SAN DIEGO (KGTV) — Two San Diego police officers responding to a call for a shoplifter in Ocean Beach ended up buying the suspect clothes and shoes instead of arresting him.It happened on Jan. 6 around 5 a.m. at the location on Sunset Cliffs Blvd. SDPD officers Christian Nimmons and Dominic Collins said employees at the drugstore reported that a homeless man had come in, stolen a sweatshirt and refused to leave.The store declined to press charges but wanted the man out of the store.But knowing it was very cold outside, and seeing the man also didn't have a shirt or socks and shoes, the officers decided to buy them for him."We looked at each other, asked how much the sweatshirt was going to cost, and had the same mutual decision of giving him the sweatshirt," said Collins.Both men told 10News it was simply the right thing to do and part of their job as officers to show compassion for those they come in contact with."I think he was more shocked that cops were doing something for him," Nimmons said. "We couldn't leave him like that. That was really it. It's what we joined to do. To help people."The man, only known to the officers as Daniel, reportedly put on the items and left. 1201

SAN DIEGO (KGTV)— A Point Loma boy must now walk to and from school after a thief stole his custom BMX bike. San Diego Police need the public's help to find the man who took the boy's prized possession. BMX riding is 9-year-old Bradley Ramos' favorite pastime. It's a passion that runs in the family. His father, Aaron, dabbled it in as a child. So did Bradley's cousin, Tyler."This bike was actually his cousin's bike when his cousin was his age. Now his cousin is 21 years old, so the bike has been in the family for a while," Ramos said. That was, until Memorial Day morning. Bradley's mother noticed the bike was missing from their front porch."My bike and my helmet got stolen," Bradley said. The family's security camera captured a man walking away with Bradley's bike. The video shows the young man with arm tattoos wearing a hat and backpack. He looks to be wearing glasses and a distinctive white watch."It kind of sucks because I have to get rides to school now when usually, I'd ride my bike and it's way quicker," Bradley said. The bike theft is the second in as many weeks for the Ramos family. Last Monday, thieves made off with at least ,500 worth of tools from Ramos' work truck. "Since that's been happening, we've been bringing the bike in, and we didn't do it just that one night, and it was gone," Ramos said. The BMX bike has thin red wheels with a racing number plate in the front handlebars. It's not a common model, so the Ramos family is asking people to keep an eye out, and alert authorities if they spot it. To the man who made off with the Ramos' family heirloom, Bradley and his father have a stern message. "Give it back, and never come back to this neighborhood again," Bradley said. SAN DIEGO (KGTV) -- Years of emails and persistence finally paid off for a Del Cerro man whose sister died while crossing the street five years ago. Vahid Hamzavi's sister, Mina, was killed while crossing the street at the intersection of Navajo Road and Margerum Avenue. There are crossing signs and buttons, but no designated, marked crosswalk. Hamzavi started asking for a crosswalk at the deadly intersection in 2016. In February, he reached out to 10News because nothing had been done. City Councilmember Scott Sherman's office told us there would be a crosswalk installed by March or April, but still nothing. Last week, Hamzavi called the councilmember's office again. Sherman's office told him they expedited the work order with the Department of Transportation and Storm Water and that the crosswalk would be in place by Friday. On Monday, crews were already out measuring and outlining the design for the crosswalk. The work is expected to be complete on Tuesday.Hamzavi says the wait was worth it and he hopes the intersection will now be safer for those walking in the neighborhood.  1153

SAN DIEGO (KGTV) -- Two people were hospitalized with serious injuries after their small engine plane crashed near Montgomery Field Airport on Thursday afternoon.The incident was reported around 4:30 p.m. near the executive airport at Kearny Villa Road and Balboa Avenue.According to the San Diego Police Department, a witness said the plane crashed behind a building near the airport and was helping the pilot.The plane had just taken off from the airport when it clipped trees and crash landed in an open space behind the Kyocera business building on Balboa Avenue, said Dan Eddy, Battalion Chief of the San Diego Fire Department Two male passengers were responsive when crews arrived but were transported with major injuries.Police said there was no active fire and no structures or vehicles were damaged.Eddy estimated at least 20 gallons of fuel spilled from the wrecked plane.The plane missed a high voltage area by about 30 feet, said Eddy.No further information was provided at this time. 1004

