SAN DIEGO (KGTV) — It's been 25 years since President Bill Clinton approved Operation Gatekeeper, the measure focused on the issue of immigrants crossing the border illegally — specifically the San Diego sector.Two key parts of Operation Gatekeeper were surveillance equipment and enforcement infrastructure, like walls and fences. Twenty-five years later, Border Patrol Agent Theron Francisco tells 10News, "Before Gatekeeper this area was in utter chaos, agents were apprehending 1,000 per shift. We had hundred of thousands of apprehensions a year." It's a measure that Francisco says paved the way for Border Patrol today."It's absolutely night and day from where we were back then," Francisco said.Tuesday, those against Operation Gatekeeper held a rally. Former Border Patrol agent Jenn Budd tells 10News, "That was the whole purpose, to push them out here to make it more difficult and dangerous for them to cross. I didn't want to be a part of it but its something I have to admit I was a part of."Budd tells 10News, it's partly why she left Border Patrol, "I left because I felt the policies we were enacting were killing people and what we were representing to the public wasn't the truth." Meantime, Border Patrol agents say it's only helped increase San Diego safety."The days are gone where illegal aliens are running through people's backyards trying to hide from Border Patrol," Francisco added. Budd says, "We need them to work for us, we need them to protect our borders we need them to keep drug smugglers out, but we don't need children dying in their custody and all sorts of things they're doing right now." 1637

SAN DIEGO (KGTV) – James Prince, the owner of a recycling center in Point Loma, went to the Peninsula Community Planning Board Thursday night to try and save his business.Prince Recycling is being evicted from his location on the property of the Stump’s Family Market Place.Prince Recycling has become a controversial business in the past one or two years.  It is the only recycling center in the area, but many neighbors have started complaining that it is bringing homeless problems to the area.Dirk Stump, the owner of the grocery store, confirmed he is evicting the recycling center, ending their agreement for the past five years. The area is required to have a recycling center, and Dirk says the state could fine him more than ,000 a year for cutting ties with recycling, but at this point, he is willing to pay, because he says the center is attracting homeless and chasing away customers.  He said Mr. Prince is a good person and it was purely a business decision.“I recycle thousands of tons of material, and it’s not just from homeless,” Prince said.  “Not only that, they’re people too. What am I supposed to do? You’re homeless you can’t come in?” The planning board did not take any action on the issue. Prince says he’s not making any plans to vacate. SAN DIEGO (KGTV) - Loved ones are speaking out more than a week after a bloody melee that injured eight guards at Donovan state prison in Otay Mesa.The violence erupted two Sundays ago, around 4 p.m., inside the recreation yard. Corrections officials say there were about 20 inmates in the yard when one of them attacked a guard. His fellow guards rushed to help. In the mayhem that followed, four inmates allegedly assaulted guards. Six of the guards suffered stab wounds.Christina Armstrong's longtime boyfriend, correctional officer Malcolm Billingsley, was in the middle of it."The best way I hear him describe it is a 'melee, just chaos' ... There was so much going on, it was hard for him to pinpoint each action that was taken," said Armstrong.Corrections officials say a warning shot by one of the guards ended the altercation. As the guards were rushed to hospitals, news filtered out to loved ones."It was frightening not knowing for several hours what was going on. It was terrifying," said Armstrong.Billingsley was not stabbed, but suffered a back injury and possible nerve damage to his hand."It's hard for him to everyday things. He can't take care of our son, let alone play with him. He's in a lot of pain," said Armstrong.His fellow guard Roland Milan was stabbed in the face and suffered a brain bleed. His wife Marcy says he's had four plates inserted into his face."A stab wound to the face, to the mouth area. All his upper teeth were knocked out," she said.Sources say in all, eight guards were injured, including one with a fractured bone in his back.Armstrong says because of an ongoing investigation, she can't reveal details of the melee, but says the guards fought hard for their lives and the lives of their fellow guards."They are all heroes. Malcolm went to work that day to carry out his duty as a correctional officer an he became a victim but his strength and courage allowed him to come home a hero," said Armstrong, choking back tears.Corrections officials say the four inmates could face attempted murder charges.Gofundme campaigns have been set up for both Milan and Billingsley to help with expenses. 2147
