SCRIPPS RANCH (KGTV): The "shake table" at UC San Diego will soon be able to move just like a real earthquake, thanks to a grant from the National Science Foundation.Researchers at UC San Diego received .3 million for upgrades to the machine."This would become one of the very best centers for earthquake engineering worldwide," says Professor Joel Conte, who teaches in the school's Department of Structural Engineering.Researchers say, right now, the shake table only moves back and forth, rocking large structures placed on top of it. With the grant, they'll be able to change the hydraulics on the machine. Once completed, it will shake back and forth, left and right, up and down and will also pitch, roll and yaw."We'll be able to reproduce real earthquake ground motions much more realistically, much more accurately, and much more completely," says Conte.Building designers and researchers use the shake table to test how structures will react to an earthquake, what kind of damage they'd sustain and whether or not they'd be usable immediately afterward.The shake table can hold multi-story buildings, bridge columns, wind turbines and more. The first structure scheduled to be tested after the upgrade is a 10-story building made from cross-laminated timber.According to the school, the money from the grant will add "new hydraulic pumps, a cooling tower and very large accumulator banks for the facility’s hydraulic-powered system. It will cover the costs of reconfiguring the existing two horizontal actuators, adding another two horizontal actuators, and powering the six vertical actuators to generate table motion."Researchers say it will be the most modern, functional shake table in the world."As soon as it can move in several directions, we will be able to serve all these needs," says Conte. "In the past, the industry in California often had to go to Japan, to China, to Korea. That will not be the case anymore."Construction on the upgrades will start in February of 2020 and be complete by July of 2021. 2042

SAN MARCOS, Calif. (KGTV) -- Kelley Keatly and her husband were walking in their San Marcos neighborhood Wednesday morning when something caught their attention.They noticed a red sticker stuck to an electrical box. When they looked closer, they saw a message of hate, one that read: “The symbol of white resistance.”The sticker included a link to a website filled with hatred - towards Jews, African Americans, and the LGBTQ community.ABC 10News is not identifying the group.“Really I just see it as an act of pure evil, and it has no place in my community, it has no place in any community,” Keatly said.Keatly took the sticker and posted an image of it on a neighborhood Facebook page. Melissa Burgess saw the post and then found four - on electric boxes and traffic lights, including ones near San Elijo Elementary and Middle schools, where her children attend.“I came home, I was shaking just from anger and pain and hurt and just all of that from having seen that here in my community,” she said.Then, even more neighbors found the stickers, including on the back of Stop signs.The stickers come after a recent spate of hate-inspired incidents in the county, including people wearing swastika face masks to grocery stores, and another driving with a Nazi flag.Tammy Gillies, who heads the San Diego Anti-Defamation League, says it’s vital to report all incidents.“You have one person that can be radicalized on the Internet, one person that is drawn to look at a website through these fliers or these stickers and goes down a wrong path, so it is very concerning,” Gillies said.She alluded to last year's deadly shooting at the Chabad of Poway synagogue, allegedly carried out by a 19-year-old radicalized online.The Sheriff's Department says a total of seven stickers were located. (KGTV) - A Santee family believes their loved one was among the four people killed by mysterious blue pills last week. “That’s the biggest thing is, I’m pissed somebody is out there doing this,” said Dan Steele, the stepfather of Casey Force. Force, 39, said goodbye to his mother as she left for work Wednesday night. The next morning, Force’s three sons woke up and found him dead in his bed. Steele said the family hasn’t received an official cause of death, but deputies told him blue pills were found in the bedroom. Force was nine months sober from his alcohol addiction and appeared to be succeeding as a painter. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California.This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office.He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387

(KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic.Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez.The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States.