SAN DIEGO (KGTV) -  There are disturbing allegations that the foster system in San Diego County failed children it was supposed to protect.Critics question whether the rules of confidentiality designed to protect children are doing more to shield social services from scrutiny."My children are going to have to live a lifetime trying to get over and deal with this trauma,” said Melanie. 10News is not sharing Melanie’s last name to protect her adopted children. She is an adoptive mother and foster parent."I became a foster parent because I did want to make a difference in children's lives that didn't have families,” she said.Melanie said she became a foster parent about a decade ago. She wanted to give children in need a safe, loving home.However, Melanie says a potential adoptive child placed with her in 2015 ripped the joy right out of her home.The foster child “ended up sexually assaulting all three of Melanie's adopted sons,” said Melanie’s attorney Jomo Stewart.Stewart said they filed a lawsuit against the County of San Diego, several county employees, and a national foundation that focuses on foster care alleging they all were negligent in placing the child with Melanie’s family.The lawsuit said the county assured Melanie the potential foster child had no history of sexual misconduct, mental illness or any history of wrongdoing.The suit claims that social services concealed the child's past issues and put her sons in unreasonable harm.According to Melanie’s lawyer, Melanie "asked social services whether or not these children had any type of mental health issues, had any previous history of being sexually abused or any previous history of sexually acting out and all answers to those questions were no.”Court documents claim about a month after taking the child into her home the child began to act out, including incidents such as smearing feces on the wall and downloading and watching pornography. Court documents stated that the child “took one of the boys’ cell phones and again downloaded homosexual child pornography.”Then things escalated.The suit claims there were several incidents of sexual violence against the other children in the home over the next year.Melanie says her son was traumatized and is still in counseling trying to deal with it.After each incident, Melanie said she reached out to county social services employees seeking help."Sometimes there was no response at all,” Melanie said. “Sometimes they said that they were going to place a report, I'd follow up on the report, I wouldn’t get any information.”According to a representative with the County of San Diego’s Child Welfare Services division, as of July 2017, there were more than 3,692 open child welfare cases and more than 2,365 kids placed in foster care, which is less than the year before There are 712 caseworkers but not everyone directly handles a foster child's case.Although there is no mandate for how many cases a social worker can carry the county says caseloads are monitored and assigned on a monthly basis. Case count per caseworker often fluctuates based on changing circumstances of every case.A spokesperson for the county denied all interview requests for this story. However, attorneys for the county did respond to the lawsuit in a court filing asking that it be dismissed.The response noted the records in the county's possession at the time the foster child was placed in the home didn't include any information that would have alerted them that the child may pose a risk of harm.They also claim there are no factual allegations to support that they failed to take appropriate action. After each incident, they did take action by filing a report and commencing an investigation, according to the county's court filing.Team 10 investigator Adam Racusin asked San Diego attorney Shawn McMillan if it’s surprising to see allegations like the ones in Melanie’s complaint against San Diego County and the foster system. “No, no the foster system not just in San Diego County, but statewide is completely and totally broken,” McMillan said. McMillan is one of only a handful of attorneys in California who specializes in child welfare cases. He said one of the most significant problems in the system is that everything is done in secret."I've dealt with San Diego County for a long time,” he said. “These specific attorneys defending this case, I have cases with them right now, and it's typical to see what they're doing here, it's blame assignment, denial -- a refusal to be held accountable.”According to Melanie's lawsuit, the district attorney's office filed felony delinquency charges against the foster child for sexual abuse, after the placement with Melanie.Melanie said had she known the child's history there's no way the placement would have taken place. 4928
