SAN DIEGO (KGTV) — County officials closed a portion of La Jolla's coastline after a sewage spill Friday morning.The closure was issued for the area of Playa Del Norte in Windansea, near the 7000 block of Neptune Pl., after a sewage spilled before 9:30 a.m.Seven year La Jolla resident Marc Hirschfield said he was walking his dogs Saturday morning when he noticed the yellow warning signs dotting the beach and asked lifeguards what happened. He said they told him "there was a manhole cover that overflowed and raw sewage spilled into the ocean."Lifeguards told 10News it was a storm drain to blame in the same area.The spill has been contained, according to the County Department of Environmental Health, but there still may be impacts to water quality after 130 gallons of sewage entered the beach area.Warning signs have been placed in the area until samples of the ocean water indicate the water is safe for recreational use. It's not clear how long the area will remain closed.Some beach-goers ignored the signs, others, like surfer Cole Reiner just didn't see them. "Well I went out into the water. I mean contaminated doesn’t sound great, but I was out there and it says may cause illness so that’s not great," he said. Lifeguards couldn't say when the beach would reopen. SAN DIEGO (KGTV) — Call them the ghosts of summer vacations past: two mostly empty cruise ships remain anchored off the coast of San Diego, waiting for the green light to resume operations as the nation grapples with the COVID-19 pandemic.Celebrity’s Millennium and Eclipse cruise ships have been anchored in San Diego since March, when the CDC suspended cruise ship sailings around the country March 14. That order has been extended to at least July 24.Several cruise ship companies have announced voluntary delays until September.After thousands of passengers disembarked from the Eclipse in late March, test results came back showing several passengers were COVID-19 positive.More than a month later, in May, 63 passengers remained quarantined on the Eclipse with hundreds of crew members.A third ship, the Disney Wonder, was anchored in San Diego for the first few months of the pandemic, but departed May 30, said Brianne Page, a public information officer for the Port of San Diego.For now, the Millennium and Eclipse are ghosts of their former selves. All the passengers have now disembarked, along with the vast majority of the crew.Both ships are down to minimal staffing levels of about 80 crew members to maintain the vessels and keep them operational, said Royal Caribbean Cruises spokesman Jonathon Fishman.“As of now, they expect to stay in this position through the summer until our return to service plans are finalized,” Fishman said via email.The ships occasionally pull into port to refuel, but otherwise stay anchored off the coast to avoid port fees that can exceed ,000 a day.When cruise ships pull into port with passengers, companies pay significantly higher fees, ranging from ,000 to ,000 per call, Page said.There were 28 canceled calls due to the pandemic, resulting in roughly million in lost revenue for the Port of San Diego, Page said, plus a staggering ripple effect for the region’s economy.The Port of San Diego estimates that each time a cruise ship visits San Diego as a midpoint in its journey, known in the industry as a “visitation,” the call generates 0,000 in regional economic impact as travelers visit local shops, restaurants and other businesses.Each time a cruise ship starts and ends its journey in San Diego, known as a “homeport,” the regional economic loss is about million, Page said.Using those estimates, the 28 canceled calls resulted in as much as million in regional economic impact.Cruise ships are working with the CDC and other medical professionals to establish safety standards once sailing is allowed to resume, and industry insiders expect the new guidelines may mirror ones recently adopted in Europe.“The European Union has issued guidelines for cruises operating in Europe, which include things like onboard separation by age group, reduced capacity, and COVID testing of all passengers,” said Doug Shupe, a spokesman for the Auto Club of Southern California.Shupe said interest in cruising remains high among Triple-A members, but members are mostly booking cruises for 2021.“We’ve seen that our bookings for 2021, for cruises, are actually higher than what they were this time last year,” he said.He said many cruise lines offered passengers with canceled bookings credits worth up to 125% of their original value. 3313
SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year. This is an environmental nightmare and extremely dangerous with the rainy season rapidly approaching.”More than 100 homeless encampments were counted by volunteers with the San Diego River Park Foundation in October. 792
SAN DIEGO (KGTV) - As President Trump continues his call for a wall along the U.S. border with Mexico, experts say the one already in place is doing an excellent job at deterring illegal immigration.San Diego has had some form of a "wall" for decades. On a tour in June with 10News Anchor Steve Atkinson, Rodney Scott, the Chief of the Customs and Border Protection San Diego Sector, said a lot has changed in the last 20 years."I would argue during the 90s the extreme was total lawlessness," Scott said. "The fence behind me was chain link, riddled with holes."Scott described working as an agent and watching large crowds of people gather near the fence at twilight. They would then run across en masse once it got dark."There was a green flag to come out, and they would all rush when the sun went down," he said.That started to change in the later part of the decade.In 1993, then-President Bill Clinton signed Operation Gatekeeper into law. It was one of three operations to add infrastructure and technology to the border to help curb illegal immigration. Gatekeeper led to the start of the fence that's in place now.CBP says it led to a 75% drop in illegal immigration arrests over the next few years.But Scott said he still saw people making their way across, primarily through the area of the Tijuana River Estuary."Even up until the early 2000s, if you were standing here at night you would have seen little bonfires all over this area," he said. "There were trails as wide as cars, and that was purely from foot traffic."The next wave of border security started in 2006 when President George W. Bush signed the Secure Fences Act. It called for nearly 700 miles of physical fencing along the southern border.Government numbers show the flow of illegal immigrants peaked in the U.S. in 2006, with more than 1,000,000 arrests. In 2018, that number had gone down to around 396,000."That basically started closing the border," said Dr. Alejandra Castaneda, a leading researcher on immigration and the border for El Colegio de la Frontera Norte in Tijuana."Clinton started it, but it was really the Bush administration, especially after 9/11. And then the Obama Administration simply continued that project and finished it," she said.Castaneda said the wall built during that time was meant to be imposing."I think a lot of people in the U.S. that don't live at the border don't know that there is already a wall," she said.Because of Gatekeeper and Secure Fences, right now the U.S.-Mexico border in San Diego has 12 miles of double fencing that stretches from the coast to the Otay Mesa Port of Entry. After that, there are another 43 miles of "primary" fencing into and through the mountains in the eastern part of the county.Scott said the San Diego Sector has become the blueprint for the rest of the border."I call this our proof of concept," he says.
