SAN DIEGO (KGTV) - President Trump restored the rank of Chief Eddie Gallagher Friday following a conviction for posing with a dead Islamic State captive in Iraq in 2017. The San Diego Navy SEAL was demoted to Petty Officer First Class in July, following eight hours of deliberations by a military jury. He was acquitted of murder and other charges in the case. Gallagher was at risk of losing up to 0,000 when he retired due to his lower rank. Matt Golsteyn in separate murder cases, ABC News reported.The White House issued a statement which read in part:"Before the prosecution of Special Warfare Operator First Class Edward Gallagher, he had been selected for promotion to Senior Chief, awarded a Bronze Star with a “V” for valor, and assigned to an important position in the Navy as an instructor. Though ultimately acquitted on all of the most serious charges, he was stripped of these honors as he awaited his trial and its outcome. Given his service to our Nation, a promotion back to the rank and pay grade of Chief Petty Officer is justified.""The President, as Commander-in-Chief, is ultimately responsible for ensuring that the law is enforced and when appropriate, that mercy is granted. For more than two hundred years, presidents have used their authority to offer second chances to deserving individuals, including those in uniform who have served our country. These actions are in keeping with this long history. SAN DIEGO (KGTV) -- Police Thursday released a picture of the vehicle used in a deadly hit-and-run in Logan Heights last week. 52-year-old Maria Estrada Romero was hit while walking near Cesar Chavez Parkway on her way to a bus stop on November 15. Two days later, she died at the hospital. Police say the driver didn’t call 911, or stop to render aid to Romero. RELATED: Woman critically injured in Logan Heights crashThe vehicle used in the hit-and-run is described as a 1997 to 2004 white Ford F-150 truck with stock wheels. 10News spoke with family members about the crash Wednesday. Romero was a mother of five and grandmother of five. "Always really happy, an outgoing person," said Brianda Ramos.The family says they rushed to the hospital after learning Romero was struck by a hit-and-run driver. Basically left her right there," said Ramos.Family members say Romero had become famous in the area for selling tamales at parks and schools in Southcrest and Bay Terraces. Police say the truck had a tinted back window and a white California sticker. SAN DIEGO (KGTV) -- Police are investigating an altercation at a University Heights apartment complex that left a man dead early Thursday morning.The incident was reported shortly before 4 a.m. at an apartment building on Howard Avenue near Mississippi Street, according to San Diego police.Police said someone reported two men fighting, but when officers arrived both men were injured.The two men were taken to the hospital, but one of them died from apparent stab wounds, police told ABC 10Ne 502

  

SAN DIEGO (KGTV) -- Police Tuesday released video of a deadly officer-involved shooting in El Cerrito. The body camera footage is being released within 45 days of the incident as part of Assembly Bill 748. The video shows the moment 52-year-old Dennis Carolino was shot by an officer. According to police, Carolino’s aunt called police the night of August 24 to report that he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues. RELATED: Man dies following officer-involved shooting in El CerritoPolice requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard.“As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement.San Diego Police say three seconds passed from the time Carolino left the outbuilding to the time he was shot. Officers provided aid to Carolino until paramedics arrived, but he died shortly after. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. 1717

  

SAN DIEGO (KGTV) - Mostra Coffee, the San Diego-based coffee company that recently won the award for Best Roaster in the U.S., has opened its second brick-and-mortar store.The move is a risk, as many small businesses had to close or scale back during the coronavirus pandemic."Being an entrepreneur, it's just something that you pretty much fight for, and you are you're kind of programmed to just take a leap off the cliff even though you don't know what's happening," said Jelynn Malone, one of Mostra's co-owners.The new location is in 4S Ranch, an area of town that asked Mostra to move in. A petition in 2019 calling for the new location got more than 1,500 signatures."It was something that the community rallied for, and we felt that the community deserved it," said Malone. "So we just piecemeal this thing and slowly worked our way through to the point where we can actually open."But Malone admits it was scary taking that kind of risk during the Pandemic."Being a small business with over 20 employees, including my own family, it was very troubling and scary," she said.The company went through layoffs in the spring, and work on the new location slowed to a crawl. To keep the business going, Mostra built a website and app to allow for curbside pick-up and online ordering.Now that the new 4S Ranch location is open, Malone and her co-owners say the struggle has made their success more enjoyable."I'm so happy we made this decision, and I'm so happy with how the shop turned out. Everybody seems to love it so far." 1538
