SAN DIEGO (CNS) - The San Diego region's unemployment rate declined to 9% in September, a half-percent drop from the previous month, according to figures released Friday by the state Employment Development Department.According to the EDD, total non-farm employment in San Diego County increased by 11,700 jobs month-over-month -- from 1,372,900 to 1,384,600 -- while farm employment remained unchanged at 9,600.The unemployment rate at this time last year was 2.9%. The region lost 117,700 non-farm jobs and 500 agricultural jobs over the year.According to the San Diego Workforce Partnership, the unemployment numbers are skewed by a large number of San Diegans who have dropped out of the workforce altogether.Whether taking care of aging parents, helping children with school as distance learning continues or concerns over contracting the virus at work, as many as 30,000 people have dropped out of the workforce since February. Unemployment rates typically only count people who are actively looking for work, so these people may not be factored into economic recovery data."While there are lots of production jobs available, San Diegans are still hesitant to go back to work," said Mel Katz, executive officer of Manpower West. "We are seeing hourly wages increasing by two or more dollars per hour to entice workers to leave home and enter the workforce."The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.In September, the state's unemployment rate dropped to 10.8% from 11.6% the previous month, and the nation's decreased to 7.7% from 8.5%.Government jobs led in local monthly gains, with 6,800 jobs added to the region's total. Leisure and hospitality gained 2,500 jobs; educational and health services 2,400; trade, transportation and utilities 1,400; other services 1,100; and professional and business services gained 100.Construction posted the most job losses, with 1,400. Manufacturing lost 900, financial activities 200 and information posted a loss of 100 jobs.Comparing year-over-year, leisure and hospitality continue to top the list in jobs lost, with a total of 52,400 jobs lost since last September -- 38,400 of which came in accommodation and food services.Since the same time last year, government lost 14,200 jobs; trade, transportation and utilities 13,900; educational and health services 10,600; other services 10,300; manufacturing 6,500; construction 4,400; information 3,500; and financial activities 3,400.Professional and business was the sole industry to post job gains year-over-year, with 1,500 new jobs. 2706

SAN DIEGO (CNS) - San Diego County health officials have reported a huge jump in COVID-19 cases -- a record 1,087 -- and no additional deaths, bringing the county's total to 64,768 cases, with the death toll remaining at 926.Sunday was the fifth-consecutive day that more than 600 new coronavirus cases were reported by the county.On Saturday, the county set a record of 736 new cases. On Wednesday, a record 661 cases were reported in the county -- surpassing the 652 cases reported Aug. 7. Another 620 cases were reported Thursday."This is a stark reminder that COVID is real, is spreading and must be taken seriously," Supervisor Nathan Fletcher said Sunday. "At this point, we are pleading with the public to take action to slow the spread: Wear a mask, physically distance, and limit contact with those outside of your household."Dr. Wilma Wooten, the county's public health officer, added that in the weeks following Halloween, this record case jump is a warning sign people "need to follow public health guidance throughout the upcoming holiday season."The rapid rise in cases comes as state data has landed the county in the most restrictive tier of the state's COVID-19 reopening plan. The restrictions associated with the purple tier went into effect just after midnight Saturday.Many nonessential businesses are now required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries are able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers can remain open with 25% of the building's capacity. No food courts will be permitted.Schools are able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. Offices are restricted to remote work.Remaining open are essential services, personal care services, barbershops, hair salons, outdoor playgrounds and recreational facilities.The county's demotion from the less-restrictive red tier is the result of two weeks of case rates that exceeded the threshold of 7 per 100,000 residents.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.State officials reported Tuesday that San Diego County had an unadjusted new daily coronavirus case rate of 10.0 per 100,000. The adjusted case rate dropped to 8.9 per 100,000. Last week's unadjusted case rate was 8.7 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.Even as the number of cases climbs, the testing positivity rate for the region continues to decline. From last week's data, it dropped to 2.6%, a 0.8% decline. It still remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.3% to 6.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.Of the 12,349 tests reported Sunday, 9% returned positive, increasing the 14-day rolling average of positive tests to 4.2%.Of the total number of cases in the county, 4,197 -- or 6.5% -- have required hospitalization and 958 patients -- or 1.5% of all cases -- had to be admitted to an intensive care unit.The number of community outbreaks in the past week was 45 as of Saturday.The county launched a COVID-19 case rate map Thursday showing how cities and communities are being impacted by the novel coronavirus. SAN DIEGO (CNS) - Police Tuesday were searching for a man suspected of carjacking another man on a Bay Terraces street.The victim was sitting in his 2018 Kia Forte around 9:55 p.m. Monday in the 1300 block of Manzana Way, near the Hillsborough Recreation Center, when a white van pulled up alongside him, San Diego police Officer John Buttle said.A man got out of the van and told him he wanted the car, then the victim -- assuming the man had a weapon -- got out of his car, Buttle said.Another person driving the van sped away, followed by the thief in the victim's Kia, which had California license plate 8BCW102, the officer said. SAN DIEGO (CNS) - San Diego Gulls coach Dallas Eakins was Monday named the coach of its NHL parent team, the Anaheim Ducks.Eakins coached the Gulls throughout their four seasons in the American Hockey League, guiding them to a 154-95-23 record and three Calder Cup playoff berths. They reached the Western Division finals in the recently concluded 2018-19 season.The Gulls had the best record in the AHL's Pacific Division since its inception in the 2015-16 season.The 52-year-old Eakins called his hiring as the Ducks' coach ``a tremendous honor for my family.''``I am truly humbled,'' Eakins said. ``It was a privilege to serve as head coach of the San Diego Gulls during our first four seasons and I look forward to build off that success here in Anaheim.''Eakins replaces Randy Carlyle, who was fired on Feb. 10. SAN DIEGO (CNS) -- San Diego Gas & Electric residential customers will see their electricity bills reduced by .28 in both August and September thanks to a climate credit program.Designed to fight climate change, the California Climate Credit will come from a state program that requires power plants, natural gas providers and other large industries that emit greenhouse gases to buy carbon pollution permits. The credit on customers' bills is their share of the payments from the state's program."This bill credit provides some financial relief at a critical time when many people need it due to the COVID-19 economic crisis and summer weather driving up energy use," said Scott Crider, SDG&E's vice president of customer services.Originally, the credit was scheduled to appear on customer bills in April and October. To help reduce bill spikes in the summer, when energy usage typically goes up along with the temperature, SDG&E successfully petitioned the California Public Utilities Commission to change the timing of the credit to August and September -- the months when air conditioning use typically peaks.There is no action required to receive the credit. All residential customers, including community choice aggregation customers, will automatically receive this credit from SDG&E on their August and September billing cycles.Residential customers with natural gas service received the natural gas portion of the California Climate Credit -- .11 -- in April.
