LA MESA, Calif. (KGTV) – After being closed by the city in March due to the coronavirus pandemic, the La Mesa attraction known as the “secret stairs” was reopened to the public.The city announced Wednesday that the popular destination near Windsor Drive is open with specific social distancing guidelines in place.The stairs, widely used as a community trail or exercise route, was shut down on March 24 due to visitors not following social distancing rules.Despite the closure, some residents told the city that warning signs noting guidelines were being ignored.With the reopening, city officials are asking visitors to know the following before going to the stairs:WEAR A MASK: Everyone should wear a mask covering their face at all times while in this public space.MAINTAIN DISTANCE: Keep physical distance of 6 feet between individuals from different households and prevent crowding.PLAN AHEAD: Visit at times or days that are less crowded.KNOW WHEN TO STAY HOME: Those with underlying medical conditions should avoid public spaces when others are present. An online petition is asking for signatures to get James considered to take over the Secretary of Education position from Betsy DeVos.The petition says they want James to step in as he has shown his desire to help at-risk children after opening his "I Promise" school in Akron, Ohio late last month which will give education to those children who would not otherwise be able to receive it. It also gives all those who graduate from the school free tuition to Akron University. James recently spoke to CNN's Don Lemon to discuss the new school as well as President Trump to elected DeVos to her position. Trump then went on to tweet about the interview, calling into question James' intelligence. The tweet led to a firestorm of responses calling into question Trump's intelligence as well as the Secretary of Education's. Green Bay Packers quarterback Aaron Rodgers responded to the president's tweet by saying he, and many other athletes across different sports, support James and what he has done in the community, not just the NBA. LA MESA (CNS) - The La Mesa Police Department will resume parking regulation enforcement citywide starting the second week of November, officials announced Wednesday.La Mesa suspended the issuing of parking tickets on March 17 due to the ongoing coronavirus pandemic.Starting Monday, Nov. 9, La Mesa police will issue written citations for vehicles parked in violation of posted street sweeping routes, metered parking restrictions, curb time limits, commercial zones and 72-hour parking limits.The city of San Diego temporarily suspended parking enforcement on March 16, limiting enforcement to holiday or Sunday regulations only. LA MESA, Calif. (KGTV) — This week, police say they arrested a La Mesa businessman, who was the subject of an inappropriate video posted online earlier this year, for violating a restraining order.La Mesa Police said Peter Carzis was arrested Tuesday and charged with violation of a domestic violence restraining order. Officers responded to the 8200 block of Lemon Avenue at about 6:30 p.m. for a report of a possible restraining order violation. Carzis was contacted by officers outside of an apartment complex.As part of an active restraining order, Carzis is ordered to stay 100 yards away from the protected party's address, police said. Officers found Carzis sitting outside of the residence.Last January, Carzis was captured on video allegedly committing a lewd act with a woman on the sidewalk outside his clothing store, Peter's Men's apparel on La Mesa Boulevard. The video was posted on a Facebook community page.When news crews returned to the area to speak with Carzis, he allegedly attacked news reporters and photographers who were attempting to interview him outside his business.Carzis has pleaded not guilty to felony vandalism charges and misdemeanor counts of battery and committing a lewd act in public. 1232

(KGTV) - A La Mesa woman is on the hunt for clues, after she made a startling discovery near a sidewalk during a walk.Along scenic Explorer Road, Patty Serrano was finishing up a walk with a friend one afternoon two Fridays ago, when something on the ground caught her eye."First of all shock. Why is this on the ground? I picked it up. Couldn't believe my luck finding something like that," said Serrano.What she found was an old, wet document.RELATED: Self-driving ship travels from San Diego to Hawaii with no one aboard"Took it home. Dried it and flattened it," said Serrano.The document was a Plank Owner Certificate. Serrano, a retired Navy officer, knew exactly what that meant. "I knew those are rare, issued to people who are the first crew members of a ship," said Serrano.The certificates aren't official Navy documents. They are created and distributed by crew members. The ship attached to this certificate was the U.S.S.
