BEIJING, Nov. 25 (Xinhua) -- The Ministry of Commerce (MOC) said Friday that it will start an investigation into the U.S. government's policy support and subsidies for its renewable energy sector over trade barrier concerns.The MOC will look into six renewable energy programs concerning wind, solar and hydroelectric energy in the states of Washington, Massachusetts, Ohio, New Jersey and California, the MOC said in a statement posted on its website.The investigation was applied for by the China Chamber of Commerce for Imports and Exports of Machinery and Electronic Products, as well as the new energy chamber of the All-China Federation of Industry and Commerce."The applicants argued that the U.S. government's policy support and subsidies for its renewable energy industry constitute a trade barrier, as they violate the rules of the World Trade Organization and have hindered and restricted the development of China's renewable energy sector," the statement said.The applicants requested the elimination of any negative influence from the U.S. government's policy support and subsidies in order to maintain a fair trade environment, according to the statement.The investigation will end before May 25, 2012, although it may be extended to August 25, 2012 under special circumstances, according to the statement.

TAIYUAN, Jan. 9 (Xinhua) -- China successfully launched the Ziyuan III satellite Monday from the Taiyuan Satellite Launch Center in northern Shanxi province.The satellite, a high-resolution remote-sensing satellite for civilian use, was launched at 11:17 a.m. aboard a Long March 4B rocket, according to a statement from the center.The satellite, weighing 2650 kg, entered an orbit of 500 km above the Earth about 12 minutes after it was launched. It has a designed life expectancy of five years.According to the center, the satellite is tasked with offering services to aid the country's land-resources surveys, natural-disaster prevention, agriculture development, water-resources management, and urban planning.The rocket also carried a satellite from Luxemburg, according to the launch center.The orbiter was developed and produced by the China Academy of Space Technology, a subsidiary of China Aerospace Science and Technology Corporation (CASC).The Long March 4B rocket is developed by Shanghai Academy of Spaceflight Technology, another CASC subsidiary. Monday's mission marked the 156th flight of China's Long March series of carrier rockets.

WASHINGTON, Oct. 18 (Xinhua) -- Scientists have increased the estimate of the number of humpback whales in the North Pacific Ocean, according to a paper published Tuesday in the Marine Mammal Science journal.The increase follows a refined statistical analysis of data compiled in 2008 from the largest whale survey ever carried out to appraise humpback whale populations throughout the North Pacific.The number of North Pacific humpback whales in the 2008 study, known as the Structure of Populations, Levels of Abundance and Status of Humpbacks, or SPLASH, was estimated at just under 20,000 based on a preliminary look at the data.The latest research indicates the population to be over 21,000 and possibly even higher -- a significant improvement to the scant 1,400 humpback whales estimated in the North Pacific Ocean at the end of commercial whaling in 1966."These improved numbers are encouraging, especially after we have reduced most of the biases inherent in any statistical model," said Jay Barlow, marine mammal biologist of the U.S. National Oceanic and Atmospheric Administration (NOAA)."We feel the numbers may even be larger since there have been across-the-board increases in known population areas and unknown areas have probably seen the same increases," Barlow added.The SPLASH research was a three-year project started in 2004 involving NOAA scientists and hundreds of other researchers from the United States, Japan, Russia and some other countries.It was the first systematic survey ever attempted to determine the humpback whales' overall population, structure and genetic makeup in the North Pacific.

WASHINGTON, Nov. 29 (Xinhua) -- China and the United States on Tuesday held high-level talks on enhancing cooperation on anti- monopoly and anti-trust enforcement, with an aim to strengthen the bilateral economic and trade relations.This was the first time that the two sides held such meeting since they signed in last July a memorandum of understanding (MOU) on anti-monopoly and anti-trust enforcement cooperation by related enforcement agencies from the two countries.Gao Hucheng, China's International Trade Representative and Vice Minister of the Ministry of Commerce, led the Chinese delegation to the talks with the U.S. delegation headed by Jon Leibowitz, chairman of the U.S. Federal Trade Commission, and Sharis Pozen, acting Assistant Attorney General of the Department of Justice in charge of anti-trust affairs.The two sides briefed each other on the latest developments on the anti-monopoly and anti-trust policies and their enforcement in own country, while discussing ways to further strengthen anti- monopoly and anti-trust enforcement in related industries, during a time of economic downturn.They also reached an agreement on the guidelines of cooperation on pursuing anti-monopoly and anti-trust enforcement in individual cases, such as mergers of corporations, after reviewing the bilateral exchanges and cooperation in this field.It was agreed that the China-U.S. economic and trade relations are the cornerstone of the overall bilateral relationship, and the enforcement of anti-monopoly and anti-trust laws can help secure the smooth development of their economies, to the benefits of both countries and peoples.Such talks are conducive to enhancing mutual understanding of each other's practices in formulating and enforcing anti-monopoly and anti-trust policies, through sharing experiences and increased cooperation, the two sides agreed.In July, three Chinese anti-monopoly law enforcement agencies, the National Development and Reform Commission, Ministry of Commerce and State Administration for Industry and Commerce, signed the MOU on cooperation in anti-monopoly and anti-trust enforcement, with the U.S. Department of Justice and Federal Trade Commission.The document is a long-term framework between China's anti- monopoly enforcement agencies and their U.S. counterparts, designed to promote better enforcement of competition laws and regulations of the two countries.
