SAN DIEGO (KGTV)-  Tens of thousands of people in San Diego are on a waiting list for rental assistance.According to the San Diego Housing Commission, the Section 8 voucher program is currently helping about 15,000 families.With the need so great, Team 10 wanted to know if everyone getting help qualifies for a voucher.RELATED: Making It in San Diego: Region needs 143,000 affordable homesUsing information from the San Diego Housing Commission, 10News compared 2017 data on family size and income limits to the maximum annual income limits allowed at the time. The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program. With their rifles drawn and heads on a swivel, deputies escort students at Saugus High School in Santa Clarita-- the latest location of a deadly school shooting. Just as law enforcement and educators are speaking out about the tragedy, so is the medical community."There's no more of a horrible feeling than to tell a family member that their child is now deceased and no longer can play," Jeffery Upperman, MD, said. Vanderbilt Children's Hospital's Surgeon-In-Chief, Dr. Upperman said Thursday morning's incident hit home. He is a long-time resident of Los Angeles County, who just recently transferred to Tennessee. "Hearing about the tragedy, I could've been one of those trauma doctors in the bay."He is in San Diego this week with more than 500 medical professionals at the Pediatric Trauma Society Conference, to learn about the latest medical treatments that focus on the care of injured children. Dr. Peter Masiakos is the Pediatric Trauma Director at Massachusetts General Hospital. He is speaking about the effects of gun violence. "We all know that it's far better to act on the side of prevention, instead of acting to fix the wounds," Dr. Masiakos said. He said too many kids come into the E.R. with gunshot wounds - via homicide, accident, or suicide. He said new federal policies need to be enacted to protect them, just like seat-belt legislation and the fight against tobacco."We have to engage the community like in the same way that Dr. C. Everett Koop did almost 40 years ago when he identified the issue of smoking and mitigated that," Dr. Masiakos said. They said school shootings are no longer just a gun issue, a school issue, or a law enforcement issue. They said it is a public health crisis."Physicians, seeing what we see, we are in our lane, and we talk about the issue of gun violence as we know what it is. Many dads were happy to take their loved ones out for a hearty meal, now that COVID-19 restrictions have become a little looser.All around town, there were lines out the door for Father's Day brunch. This was a welcome sight for San Diego restaurant owners."We missed mother's day, and we missed spring break," Johnny Rivera, co-owner of Hash House A Go Go in Hillcrest said. "These are the acorns in our business that we like to gather. And now that it's Father's Day, we feel like kind of back to normal today."During last month's Mother's Day, restaurants were only allowed to offer curbside pick up and delivery due to County Health Department rules. But now that dining restrictions have eased up, the 'Papa Bears' were ready for their big outing."They seem like they're coming out of hibernation a little bit," Rivera laughed.Some were still a bit hesitant to dine out."We were a little skeptical about it, but we still enjoy going out here and there," father, Alan Valdez said. He and his family were dining at Breakfast Republic in Downtown San Diego.Others were publicly ready to celebrate fatherhood with their loved ones."We were all waiting by our cars," a diner at Hash House A Go Go said. "We got a phone call, and everybody kept their distance while we were waiting." Three generations of his family were dining out, after getting a last-minute table at the restaurant. Of course, menu items were all dad-sized and dad-approved."Pork ribs and eggs, chicken wings and eggs, fried chicken, waffle, all things dad needs," Rivera shared."You can take a shower in this bowl, man!" the diner at Hash House said.The best part of the day?"Just hang out, take a day off work," Valdez said."I got my family. San Diego shipbuilder General Dynamics NASSCO has notified nearly 1,500 workers that they could be out of a job next month. The shipbuilder, however, says it anticipates letting go of closer to 350 workers. NASSCO says the layoffs are related to a dry dock accident in July that caused damaged to its facilities, although the workers union president says other factors are at play.“We are pursuing all available options to avoid or lessen the impact of these reductions and hope to increase our workforce as soon as possible to support work expected in 2019,” NASSCO president Kevin Graney said in a layoff notice to the state. RELATED: San Diego dry dock floods following barrier collapseThe list of jobs impacted includes 129 welders, 85 electricians, 84 painters and 82 pipe fitters.  Robert Godinez, who heads the Boilermakers Union Local 1998, said the number of potential layoffs is high because NASSCO uses an evaluation system to guide which workers it lays off. Those with the lowest evaluation are out first, and that can change with training.Godinez said he expects the layoffs to last about four to six months until NASSCO can fix its dry dock.  "If they lay off 400, 500, 600, 700, that should cover that notification requirement," he said. The layoffs come after NASSCO held a large hiring fair in April, as it looked to add 800 to 1,000 new welders and shipbuilders.However, Godinez said the shipbuilder did not hire even close to that number. He said Navy repair work fizzled and that a construction project got set back. Additionally, a union newsletter mailed before the accident reported 48 workers had been laid off  - a number too low to trigger a WARN public notice.  “People weren't ready for this, they weren't ready for the layoff,” Godinez said. “They were walking into the shipyard, they were watching these humongous banners that they’re going to be hiring like crazy and everyone’s on the upswing, and all of a sudden the layoffs start.”At the time of the accident, the fire department said a barrier that keeps water from going into the ship collapsed, leading to a flood. No one was hurt. Godinez said 4 million gallons of water rushed in and hit a 70,000 ton ship. That damage is delaying the next order, leading to the potential layoffs.NASSCO spokesman Dennis DuBard pinned the layoffs to the July 11 incident, and said the company is working to remedy the situation. 10News has since inquired about issues related to the April hiring event. “We are working diligently so not all employees who were notified will be affected. We regret the impact this will have on employees and their families,” DuBard said. “The company has arranged a variety of programs and resources to assist those who will be affected.”Godinez said the union would be working to arrange for additional training for workers who could be laid off, so they can find new jobs.  3023

SAN DIEGO, CA (KGTV) -- While many sports have made their return during the COVID-19 pandemic, bowling alleys have remained closed.The Mira Mesa Lanes have been a very important part of the Mira Mesa community for years. The bowling alley off Mira Mesa Boulevard has been known for their special needs and senior leagues, and as a spot for youth bowlers to enjoy the game with family and friends.Those who love the Lanes hope it has not seen its last strike."They have probably the biggest, or the second biggest, youth program in the state. We also have a couple of national champions that bowl there," said Marci Greim, who has started a "Save Mira Mesa Lanes" GoFundMe page.Greim, a mother of two young bowlers, said Mira Mesa Lanes has always been a big advocate of college."The kids, just by participating in leagues, have a portion of their dues set aside for college scholarship money. Then, when the kids do well in tournaments, or other things like that, they are earning college scholarship money. Mira Mesa Lanes has just always welcomed the youth bowlers,” said Greim.Mira Mesa Lanes shut down on March 16 due to the onset of the coronavirus pandemic. They reopened for a few weeks in June, but state restrictions forced them to shut down once again.The alley has been closed ever since."So, they are really on the brink," said Greim. "They are already behind on their rent and it's looking pretty bleak."The GoFundMe page was organized to help Mira Mesa Lanes pay their rent while the alley sits in limbo amid the pandemic.“It’s to help them survive long enough to not be closed permanently,” said Greim. 1625
