SAN DIEGO (KGTV) - A Serra Mesa family expecting nearly ,000 in stimulus funds in April is still waiting.Mark Perry, who is married with four children, says his family was expecting a big stimulus check. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. San Diego (KGTV) - About a hundred people packed the auditorium at Crown Point in Pacific Beach Wednesday night to sound off about the deckles bikes and scooters invading their community.The PB Town Council held the meeting.  Representatives from LimeBike, Ofo, BIRD, and Mobike were present to take questions from the crowd.RELATED: Coronado to begin impounding dockless?bikes, fining companiesThe two main concerns dealt with encroachment issues and safety concerns. The dockless bike and scooter rental model involves people checking them out using an app, but after they’re done using them, they can leave them anywhere for the next rider to find and use.Many complained of the vehicles cluttering sidewalks, storefronts and residential blocks.Other say people are riding them illegally, either because they are too young, without a helmet, or riding them without where the vehicles are not allowed.“They have no regard for human life I think someone is going to die,” one woman said.“it's with anything new right? You have a couple of bad actors that don’t know how to operate the vehicle responsibly,” Zack Bartlett with LimeBike said. “The community seems to be behind the technology.  We’re also in 45 markets, so this isn’t our first rodeo. SAN DIEGO (KGTV) - An advisory committee made up of medical experts met Thursday virtually and recommended that the FDA authorize the Pfizer vaccine for emergency use for Americans 16 and older.The vote was 17 to 4.Hospitals across the San Diego County are preparing their staff and most vulnerable patients for the rollout of the vaccine. They are in the first groups of people to be vaccinated.The county expects to get 28,275 doses of the Pfizer vaccine next week if it gets FDA approval. The initial shipment of doses is not likely enough to meet the large demand said Dr. Davey Smith, the Chief of infectious diseases and Global Public Health at UC San Diego Health."There probably won't be enough for the frontline workers, so we even triage between the frontline workers. So who has the most contact in terms of emergency room workers, nursing staff, those on the front desk, those are the people who should and will get it first, all across the institution," Smith saidThe vaccine is expected at a time when COVID-19 infections are on the rise, and ICUs are filling up."We have hospital beds available, and ICU beds available," Smith said. "If we hit 100 percent in one unit, we're going to open up something else. We have other outside facilities with tents. We thought through this, through every single scenario. We have people who are not taking a vacation. We have backup upon backups to keep San Diego safe." 1433

SAN DIEGO (KGTV) -- A woman was killed after a collision with a tree that split the car she was driving in two in the Carmel Mountain Ranch area.According to San Diego police, the driver, who has yet to be identified, was traveling on Carmel Mountain Road at an unknown speed when she lost control of the vehicle and hit a tree.Police said a passerby spotted the wreckage round 1:15 a.m. Wednesday, but it's unclear when the crash occurred.No other injuries were reported. 480

SAN DIEGO (KGTV) -- A San Diego Police Sergeant accused of soliciting sex with a minor was found dead after failing to show up for court Monday. Joseph Ruvido, 49, was absent from his arraignment Monday, forcing a judge to issue a bench warrant and revoking his bail of 0,000. According to police, Ruvido was found dead around 4:25 p.m. as officers conducted a welfare check at his Carmel Valley home. Ruvido was charged Monday with two felony counts of arranging a meeting with a minor with sexual intent and one count of attempted lewd acts on a minor between the ages of 14 and 15.The prosecutor won't provide details citing the ongoing investigation, but says the acts were committed July 6th. Police arrested Ruvido at his home in Carmel Valley on July 26th, two days after getting a Crime Stoppers tip. RELATED: San Diego Police Sergeant arrested for soliciting sex with a minorRuvido was assigned to the SDPD Watch Commander's Office, approving reports and and bookings. Before that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit. He'd been with the department for 21 years.
