President George W. Bush gave a tearful eulogy to his father, President George H.W. Bush, Wednesday at a state funeral for the 41st president of the United States.The younger Bush choked up as he quoted his father's inaugural address from 1989."In his inaugural address, the 41st President of the United States said this: 'We cannot hope to only leave our children a bigger car, a bigger bank account,'" Bush said. "'We must hope to give them a sense of what it means to be a loyal friend, a loving parent. A citizen who leaves who home, his neighborhood and his town a better place than when he found it. What do we want the men and women who work with us to say when we are no longer there? RANCHO BERNARDO, Calif. (KGTV) -- For more than one month a North County coyote has been spotted with what looks like piping around her neck. Thanks to determined residents, she'll soon get the help she needs to get the piping off. RELATED: North County woman, neighbors trying to save coyote ensnared in plastic pipingTuesday night a rescue group sent a photo of the coyote, lovingly named "Myrtle," to 10News. Myrtle was first spotted sometime in April. Katie Ryan lives in the area and kept an eye on the animal's condition as she continued to pop up around the neighborhood. Side-by-side photos showed Myrtle had lost a dramatic amount of weight since she was first spotted - likely because of the piping around her neck. RELATED: Rancho Bernardo neighbor works to save mother coyote ensnared in pipingFor weeks Ryan and The Fund for Wildlife Animal Center worked to trap the coyote with no luck. RAINBOW, Calif. (KGTV) - A new overpass may be destined for the I-15, not for people but mountain lions.A just-released study led by The Nature Conservancy and backed by the National Park Service recommended a stretch of the I-15 just south of Temecula - either an overpass or underpass like crossings in Colorado, Utah and Wyoming - allowing mountain lions and other wildlife to safely get across.On the west side of the highway is preserve space owned by San Diego State University.  On the other side are 73 acres just purchased by The Nature Conservancy.  Experts says the local mountain lions have been cut off by the freeways and are practicing inbreeding."That makes them more susceptible to disease, and that could be catastrophic for the mountain lion population," said Cara Lacey, an associate program director at The Nature Conservancy.Lacey points out crossings in other states have also cut down on vehicle collisions with wildlife.  She says at least three mountain lions were struck by vehicles in that stretch of I-15 in 2017.  Caltrans is studying a crossing on Highway 101, which would cost between and million. 1165

Puerto Rico was hit with a massive power outage, the power authority said Thursday -- nearly seven months after Hurricane Maria destroyed much of the island's infrastructure and its electrical grid.The Puerto Rico Electric Power Authority, known as PREPA, said a tree fell on a major power line, knocking out service to 870,000 customers, about half of its clients. The utility tweeted an image it says was of the tree that fell across a power line near the southeast mountain town of Cayey.Major blackouts were reported from the northern coastal town of Manatí to Yabucoa, roughly 50 miles southeast.The blackout also includes the capital of San Juan, the most populated area of the island."We are devastated at this point," Cynthia García Coll, an educational psychologist who lives near San Juan, told CNN.
