SAN DIEGO (KGTV) -- Small businesses that take the government up on its low-interest loan proposal may not end up paying any of the money back under certain circumstances. As part of the Coronavirus economic stimulus bill in Congress, the Federal Government would make available upwards of 0 billion in low-interest loans of 2.75 to 3.75 percent for many businesses under 500 workers. The loans would help employers who are suffering amid the economic shutdown stay afloat in the short term. Additionally, for businesses that maintain payroll or meet certain hiring requirements, the government may forgive the loan entirely. "This could be a vital safety net for many of these companies that might close, and for their employees who might not have any other source of income during this painful period," said Lynn Reaser, chief economist at Point Loma Nazarene University. Small businesses and workers in San Diego have been hit hard amid the outbreak. The San Diego Workforce Partnership estimates 350,000 employees could be laid off, many from service sector jobs that don't have the option to work at home. Those jobs are largely in retail, accomodation, and restaurants.At The French Gourmet in Pacific Beach, owner Michel Malecot says sales are down 90 percent and that the restaurant and its catering business have lost 0,000. He has put in 0,000 of savings to keep the lights on and pay his suppliers. "It's like being a zombie," Malecot says. "You are in the tomb and nothing is really happening yet. Your instinct takes over and you have to try to make it."Malecot says he is initially optimistic about the loan program. Park officials issued a statement on Monday to announce the March 10 closure due to “possible periods of significant rain and high winds.”Park officials say they anticipate opening again on Wednesday, March 11. According to the National Weather Service, coastal areas around SeaWorld could get as much as an inch of rain from Monday night through Wednesday morning. SAN DIEGO (KGTV) — Santa Ana winds have fueled the most destructive wildfires in San Diego’s history, including the Cedar Fire in 2003 and the Witch Creek Fire in 2007.But why do Santa Anas form and what makes them so effective at spreading fire?Typically, during the day, San Diego’s winds blow from the ocean to the shore. These onshore winds tend to carry a lot of water vapor.However, Santa Ana winds blow the opposite direction, from the east to the west, and they have all the ingredients fires need to spread.“Strong winds,” said National Weather Service San Diego meteorologist Philip Gonsalves. “They’re typically very dry, and we usually end up with warmer conditions.”Strong. Dry. Hot. A fourth key factor elevating the fire danger is the timing of this wind pattern.“They typically occur in the fall, which is that time of the year when the fuel moistures are very low, and so the fuels are primed for ignition,” Gonsalves said.Winds flow from areas of high pressure to areas of low pressure. Santa Anas form when there is high pressure over the Great Basin, located in Nevada and parts of Utah, and low pressure over Southern California.The winds are coming from the desert, but that’s not why they’re hot. They are hot for the same reason that air coming out of a bicycle pump is hot, Gonsalves said. It’s because the air is getting compressed.As the winds flow west out of the Great Basin, they travel over mountains. At high elevations, the air is very cool, but as the winds move downslope into lower elevations where the pressure is higher, the air gets compressed. That compression rapidly drives up the temperature in what’s called the Adiabatic Process.This process also dries out the air, and dry air can heat up much faster.As the winds move downslope, they pass over ridges and through canyons, which act like funnels, speeding up the winds.Santa Ana winds can pop up any time the Great Basin is cooler than Southern California, typically from September to May. But peak season is considered to be October.The Santa Ana event on Tuesday is falling a little before the peak season because of the positioning of highs and lows in the Northern Hemisphere, Gonsalves said, but the end result is the same: strong, dry, warm winds and extreme fire danger. 2281

SAN DIEGO (KGTV) - Several people were hospitalized after they reportedly fell ill at a Sorrento Valley pharmaceutical company.San Diego Fire-Rescue crews were called to 6769 Mesa Ridge just before 2 p.m. Tuesday to reports that a 60-year-old man was passed out outside the business, Inovio Pharmaceuticals.Bystanders reportedly began CPR and used a defibrillator on the man.Crews say that additional people were transported after falling ill. In all, two people transported themselves to Scripps Memorial Hospital while two others were transported by emergency crews.Their conditions are not known at this time.SDFD said they believe the victims became sick after eating food brought in by an employee.  727

SAN DIEGO (KGTV) — Still many unanswered questions after alleged Poway synagogue shooter appeared at his readiness hearing in San Diego Superior Court.The Deputy District Attorney, David Grapilon, said he doesn't know if this will be a death penalty case and can't tell 10News how the 19-year-old legally obtained the gun used during the shooting.In the state case the shooter faces one count of murder, three counts of attempted murder and a count of arson against an Escondido mosque."We have still not received recordings of the witnesses, we expect that there's going to be firearms analysis which will be crucial for this case, we also expect that there's going to be computer evidence involving my client's computer which is going to be very relevant in this case," Public Defender John O'Connell said.The evidence is already extensive, more than 700 pages handed over from the Deputy District Attorney to the defense. More evidence includes surveillance video of the shooting from the time he entered to the time he left the synagogue."The Sheriff's Department did a pretty exhaustive investigation along with the FBI, and allied agencies and there's a lot of statements of witnesses that we're taking," Grapilon said. He added those statements will be redacted when turned over to the defense.While the shooter's family was in federal court two days ago, no one was in the gallery Thursday.10News went to the family's neighborhood to see how they're faring.
