SAN DIEGO (KGTV) – San Diego County Supervisor Nathan Fletcher and City Attorney Mara Elliott on Monday announced a new partnership that will help protect local families from gun violence.The local leaders said a program will be implemented to provide specialized gun safety training for 800 county social workers that deal with children and investigate child abuse.The training will be held virtually for these employees in the coming months. They want each of them to be familiar with gun violence restraining orders and San Diego’s Safe Storage of Firearms law -- two tools gun prevention advocates say are essential in keeping people safe.Carol Landale, with San Diegans for Gun Violence Prevention, said, “The more people who are aware of how to use a gun violence restraining order, as far as we’re concerned, the better. And this is not to say we’re coming after your guns. This is not what it’s about … We remove the gun on a temporary basis -- a temporary removal for a crisis and when the crisis is done the gun can be returned.”Officials say they’re doing this now because COVID-19 has limited the interaction between children and mandated reporters like their teachers or school counselors. So, they want to make sure social workers know of danger signs when they’re present.In a news release, Elliott said, “As pandemic-related stressors mount and children attend school at homes where parents are distracted by other responsibilities, protecting families from gun violence has never been more important. Our goal is to prevent unthinkable tragedies and ensure the safety of the social workers who continue to investigate the well-being of San Diego’s children during the pandemic. We are grateful to be working with Supervisor Fletcher and the County Child Welfare Services to keep kids safe.”“Our social workers do a great job of showing care and compassion for families daily, and with this new training they will be more knowledgeable about preventing gun violence in homes throughout San Diego County. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer announced Thursday that several more shoreline park areas and piers and boardwalks would be reopened this week amid the COVID-19 pandemic.Mayor Faulconer says the following will be reopened in June and July:June 8: East and West Mission Bay Parks will be open for park and water use, including parking lots at 100% capacity.June 8: Fiesta Island opens to pedestrians, dogs, and cyclists only.June 9: All piers and boardwalks within city limits reopen.June 12: Balboa Park Central Mesa reopens and all Balboa Park parking lots open at 100% capacity.July 6: Fiesta Island opens to vehicles.Gatherings are still prohibited and social distancing is still required at beaches and parks. Mayor Faulconer said active sports at the beach are still banned as well."We're continuing to make meaningful progress as we continue to reopen across San Diego," Faulconer said.This week, county beaches allowed visitors to sit, sunbathe, and relax on the sand, in addition to passive activities like walking and running.Ocean activities, like swimming, surfing, kayaking, and paddle-boarding continue to be allowed. SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445

SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. SAN DIEGO (KGTV) - Residents in one San Diego neighborhood have grown increasingly worried over reports of large boulders being left in the streets - in some cases, on top of vehicles.Golden Hill residents have reported the boulders appearing at 19th and Broadway, 26th and Broadway, Date Street, and the Golden Pacific Complex.At times, some of the boulders have been covered with cardboard or blankets."It's way too easy, with the way they're positioned, for someone to jump in their car like they do every day and take off and end up running over a giant boulder," said Benn Bruff.Bruff says a 25-pound boulder was placed in the wheel well of his girlfriend's car. Luckily they spotted it before she drove away. San Diego Police tell 10News the issue is very concerning. They are looking for more information and any description of the person responsible. Police says the person could face vandalism charges or obstruction of a roadway. If a driver were to hit a boulder and get in a serious accident the charges could be more severe. 10News reporter Amanda Brandeis spoke with a resident who knows the damage the rocks can cause first hand on 10News at 6 p.m.Councilman Chris Ward's office issued a statement to 10News, saying they are in contact with San Diego Police Department regarding the issue:"We were made aware of this issue by constituents over the weekend and share the concern for the safety of residents and car owners being impacted by this.
