stopped in a lane and the driver got out of the car. CHP says the Nissan became disabled and the driver got out of the car after pulling off to the side of the road. The Nissan’s driver was struck and thrown 135 feet before landing on the pavement. The CHP said the man had severe head injuries. A total of four cars were involved in the resulting pileup. Three people were taken to the hospital, San Diego Fire-Rescue reported, but no one aside from the Nissan's driver was seriously hurt. The other drivers stopped and cooperated with the investigation. The affected lanes of the freeway reopened about four hours after the crash.The Nissan was recently purchased, according to the CHP. Investigators said the driver might be a member of the military. 1127

SAN DIEGO (KGTV) - The family of a man who died after sky-diving in Otay Ranch created a Gofundme page for his two sons left behind.Jonas Wingen said his brother, Joe, died Sunday after suffering a medical emergency while sky diving."Deployed his chute, everything was fine... While he was descending something happened, he had a heart attack I'm not sure," said Wingen.Joe's two sons, Jo Jo and Riley, now moving to Lake Elsinore to live with their mom, while grieving the loss of their father."Jo Jo, it's hitting him hard, he's 14... Riley's handling it well," Wingen said. He said the family created a Gofundme to help ease some of the hardship and support the boys' future."Jo Jo is going to get braces... We're going to put some of it in a college fund for when they hit 18," he said.Riley created a memorial video showing how much they idolized their dad, remembering jam sessions and adventures. Wingen said Joe liked to ride dirtbikes, go surfing and play instruments."You know he worked hard and he played hard. That was Joe, and he loved his two boys," he said. "The last thing he said to me was, 'I'm going sky diving tomorrow wish me luck, woo!'"Wingen said Joe's last text he sent captured his essence: "fears lead to an average life."Wingen said their family is planning a celebration of life for August 5, which would have been Joe's birthday. SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory.As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes.There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary.
