SAN DIEGO (KGTV) — The new community plan for Kearny Mesa, given final approval by the City Council earlier this week, takes effect Friday. Several properties are being rezoned with 27,000 new housing units planned for those parcels.“My vision is that within five years, you’ll be able to live on Convoy, enjoy the restaurants and the shops that are on Convoy, and work in a job in Kearny Mesa, all in one community," City Councilmember Chris Cate, who represents the area, told ABC 10News ahead of the final vote.Cate says the city is trying to encourage a"live-work" village concept for many San Diego neighborhoods, especially those that are major job centers, such as Kearny Mesa. The idea is that by creating housing and recreational possibilities in the same communities where people work, they will have to commute less. That has numerous benefits across the city, including less traffic and car pollution.It is anticipated that many of the new projects will replace aging strip malls whose parking lots remain vacant much of the time. Cate hopes the areas around Convoy St., Clairemont Mesa Blvd., and Aero Dr. will become similar to the feel of Little Italy.Because parameters have already been set for how many homes will go onto each affected parcel, as well as other necessities such as pathways, street improvements, and parks, there will not be the same drawn-out approval process that has been seen with other recent attempts at development. Cate says that means developers who acquire the land will be able to move quickly, as long as their design stays within the parameters of the community plan. “They already have an understanding of what these projects will look like, what’s required of them, where different pathways or parks will go. All these things are already agreed to on the front end," Cate said.Cate says he anticipates that the first projects could break ground in 2021. 1910

SAN DIEGO (KGTV) - The Climate Prediction Center released the final El Ni?o advisory for 2019, which means El Ni?o is over and now we are in a neutral phase with a 55 percent chance of continuing into winter.So what does that mean for the rest of summer and, most importantly, San Diego's winter? In order to put this in perspective, let’s review what this seasonal change means.San Diegans typically associate El Ni?o with a wet winter, or more rain and a better water supply. However, El Ni?o is more than that.The National Weather Service defines El Ni?o as a recurring climate pattern involving changes in the central and eastern tropical Pacific Ocean. Warm and cool changes are associated with the ENSO cycle. El Ni?o and La Ni?a are extreme phases of the ENSO cycle, but there is a third phase, less well known, called the ENSO neutral. That third phase is where San Diego is headed for the rest of the year and possibly through the winter months. El Ni?o and La Ni?a have a greater impact during the winter months. La Ni?a doesn’t do much for winters in California; it typically keeps San Diego dry and warm. The opposite happens during El Ni?o, which explains why it’s so much more popular. El Ni?o brings an active Jet and more frequent storms, reducing our drought and helping our water supply, with cold driven storms and snow for the Sierra Nevada mountains. The neutral phase is where San Diego is headed this fall with a 55 percent chance of it sticking around through the winter. The ENSO neutral phase is neither cold like La Ni?a nor warm like El Ni?o. The ENSO neutral phase is associated with sea surface temperatures closer to average, and stronger winds near the equator. It typically keeps the coldest air over the Northeast, warmer temperatures through the southern portion of the country, and wetter through the Midwest and Northeast.The ENSO Neutral typically keeps San Diego warm and dry. The extended forecast calls for above-normal temperatures for the remainder of the summer and near normal rain, which means dry since we are usually dry during those months.The winter outlook also brings near to slightly above normal temperatures. Rainfall will average near normal. San Diego's rainy season begins in November and lasts through March, sometimes lasting through April. But just a few blocks away from the stadium are the many faces of San Diego’s homeless crisis, where several resources and services are located. Homeless advocate Michael McConnell spends many early mornings on the streets of downtown, documenting police interactions with the homeless population. Since the Hepatitis A outbreak he’s seen the number of encampments go down, but say he's frustrated over the city’s response to fixing the problem. “I’m most frustrated that there's not a strategy that's solutions-focused, long term thinking about actually reducing homelessness versus reducing the visibility of homelessness," said McConnell. On Wednesday morning, one day before Padres Opening Day, McConnell captured several interactions with police and the homeless around Petco Park and East Village. He believes the enforcement is the city trying to push homeless people away from the stadium before thousands of people descend on downtown. “When we have to send out massive amounts of law enforcement to clear an area, to make things appear better, versus them actually being better, we know we failed," said McConnell.10News also spoke with several security guards in the area who say they witnessed more enforcement than usual. However, San Diego Police says the enforcement around East Village is unrelated to Opening Day and that no additional officers were sent to the area Wednesday morning. They say officers are in this area every day as it's one of their busiest sectors in the city. A representative tells 10News they respond to daily complaints from business and residents to address ongoing problems, including encampments, drug use, and other criminal activity.Since last summer they've responded to 5,000 of these complaints through the Get It Done app alone.The department says during each contact they always offer help to individuals. If assistance is denied they have a progressive enforcement model which begins with warnings. SAN DIEGO (KGTV) - The Class of 2019 is graduating to a significantly tougher rental market than graduates from ten years ago. Rent hikes and slow income growth are making it more difficult for new grads to afford rental homes, according to a HotPads report. A typical college graduate in the U.S. spends 45.3 percent of his or her income on the median rent of ,740, up from 40.5 percent for the Class of 2009. The rent burden has grown by 22 percent as early-career median incomes have dropped 14.5 percent, HotPads analysts say. In San Diego, the median rent is more than the entire income for new graduates with degrees including biology and business management, at ,000 per year, and nearly the entire income for those with degrees in psychology, at roughly ,000 per year, HotPads reports. The top-earning degrees nationwide were primarily in engineering fields, with mining and mineral engineers earning a median ,854 after college. “As rent prices and student debts rise, affordability concerns for recent college graduates have garnered attention on the national stage,” said Joshua Clark, economist at HotPads. “Graduating from college still typically pays off in the long run, but slower wage growth for college graduates and rising costs have dampened the immediate financial benefits associated with a four-year degree. As renters consider their career interests and their short-term costs of living, where and how they live post-graduation can have more of an impact on their finances now than ever before." SAN DIEGO (KGTV) — The community of Barrio Logan welcomed residents to shop in the streets after months of coronavirus’ impact. Saturday, Aug. 4, the “Walk the Block” event debuted. Local businesses got permits to move service outdoors to the sidewalk, and the event celebrated the community’s resurgence of business with food, specialty items and music.Business owners like Stephanie, who runs Dreamers and Hustlers Company, a clothing shop with items branded toward the namesake, said the past few months have been hard, but she’s confident Barrio Logan shops will bounce back.“Even during these times we figure out ways we can pick ourselves up and get going again,” she said.Edgar Flores said his shop, Maxa Market, sells products made by local small businesses and entrepreneurs. He’s been able to continue with online sales but said he’s excited to be restocking his storefront and welcoming back in-person customers.“It’s all about being a community, all the people getting together doing this, doing the walkabout,” he said.The Walk the Block event will occur every Saturday from noon to 7 p.m. on Logan Ave. between Chicano Park and 26th St. Masks and social distancing are required. 1200
