SAN DIEGO (KGTV) -- For the first time since mid-July, several San Diego County businesses were allowed to resume indoor operations.Under Gov. Gavin Newsom's new tiered system for businesses reopening during the pandemic, several more industries can welcome customers inside, but with modifications and or capacity limits.Danny Daniels owns Barbers Den in Chula Vista. He was thrilled to have customers back inside Monday afternoon."This is my passion, I love barbering, I love everything about barbering," said Daniels, who has been cutting hair for nearly 20 years."I truly believe something as simple as a haircut can go a long way in making someone feel good," he added.Austin Campbell is the managing partner of Sola Salons Studios in San Diego. He owns and helps run 15 locations.Campbell is among the owners who traveled to the state capitol to protest the governor's second shut down back in July."On the first shut down everybody said, this is going to be tough, but it's the right thing to do, everyone just hunkered down and said we gotta get through it, but the second shut down, people took it; personally, they thought this was uncalled for, unfair, completely arbitrary and not researched," said Campbell.Many stylists said the governor's decision to allow salons to move services outside made no sense."The whole offer of outside hair, to be honest with you, was kind of a slap in the face of our industry," said Campbell, adding that inside was safer and more sanitary.Everything that the state recommended we could do, really pretty much was in complete contradiction to what everyone has been taught and been practicing for their entire careers," said Campbell. Salons don't have capacity limits, but social distancing and mask mandates must still be followed. Campbell said the impact of the shutdowns has been far more than just financial."A lot of people are not just financially struggling, but mentally, emotionally, professionally, the beauty industry is more than just a job; it's a true career and identity," said Campbell.Campbell said his salons employ roughly 600 people. Many have already moved out of state.He has a message for the governor."Our industry has been prepared for this long before covid existed, and we take it very seriously. We ask that before you shut down 550 thousand women, first generation immigrants, single mothers, you do a little more research," said Campbell. 2424

SAN DIEGO (KGTV) – Doorbell cameras catch all kinds of things these days. Animals, package thieves.But one Poway camera caught something else that has some parents and teachers scratching their heads.Joanne Woodward, a 2nd-grade Poway Unified School District teacher, says a doorbell camera caught a school board member hanging election flyers on door handles.The problem? The flyers featured scathing "report cards" of members up for re-election containing false information. "My students would be shocked, all of the students at our school would be shocked to think that an adult, a role model at our school, would do something like this," Woodward said.The video was taken in the days leading up to the election. It shows Poway Unified school board member Kimberley Beatty and her husband, Edward, placing the door hangers on handles in Poway.The "report cards" claimed that the two members up for re-election had colluded with criminals, used taxpayer dollars for themselves, and wouldn't let students speak at meetings."Just appalling," Woodward added. There's the issue of who the flyer claims paid for the materials: "Citizens for Sound Governance." A group that — if it really existed — would more than likely have to formally file to be a committee because of how much money they spent."The intention there was to undermine our re-election," said T.J. Zane, PUSD's board president. Zane was one of the targets as well, but won his election and is now president."It's just inappropriate, it's conduct unbecoming of a board member," Zane said. Some parents and teachers, echoing that, have already started to demand Beatty step down.10News tried to talk to Beatty at her home, but she told 10News, "no comment."The California Fair Political Practices Commission said they're looking into whether Beatty and her husband violated part of the political reform act.Zane left shaking his head, saying, "it was sneaky, it was done stealthily." 2012

  

SAN DIEGO (KGTV) – Four families say a Southern California contractor scammed them out of thousands of dollars. For the past five months, Team 10 has been digging into these accusations. One family says they lost more than ,000. Another family from Imperial Beach says they lost ,000. The contractor denies any wrongdoing. He is unlicensed, according to the state of California.Before he blocked 10News on Instagram, Abel Gonzalez's account had photos of him promoting American Home. 498

  

SAN DIEGO (KGTV) -- Employees at Sovereign Health in Rancho San Diego tell 10News they have not been paid for weeks.Tracy Hydorn is one of those employees. She wiped away tears, thinking about her piling expenses."I haven't been able to send my son to his prom, buy his yearbook, get tires on my car," Hydorn said. She got emotional as she talked about being able to do "basic paying" of items.Hydorn works at the Sovereign Health facility on Steele Canyon Road. She said her paychecks are five weeks behind."The people that I work with are good people and they're working hard, but the corporation doesn't care at all," Hydorn said.She is not alone. The company has six locations across the country with about 500 employees. Eugene, a driver for Sovereign Health in Florida, said his paychecks are weeks late. He was forced to take on another job as an Uber driver to make money. "I Uber'ed until 5:30 in the morning... and still didn't make enough money to pay my rent," Eugene said.A spokesperson for Sovereign Health told Team 10 payroll issues have been going on throughout the company for six weeks due to a transition to a new vendor. He would not say who that vendor was. They are hoping the situation will be taken care of by early next week and apologized to its employees. Hydorn is trying to hang on, but she is tired of the company's excuses."If anything they had said had been genuine or you could believe it, it would be easier to deal with," she said.  1496
