SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday. The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project. In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. Crews will perform improvements to the surface of the trolley tracks, including tamping the rail -- a process that secures the rail to avoid misalignment once in use.The Mid-Coast Trolley project will extend UC San Diego Blue Line Trolley service from the Santa Fe Depot in Downtown San Diego north to the University area and is anticipated to be complete by late 2021.During all construction, nearby residents and businesses can expect intermittent noise and lights. 1912

SAN DIEGO (CNS) - More than 15,000 runners are expected in Balboa Park on Sunday for the 21st annual Susan G. Komen San Diego Race for the Cure. The event will raise funds for Komen's breast cancer programs, including mammography, financial assistance to patients and meal delivery. An opening ceremony is scheduled for 7:30 a.m., and the 5K run and 1K walk/run begin at 8 a.m. at Sixth Avenue and Palm Street on the west side of Balboa Park.According to Komen, six women a day are diagnosed with breast cancer in San Diego and one dies daily from the disease. However, the survival rate is nearly 99 percent if the most common form of breast cancer is detected early, Komen officials said. Many of the organization's programs, such as free mammograms for low-income women, are aimed at finding the disease as soon as possible.A closing awards ceremony will take place after the run.Online registration is closed. In-person registration is available Saturday from 10 a.m. to 2 p.m. at the race site, and Sunday beginning at 6:30 p.m. 1038

SAN DIEGO (CNS) - A vehicle struck and killed a pedestrian Friday on Interstate 5 at the southern end of Balboa Park. The traffic fatality occurred shortly before 9 a.m. on the northbound side of the freeway, near state Route 163 in downtown San Diego, according to the California Highway Patrol. It was unclear why the pedestrian, who died at the scene, was on the interstate, CHP public-affairs Officer Salvador Castro said. The fatality left three northbound lanes blocked in the area and tangled traffic for miles through late morning. 544

SAN DIEGO (CNS) - A North County organization was awarded 0,000 in grant funding from the Department of Justice today to provide up to two years of transitional housing assistance for human trafficking victims.North County Lifeline Inc. is one of 73 grant awardees to receive funding Tuesday aimed at providing six to 24 months of transitional or short- term housing assistance for trafficking victims, including rental, utilities or related expenses, such as security deposits and relocation costs. The funding will also go toward assisting victims in finding permanent housing, employment, occupational training and counseling. The Office for Victims of Crime, a component of the Department of Justice's Office of Justice Programs, awarded ,104,338 overall to organizations across 34 states, in what the department said was the largest federal investment of its kind.North County Lifeline Inc. is a community-based human services organization serving low-income and underserved populations in San Diego County, according to the organization's website. The organization's housing program utilizes a housing-first model that does not require tenants to meet criteria that often precludes trafficking victims from attaining housing, according to a statement from the U.S.Attorney's Office, which said substance abuse issues, mental health issues and prior criminal records often keep trafficking victims from qualifying for long- term housing. The office said the organization is looking to serve around 75 trafficking victims over the project period.Clients will also be offered supportive services such as ongoing case management, medical and dental care, (limited) legal assistance, literacy/GED/education assistance, LGBTQ services, substance abuse treatment, trauma counseling, life skills training, and employment and financial coaching.``Eradicating the horrific crime of human trafficking and helping its victims are top priorities for the Department of Justice,'' U.S. Attorney Robert Brewer said. ``We are working relentlessly to bring human traffickers to justice and to deliver critical aid to trafficking survivors, who often have nowhere to go once they are freed from trafficking. We cannot allow the trauma of trafficking to give way to new dangers caused by homelessness, which often leads to re-victimization by predators. These funds will provide San Diego victims the shelter and support they need to turn the corner and begin a new life.'' 2469
