SAN DIEGO (KGTV) -- Average rainfall and warmer temperatures, that’s what the San Diego office of the National Weather Service is forecasting this winter.With a few windows of opportunity for significant precipitation from December to March, it will be a warm and dry winter with more Santa Ana winds expected, according to City News Service.The National Weather Service predicts that San Diego’s best chance for rain in the near future will be in mid-November.The maps below show what the rest of November is expected to bring as far as rain and temperatures: RELATED: Check today's forecastRecently, winters in Southern California have trended toward fewer rainy days with heavier precipitation.“If we don’t get that rain in mid-November, then we’re talking about severe fire weather conditions again like last year going into December,” National Weather Service meteorologist Alex Tardy said.10News meteorologist Megan Perry said El Nino conditions are starting to develop. “El Nino is favored (70 to 75% chance) to form and continue through the winter. SAN DIEGO (KGTV) -- Caltrans is alerting San Diegans of a closure that will shut down SR-163 Wednesday and Thursday nights.According to the agency, all lanes of SR-163 will close between Interstate 8 and Genesee Avenue between 11 p.m. and 5 a.m. Wednesday and Thursday nights.Caltrans says the northbound lanes will close Wednesday night and the southbound lanes will shut down Thursday night. At no time will the road close in both directions at the same time.RELATED: Check traffic conditionsSome of the lanes will begin closing at 7 p.m. with all the lanes closing by 11 p.m. The closure will also include the eastbound and westbound I-8 connector ramps to northbound SR-163. The eastbound Friars Road on-ramp to northbound SR-163 will also be closed.Caltrans says all southbound motorists will be rerouted to southbound I-805. Northbound travelers will be rerouted to eastbound I-8.The closures will take place so crews can continue installing falsework on the Friars Road Bridge. 1002
SAN DIEGO (KGTV) -- California roads have some of the worst drivers in the entire country, according to a new ranking.Finance website SmartAsset reports that California ties with Missouri to take third on the list for states with the worst drivers.In order to rank states, the site looked at the percentage of drivers with insurance, the number of DUIs per driver, the average number of deaths per miles driven and how often residents Google terms like traffic ticket or speeding ticket.California ranked 12th for DUIs per thousand drivers and 11th for percentage of uninsured drivers. The Golden State also ranked 32nd for number of people killed per 100 million miles driven.It may give some comfort to know that California wasn’t ranked first. SAN DIEGO (KGTV) — Border agents arrested 15 people over Presidents’ Day weekend during a smuggling event in Mission Bay.U.S. Border Patrol agents caught the smuggling incident in action on Saturday at about 2 p.m. at a Ski Beach launch ramp. As agents got closer, they say they noticed a large group of people quickly exiting the boat and heading for three vehicles.Agents stopped the individuals from getting away and questioned all 15 people involved in the incident.Agents say six people in the group were suspected of human smuggling and arrested. Five of them are U.S. citizens, including four men ranging from 20 to 30 years old and one 25-year-old woman, according to border officials.The nine other people arrested were male Mexican nationals ranging from 27 to 41 years old who admitted to being illegally present.U.S. Border Patrol seized the boat and three vehicles at the scene. 899
SAN DIEGO (KGTV) — Before Vice President Mike Pence made his way to Coronado, he spent the morning at the Hilton Bayfront Hotel.The Vice President and Second lady stayed there during their San Diego Visit. A few protestors inflated the now well-known "Baby Trump" outside of the hotel; It's possible the Vice President got a look at the giant balloon. "We're hoping that the Vice President sees this and sees that there is resistance here in San Diego," says protestor Will Johnson. The giant balloon was an attention grabber for many who saw it on Park Boulevard. "I knew he was coming to town, but I didn't know he was staying here," says Kate Permenter. Permenter is in town for a convention and staying at the Hilton Bayfront Hotel, saying, "So last night people kind of started freaking out."Outside of the hotel, security checked every car making its way into the garage. Hotel guests say there are dozens of police officers and secret service agents inside of the hotel. "At every entrance, there are cops just kind of staring at you."Dozens of officers escorted the motorcade as the Vice President left downtown this morning. Protestors said there would be another demonstration outside of the hotel at 7 p.m. but "Baby Trump" will not be in attendance. 1270
