CARLSBAD (CNS) - A report of domestic violence triggered an hours-long standoff in a Carlsbad neighborhood Friday night into Saturday morning, police said.Around 10 p.m. Friday, a woman called police and said her husband had assaulted her, cut her hand with a knife and threatened to kill her before she could escape, according to Carlsbad Police Lt. Kevin Lehan. The woman also told police her husband was heavily intoxicated.Police headed to the couple's residence, on Juniper Avenue between Interstate 5 and Garfield Street, and found the man had barricaded himself inside, Lehan said.The man wouldn't cooperate with officers and after a few hours, a SWAT team forced entry into the home through the front door and a window, according to Lehan.Officers searched the home and ultimately found the man hiding under a bed. He was taken into custody without further incident.It was determined the man was unarmed when police arrested him, Lehan said. 957

California regulators are considering a plan to charge a fee for text messaging on mobile phones to help fund programs that make phone service accessible to the poor.The California Public Utilities Commission (CPUC) is set to consider the proposal in a vote scheduled for next month, according to The Mercury News.It's not clear how much mobile phone users would be asked to pay under the proposal, but it would likely be billed as a flat surcharge, not a per-text fee, according to the paper.And wireless industry and business groups are not "LOLing." The groups are reportedly already trying to defeat the proposal before it makes its way to the commission.“It’s a dumb idea,” Jim Wunderman, president of the Bay Area Council business-sponsored advocacy group, told the Mercury News. “This is how conversations take place in this day and age, and it’s almost like saying there should be a tax on the conversations we have.”The new surcharges could generate a total of about .5 million a year, according to business groups.The same groups warned that under the proposal's language, the charge could be retroactively be applied for five years, totaling more than 0 million for consumers, the paper reported.Click here for a look at the proposal.The proposal argues that the state's Public Purpose Program budget has increased from 0 million in 2011 to 8 million in 2016, while revenues funding the program from the telecommunications industry saw a "steady decline" from .5 billion in 2011 to .3 billion in 2017.The report calls this "is unsustainable over time."In a statement to the Associated Press, CPUC spokeswoman Constance Gordon said, "from a consumer's point of view, surcharges may be a wash, because if more surcharge revenues come from texting services, less would be needed from voice services." 1849

CARSON (CNS) - San Diego State is scheduled to begin in its coronavirus-delayed football season tonight against UNLV at Dignity Health Sports Park in Carson, its home for this season and next as SDCCU Stadium is demolished and Aztec Stadium is built.San Diego State initially planned to make 2020 its final season at SDCCU Stadium, where it had played since 1967, but being able to expedite its demolition and construction of Aztec Stadium and the stadium's condition when the university took ownership of it from the city prompted a change of plans, according to athletic director John David Wicker.``The building was not in very good condition when we took it over,'' Wicker said at a Sept. 15 news conference announcing the decision. ``The amount of effort and dollars to get it up to speed to have people able to come in was somewhat challenging.''The university considered a site in San Diego to play its games until the planned opening of Aztec Stadium in 2022, ``but when you think about a Division 1 football experience and all of the different things that go along with that there wasn't a venue in town that was going to be consistently available for us to play in,'' Wicker said.``We just didn't think there were any venues in San Diego that could satisfy what we wanted to present for our student-athletes and also our fans,'' Wicker said.``As you think about some of the things around the game, our television partners and having the ability to come in and set up and do the television experience we want to put out led us to where we are today.''Fans will not be allowed to attend Saturday's game because of state health orders related to the coronavirus pandemic. (KGTV) - More than two and a half years after Team 10 first reported about a North County property management company accused of stealing money from clients, the victims are finally getting their money back.Kelley Zaun owned Carousel Properties, a Carlsbad property management company. Victims first told Team 10 in 2016, they hired her to pay fees associated with their rentals. They said she did not pay those fees. She was accused of taking roughly 0,000 from victims, according to investigators.In 2018, Zaun faced 29 felonies for embezzlement, according to Deputy District Attorney Anna Winn. Zaun entered into a plea deal and agreed to a year in custody. With the help of the DA’s office, Zaun’s former clients were able to get their money back through the Department of Real Estate’s Consumer Recovery Account. RELATED: Team 10: Police investigating Carlsbad companyStephen Lerner, the Assistant Commissioner for Legal Affairs for the department, said so far, 23 victims have been reimbursed through the account. Other victims’ payments are still processing. They have been able to reimburse 2,084.68 thus far.The Consumer Recover Account is an option for fraud victims when trying to recoup money from the person who took it from them. In order to utilize the fund, Lerner said there must be a criminal or civil court order for the defendant to pay back money he or she took. If victims cannot get refunded from the person who stole it, they can apply through the Department of Real Estate (DRE).Winn said she volunteered to be the victims’ liaison with the DRE, as the process for reimbursement is lengthy and many of the victims were elderly. One of Zaun’s victims told Team 10 he is “extremely grateful” for the DA’s office work on this case. They don't, however, love actual cars like hatchbacks and sedans --as Ford has learned.Ford said on Wednesday the only passenger car models it plans to keep on the market in North America will be the Mustang and the upcoming Ford Focus Active, a crossover-like hatchback that's slated to debut in 2019.That means the Fiesta, Taurus, Fusion and the regular Focus will disappear in the United States and Canada.Ford will, however, continue to offer its full gamut of trucks, SUVs and crossovers.By 2020, "almost 90 percent of the Ford portfolio in North America will be trucks, utilities and commercial vehicles," the press release says. "The company is also exploring new 'white space' vehicle silhouettes that combine the best attributes of cars and utilities, such as higher ride height, space and versatility."By "white space," the company is referring to vehicles that don't fall neatly into the typical categories.Ford has hinted it might decide to retire much of its sedan portfolio. Earlier this year, James Farley, the company's president of global markets, said Ford is "shifting from cars to utilities," which have been a bigger profit driver.
