SAN DIEGO (KGTV) – California and two other Western states have issued travel advisories that include a 14-day quarantine for those visiting the states or returning home from outside travel.California Gov. Gavin Newsom, Oregon Gov. Kate Brown, and Washington Gov. Jay Inslee put the advisories into action for their respective states on Friday. The announcement comes as travel is expected to ramp up for the holidays.The advisories urge “visitors entering their states or returning home from travel outside these states to self-quarantine to slow the spread of the virus. The travel advisories urge against non-essential out-of-state travel, ask people to self-quarantine for 14 days after arriving from another state or country and encourage residents to stay local.”CALIFORNIA TRAVEL ADVISORY ANNOUNCEMENTIn addition to the self-quarantine, the advisories recommend travelers “limit their interactions to their immediate household. The advisories define essential travel as travel for work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care and safety and security.”Newsom said in a news release, “Travel increases the risk of spreading COVID-19, and we must all collectively increase our efforts at this time to keep the virus at bay and save lives.”Brown added, “COVID-19 does not stop at state lines. As hospitals across the West are stretched to capacity, we must take steps to ensure travelers are not bringing this disease home with them. If you do not need to travel, you shouldn’t. This will be hard, especially with Thanksgiving around the corner. But the best way to keep your family safe is to stay close to home.”“Limiting and reducing travel is one way to reduce the further spread of the disease. I am happy to partner with California and Oregon in this effort to help protect lives up and down the West Coast,” Inslee said.The governors did not say how long the advisories are expected to last. 1981

SAN DIEGO (KGTV) – At least 10 people were arrested during demonstrations in downtown San Diego Wednesday night that were sparked by the grand jury decision in the Breonna Taylor case.ABC 10News learned there were initially two separate protests planned in the downtown area. Eventually, the two groups joined together.Protesters marched through downtown chanting and holding signs demanding justice for Taylor. The demonstration made its way to San Diego Police Department headquarters on Broadway.Shortly after 10 p.m., SDPD tweeted that there were acts of violence and vandalism and declared the protest outside headquarters “an unlawful assembly.”According to the tweet, the crowd was ordered to disperse or face arrest. In response to acts of violence & vandalism, the protest in front of the SDPD Headquarters building (1401 Broadway) has now been declared an unlawful assembly.Demonstrators are ordered to immediately disperse. The warrant used to search her home was connected to a suspect who did not live there, and no drugs were found inside.A grand jury in Louisville on Wednesday decided that no officers will face charges for Taylor's death.Prosecutors argued the two officers who fired at Taylor were justified in using force to protect themselves after they were shot at by Taylor's boyfriend.The officer who fired the fatal shot and another officer who fired his weapon at Taylor face no charges, but former Louisville Metro Police Department Detective Brett Hankison was indicted with three counts of wanton endangerment for firing shots that went through Taylor's apartment and into an adjoining unit.City News Service contributed to this report 2118

SAN DIEGO (KGTV) — As a woman lay paralyzed from a horrific accident, police say someone was inside her car, stealing from her.  The search for that thief is now turning to San Diego County."She was the nicest, most wonderful person I've ever known," said Don Nelson.Nelson says his wife of 27 years, Terri, was on her way to pick up her father for a hospital trip in August when a truck rear-ended her car at a stoplight in Riverside.  As she lay with her neck broken, amid the commotion of bystanders and first responders coming to her aid, police say someone got into her car and stole her purse.Detectives say within days of the accident, surveillance images show her using Terri's credit cards and writing checks in her name. Nelson says as some ,000 worth of purchases were made at various businesses, from fast food restaurants and Albertsons to Costco."I think that's the lowest form of life that could possibly be. You have to be a sorry person to do something like that," said Nelson.For three months, Terri was paralyzed and on a ventilator, until she passed last week from complications from the accident.  Her husband's grief is not the only emotion that consumes him. There is also anger. He's still dealing with collection agencies seeking money from the thief's shopping spree.  During that crime spree, police believe the woman rented a Nissan Rogue in Terri's name, before the CHP pulled that car over on a highway in San Diego County. The two men inside the car have yet to lead detectives to the woman, but police hope tips from the public will."I just can't believe a lightning bolt didn't strike the person. SAN DIEGO (KGTV) — As a way to celebrate military members and their families this weekend, San Diego County Animal Services will waive adoption fees.From May 24 to 26, the department will take part in the Animals for Armed Forces adoption event to offer the free adoptions for cats, dogs, and rabbits. Active duty, reserve, and veterans from the Army, Navy, Marines, Air Force, Coast Guard, and National Guard and their immediate family are eligible for the promotion.RELATED: Memorial Day ceremonies and events in San DiegoCounty Animal Services’ Carlsbad and Bonita locations will also include free vaccinations, spay or neuter, a microchip, licensing, and a veterinary exam with adoptions.“This is the County’s way of saying thank you for all the sacrifices the military and their families make to keep us safe,” County Animal Services Director Dan DeSousa said. “And sometimes these adoptions have the effect of the two rescuing each other.”Those interested in adopting a pet must show photo identification and at least one of the following forms of ID: A military ID, Dependent ID, DD-214 and driver’s license or NGB Form 22.The adoption event runs from 9:30 a.m. to 5:30 p.m. each day of the event. SAN DIEGO (KGTV) — As Pride Month comes to a close, the San Diego Unified School District is working to make sure LGBTQ students feel supported year-round. The district's curriculum is becoming more inclusive. School can be a tough time for many students, including those who identify with the LGBTQIA community."In a 2017 report, a national study, 82% of our LGBTQ students reported hearing anti-LGBTQ remarks," says Assemblymember Todd Gloria. "Seven in 10 reported being called names or threatened during their school day."Gloria spearheaded Assembly Bill 493. It would mandate LGBTQ identity training for educators, grades 7-12. Governor Gavin Newsom signed the bill into law last fall.Although school is out for summer break, the San Diego Unified School District is showing its support. The Pride and Transgender flags, among others, were raised outside of the district's office.SDUSD has implemented a curriculum that will help teachers and students. Each module contains four lessons. It comes equipped with terminology and LGBTQIA history."What we found out as a district, is that these students are hearing about these issues and these people for the first time because a lot of our educators have been ill-prepared to have these discussions in classrooms," says Ebonee Weathers with the Youth Advocacy Dept.Weathers also notes that it's important for educators to build relationships and empower students, so they feel safe and comfortable in school settings. 1478
